RESOLVED – (1) T H A T the commencement of the process of recruitment to the position of Director of Environment and Housing be approved. (2) T H A T the scope and extent of the recruitment process to be followed, and having particular regard to benefits of progressing recruitment on a competitive internal basis, be agreed. (3) T H A T, in pursuance of Resolutions (1) and (2) above, delegated authority be granted to the Chief Executive in consultation with the Leader, relevant Cabinet Member and Head of Human Resources and Organisational Development to progress: a. advertising the position; b. progressing the necessary arrangements for long-listing and any necessary assessment of candidates in advance of shortlisting; c. drawing up a final short-list for interviews, the interviews of which will be undertaken by future meetings of this Committee; and to d. agree costings and resource requirements relating to the processes required to pursue the recruitment and selection processes. Penderfyniad: Nododd y Cabinet ei benderfyniad ym mis Mawrth 2018 i fabwysiadu pwerau ymddygiad gwrthgymdeithasol o dan Ddeddf Ymddygiad Gwrthgymdeithasol, Troseddu a Phlismona 2014. Nododd fod y Gwasanaethau Tai eisoes yn defnyddio Gorchmynion Gwaharddeb Sifil. Penderfyniad: Ystyriodd y Cabinet yr ymatebion i'r hysbysiad mannau agored cyhoeddus dyddiedig 27 Gorffennaf 2026. Penderfynodd nad oes angen y tir mwyach at ei ddiben presennol o fewn y Gronfa Gyffredinol. Neilltuodd y tir o ddibenion y Gronfa Gyffredinol i ddibenion Addysg o dan adran 122 Deddf Llywodraeth Leol 1972. Mae hyn yn caniatáu dyrannu'r tir fel safle posibl ar gyfer Ysgol Calon Lân newydd, yn amodol ar gymeradwyaeth Cynllunio a Llywodraeth Cymru.
Penderfyniad: Cymeradwyodd y Cabinet y newid i friff dylunio prosiect Cymunedau Cynaliadwy ar gyfer Dysgu Ysgol Gowerton (Uwchradd). Cymeradwyodd ac ymrwymodd swm diwygiedig o £2,523,285 ar gyfer y cyfnod cyn adeiladu i'r rhaglen gyfalaf. Mae hyn £4,557,600 yn llai na'r £7,080,885 a gymeradwywyd ar 17 Gorffennaf 2025.
Penderfyniad: Cymeradwyodd y Cabinet dderbyn ac ymrwymo'r grant ychwanegol o £2,962,397 gan Lywodraeth Cymru ar gyfer 2026-27 i'r rhaglen gyfalaf ar gyfer atgyweirio a chynnal a chadw ysgolion, yn amodol ar y dyfarniad grant terfynol a'r amodau. Nododd fod cynlluniau'n dal i gael eu datblygu. Gallant gynnwys gwaith toi yn YGG Bryn Tawe, gwaith yn Ysgol Gymunedol Cefn Hengoed, blaenoriaethau a nodwyd gan ysgolion megis uwchraddio toiledau, gwaith dylunio cynnar ar gyfer cynlluniau 2027/28, risgiau iechyd, diogelwch a diogelu, a systemau gwresogi newydd ar gyfer pedair ysgol gynradd sy'n dibynnu ar boeleri olew. Dirprwyodd i'r Cyfarwyddwr Addysg a'r Cyfarwyddwr Lle ddewis a blaenoriaethu cynlluniau. Dirprwyodd hefyd i'r Cyfarwyddwr Cyllid a'r Cyfarwyddwr Addysg y pŵer, os bydd angen, i gyfnewid hyd at £1,533,800 o'r grant am gyllid cyfalaf craidd a ddyrannwyd eisoes i brosiectau Addysg. Byddai'r benthyca anghymorthdaledig cyfatebol yn symud i raglen 2027-2028.
