On 29 October 2025 the Performance Scrutiny Committee - Partnerships considered the One Newport Local Action Plan end of year summary for 2024-25 and the renewal of the Dog Control Public Spaces Protection Order (PSPO), a council rule for public places. On both items the Committee made recommendations and requests to officers. On the dog order it recommended that Full Council considers and approves the renewed order.
The Committee considered the Empty Homes Strategy 2025-30, which sets out how the council plans to bring long-term empty homes back into use. It was content with the strategy but recommended a more ambitious reduction target and a progress report next year.

Cabinet met on 15 October 2025 and considered eight substantive items, mostly annual reports on council performance, equality, climate and social value. It decided to appoint an officer to the board of the council's bus company, to keep the registered name of a new company that will run property services from 1 January 2026, to endorse a framework for a £500,000 anti-poverty fund piloted in one Newport area, and to note the council's place on a fully funded European city leadership programme.
The committee considered two items: an update on the Shared Resource Service (SRS), the shared IT service that Newport City Council joined in 2017, and the Gwent Regional Partnership Board annual report for 2024-25. On both items the committee made comments, requests and recommendations, which the minutes record. The minutes record no other formal decisions.
The Planning Committee met on 1 October 2025 to consider a schedule of planning applications, including a battery storage proposal at Uskmouth Power Station, and a report on recent planning appeal decisions. The minute says decisions will be recorded as shown in an appendix, but the appendix supplied is dated 3 September, so the outcome of each application cannot be confirmed from these papers.
Members asked for an information report on digital exams and for data on electively home educated children, and praised officers. The meeting also noted routine updates on scrutiny actions, the work programme and the monitoring of earlier recommendations.
The Performance Scrutiny Committee - Place and Corporate considered an update on the Council's corporate communications team, which is part of the People, Policy and Transformation service. The Committee noted improvements in the Council's social media work and asked Cabinet (the senior councillors who lead the Council) to review communications resources. It also asked for a plan for day-to-day engagement, more information, and training for councillors.
Full Council met on 23 September 2025. It also agreed to start a review of community council boundaries and electoral arrangements, and debated three notices of motion on a Caerleon railway station, Gaza and the Welsh Rugby Union.
