Cabinet

Cabinet met on 15 September 2026 to consider a set of reports on finance, planning, regeneration, social care and transport. Cabinet decided to demolish 166-168 Commercial Street, subject to funding, and approved a Green Heat Network Fund application for £850,000 of commercialisation funding for the Central Newport Heat Network. Cabinet also approved the sale and leaseback of the Newport Transport depot and changes to the board of Newport Transport Limited, and approved the Council joining a regional social care workforce team hosted by Caerphilly.

Performance Scrutiny Committee - People

At its meeting on 8 September 2026 the Performance Scrutiny Committee - People considered the Director of Social Services Annual Report 2025-26 and the draft Youth Work Strategic Plan 2027-2032. The Committee made recommendations on the annual report, including a request for an information report on Newport's exit from a section 33 shared budget agreement, and asked for a site visit to the Information Station. It also agreed to cancel its meeting on 13 April 2027.

Delegated Decisions - Cabinet Member for Assets and Infrastructure

The Cabinet Member for Assets and Infrastructure was due to consider objections to a proposed Prohibition of Driving Traffic Regulation Order on Cot Hill, Newport. The order would stop motor vehicles using the road while keeping it open to pedestrians and cyclists. The report recommends making the order as advertised, but no minute has been published, so no decision is recorded.

Delegated Decisions - Cabinet Member for Communities and Sport

The Cabinet Member for Communities and Sport was due to consider a proposal to consult the public on renewing the Market Arcade Public Spaces Protection Order (PSPO), a council rule that can restrict behaviour in a public place. The renewed order would close the arcade to the public at night, using gates. No minute has been published, so no decision is recorded. Overview and Scrutiny Management Committee

The Overview and Scrutiny Management Committee, the councillors who review the council's work, considered a petition on unsafe roads in Wentlooge and agreed to refer it to the Head of Infrastructure for a formal response. It also reviewed the Annual Digital Report 2025-26 and the Strategic Equalities Plan Annual Report 2025-26, asking for further information and making recommendations on both. It agreed a three-month limit for responses to scrutiny recommendations.

The committee also received a report on two planning appeal decisions, both of which were dismissed. Council

Newport City Council met on 21 July 2026. It supported two motions: one opposing any closure of M4 junctions or diversion of motorway traffic onto city streets, and one asking Welsh Government for assurances over any change to the local funding formula. It also approved extending the city centre business rate relief scheme for 2026-27, the annual Welsh language monitoring report, the 2026/27 councillors' pay schedule, and final proposals on community boundaries for submission to the Democracy and Boundary Commission Cymru.
