Penderfyniad: Derbyniodd y Cabinet yr adroddiad a nododd y sefyllfa gyllidebol a'r camau unioni a gymerwyd. Gofynnodd i brif swyddogion a phenaethiaid gwasanaeth adolygu'n feirniadol yr opsiynau i fynd i'r afael â gorwariant sylweddol ar gyllidebau penodol.
RESOLVED that the Labour Group nomination for Councillor Edward Skinner to stand on the Climate Change & Nature Emergency Cross Party Advisory Panel be noted.
Penderfyniad: Nododd y Pwyllgor y rhaglen waith i'r dyfodol. Awdurdododd yr Hwylusydd, mewn ymgynghoriad â Chadeirydd y Pwyllgor, i newid y rhaglen rhwng cyfarfodydd yn ôl yr angen. Nododd hefyd y cynnydd a wnaed ar gamau sy'n weddill o gyfarfodydd blaenorol.
Penderfyniad: Nododd y Pwyllgor strategaeth y cyngor i ddatblygu neu gaffael hyd at ddau eiddo y flwyddyn ar gyfer cartrefi plant hyd at 2030. Argymhellodd y Pwyllgor y dylai'r Cabinet roi awdurdod dirprwyedig, sef pŵer i weithredu heb bleidlais lawn y cyngor, i'r Prif Swyddog (Gwasanaethau Cymdeithasol) wneud cynigion ar hyd at ddau eiddo y flwyddyn, hyd at gyfanswm o £1 miliwn, ac i recriwtio hyd at 12 o staff cyfwerth ag amser llawn ar gyfer pob cartref newydd. Cydnabu'r Pwyllgor hefyd y cynnydd a wnaed i baratoi ar gyfer dileu elw o ofal plant.
Penderfyniad: Cefnogodd y Pwyllgor y ffocws ar waith i alinio a chydlynu llwybrau a phwyntiau mynediad i wasanaethau gofal cymdeithasol plant ac oedolion. Yn ystod y drafodaeth, cyfeiriwyd pryderon y Cynghorydd Gladys Healey ynghylch dyrannu llety i bobl hŷn at gydweithwyr Tai.
Penderfyniad: Nododd y Pwyllgor asesiad yr Unigolyn Cyfrifol o wasanaethau preswyl plant a ddarperir yn fewnol, a chefnogodd barhau i fuddsoddi mewn hyfforddiant ac ymarfer sy'n ystyried trawma ac sy'n therapiwtig. Cydnabu'r Pwyllgor gyflawniadau'r gwasanaeth a llongyfarchodd y gweithlu mewnol ar y canlyniadau a gyflawnwyd gan y gweithlu.
Penderfyniad: Adolygodd yr Aelodau'r amrywiaeth o weithgareddau iaith Gymraeg a wnaed gan Wasanaethau Cymdeithasol i gydymffurfio â deddfwriaeth. Asesodd yr Aelodau pa mor effeithiol yw'r gweithgarwch hwnnw, a chefnogwyd cynlluniau at y dyfodol.

RESOLVED: That the minutes of the meeting held on 12 February 2026 be approved as a correct record.
Penderfyniad: Penderfynodd yr Aelodau gymeradwyo'r cais, yn groes i argymhelliad swyddogion i'w wrthod. Amodau: mae'r caniatâd yn para pum mlynedd; rhaid gwneud y gwaith yn unol â'r cynlluniau a gymeradwywyd; a phan ddaw'r defnydd meddygol i ben, rhaid i'r uned fynd yn ôl i ddefnydd swyddfa, diwydiant cyffredinol neu storio (dosbarthiadau defnydd B1, B2 neu B8).
Penderfyniad: Penderfynodd yr Aelodau ddirprwyo pwerau i Bennaeth yr Adran Amgylchedd i wrthod y cais. Ystyr pwerau dirprwyedig yw mai swyddogion, nid yr Aelodau, fydd yn cyhoeddi'r gwrthodiad ffurfiol. Y ddau reswm yw: yn gyntaf, nid yw cynllun, gosodiad, maint a màs y datblygiad yn gwella cymeriad y safle nac yn ffitio'r stryd yn y rhan amlwg hon o Gricieth, sy'n groes i bolisïau PCYFF 2 a PCYFF 3 a Nodyn Cyngor Technegol 12 ar ddylunio; ac yn ail, byddai maint, màs, lleoliad a nodweddion y datblygiad yn cael effaith ymwthiol a gormesol ar eiddo cyfagos, sy'n groes i faen prawf 7 polisi PCYFF 2.
RESOLVED that the decision record of the meeting held on the 9th September, 2025 be signed as a correct record.
Penderfyniad: Cymeradwyodd yr Aelod Cabinet y Gorchymyn Addasu Map Diffiniol fel y'i nodir yn yr adroddiad, i'w brofi drwy'r broses briodol.
