None.
The minutes of the previous meeting held on the 26th of June 2025 were agreed as a true and accurate record. • The Democratic and Electoral Services Manager (DESM) confirmed that the maps on the Council website only showed the city ward and Community Council areas at present, but do not go down to community areas. This will be resolved as part of the community boundary review. • A Community Councillor enquired whether it would be possible to ensure that the Planning Department have the correct Boundary maps to ensure that Planning Applications are going to their relevant ward. The DESM informed the Committee that they will check the ward and community contacts that are held by the Planning Department.
The DESM provided an overview of the report to the Committee and informed them that the consultation is open.
The DESM shared some slides that provided an update on progress made to date and confirmed that the consultation window is currently open. · A Community Councillor queried whether the Consultation Letter is issued to all Community Councillors or just the Clerks. The DESM informed them that the Clerks will receive the letter. · A Community Councillor raised a concern about the potential to merge community councillors under the policy but was pleased to see that the consent of both wards was required before any potential mergers could go ahead. The Head of Law and Standards informed the Committee that the consultation is about the Terms of Reference, and another consultation will be taking place in the new year about any proposed changes. · A Community Councillor enquired about the impact on income from precepts. The DESM informed the Committee that precepts do not fall in the scope of the review. · A Community Councillor enquired whether the boundaries of Community Councils would be defined by the City Wards. The DESM informed the Committee that the boundaries must be coterminous so any changes of the boundaries of the community areas would require the same amendment to the boundary of the City Wards. · A Community Councillor enquired whether new Community Councils could be established under the review. The DESM explained that there is a distinct legal process to follow to set up a Community Council, but it is separate and not in scope of this review.
The DESM informed the Committee that this is going to become a standing item on the agenda and is a space to discuss topics and share best practices and challenges with peers from other Community Councils. • A Community Councillor asked for the grass cutting and litter picking schedule to be provided. The DESM informed the Committee that they have been in contact to try and get this as a future Agenda item in terms of the policies in place. • A Community Councillor enquired whether a Planning Officer, Planning Aid Wales or another Town Council can be called in to discuss and assist with Place Planning under the Local Development Plan. The DESM informed the Committee that this can be added to the Forward Work Programme, and they will contact the teams to invite them to a meeting. • A Community Councillor requested for copies of the boundary maps to be provided so they can be displayed on their notice boards or community centres for residents in their area. The Head of Law and Standards informed the Committee that this information is on the website and the DESM advised that there are copies also in sites. If community councils have capacity in terms of large wall spaces, notice boards etc. where they can be displayed, copies of maps can be provided on demand.
The DESM informed the Committee of the items on the Forward Work Programme and advised the Committee that an update on the Local Development Plan will be added and followed up as requested.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
