RESOLVED to confirm as a true record the minutes of the meeting held on 04 June 2026
AGREED to note the contents of the report and request that the Monitoring Officer consider the issues raised regarding the complaints process and report back to the Committee as appropriate.
AGREED (i)that the contents of the report be noted; and (ii) to support exploring amendments to the report format, including the use of graphs and longer comparative periods of up to two years to better identify trends, however, one Member suggested that the trends could be collated as from this meeting. The Chair agreed to discuss the matter further with the Monitoring Officer and to bring proposals for consideration at a future meeting.
AGREED to approve the draft Ethics and Standards Committee Annual Report, 2025/26, prior to presentation to Council on the 24 September 2026.
AGREED to note the minutes of the National Standards Committee Chair Forum subject to a report being presented on the protocol for the Council adopting Civility and Respect Pledge.
AGREED to note the Forward Work Programme subject to the following be added to the 03 December 2026 meeting: • List of Policies and Procedures • Civility and Respect Pledge report • Amended Code of Conduct Information Sheet for Town and Community Councillors • Updated Action Log
AGREED that the item be represented to Committee for consideration once the format and wording had been amended
AGREED that (i) approval of the draft Guidance be deferred and represented to the next meeting with a clearer explanation of the changes and supporting documentation; and (ii)the amendment to the Dispensation Form at Appendix 2 be approved.
RESOLVED: • That the South West Wales Network Vision be endorsed as the long-term strategic framework for the development of an integrated transport network across South West Wales, and the South West Wales Network brand be endorsed as the overarching identity for the region’s integrated transport network; subject to the following recommendations: - The amendment of the aspirational train frequency from 30 minutes to 15 minutes - The addition of captions identifying photographic locations and distinguishing AI-generated images from actual photographs.
