RESOLVED: a) That only Independent Members of the Standards Committee be present at individual meetings between the Standards Committee and Group Leaders, to discuss their compliance with their duties under Section 52(A)(1) of the Local Government Act 2000. b) That all other processes in respect of the Standard’s Committee’s functions under Section 54(2A) of the Local Government Act 2000 remain the same.
The Monitoring Officer presented a report reviewing the Standards Committee’s processes in relation to its functions under Section 54(2A) of the Local Government Act 2000. The following was discussed: • Support was expressed for Elected Members to participate fully in all aspects of the Standards Committee’s work, including engagement with Group Leaders. - It was suggested that the current balance of Independent and Elected Members on the Committee functioned effectively and that removing Elected Members from these discussions would result in a loss of experience and perspective. • It was suggested that for this year, the Committee could trial an alternative approach by not having Elected Members present during the annual meetings with Group Leaders, which may enable a more open discussion. - The approach could be reviewed following the meetings, including feedback from Group Leaders. • There was a strong consensus among Group Leaders that meetings would be more effective if held solely with Independent Members. - Group Leaders had indicated that that discussing sensitive or confidential issues in the presence of members from other political groups could inhibit open conversation. • Whilst Elected Members were accountable to the public, Independent Members were appointed through a rigorous process requiring them to demonstrate relevant experience and good character. - The contributions of Independent Members was welcomed and their involvement alone may reduce the risk of political bias in discussions. - Meetings with Group Leaders were held in private and conducted on a without‑prejudice basis. • It was confirmed that the Committee may determine the process it used to discharge its statutory duties. • It was proposed and seconded that only Independent Members of the Standards Committee be present at individual meetings between the Standards Committee and Group Leaders. - It was confirmed that all other aspects of the current process, such as circulation of templates and the opportunity for all Committee members to review Group Leader submissions would remain unchanged.

RESOLVED: That the cases reported by the Public Services Ombudsman for Wales (PSOW) be noted.
The Deputy Monitoring Officer presented the Public Services Ombudsman for Wales (PSOW) Case Summaries. There had been four reported cases in the ‘Our Findings’ section of the PSOW’s website since the last report to the Committee in January 2026. The following was discussed: • It was confirmed that the Ombudsman had decided not to pursue further investigation into an alleged antisemitic social media post, as the allegations were deemed criminal in nature and therefore a matter for the police to investigate. - Whilst the case has been closed, should a criminal offence be established, this would likely constitute a separate breach of the Code of Conduct, enabling renewed consideration by the Ombudsman. • In respect of paragraph 3.6, whereby a Member had made disrespectful comments by e-mail, the Ombudsman had recognised that relationship‑building would be required. - Formal sanctions would not be conducive to repairing working relationships. - Whilst the Ombudsman may offer guidance on what could be beneficial, they could not mandate that a local resolution process be implemented. • Standards Committee Chairs across Wales had indicated a desire for more cases to be concluded rather than discontinued, and this continued to form part of ongoing discussions with the Ombudsman. RESOLVED: That the cases reported by the Public Services Ombudsman for Wales (PSOW) be noted.
