There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Jones asked: With the M4, Ebbw Bridge, having a weight restriction on vehicles weighing over 44 tonnes placed upon it for safety measures, what is the impact or damage being done to the SDR road when special vehicles weighing over this weight are required to divert onto the SDR between M4, junction 24 and junction 28 and vice versa. Are you able to provide a recent report on this important issue as to the cost of repairing this important route and please confirm if the Newport tax paying residents are funding the any of the cost of the R&M as a result. Councillor Howells responded: The SDR is a highway constructed and managed via a Private Finance Initiative by Morgan Vinci Limited. The SDR was specifically designed to accommodate vehicles of this size and weight being constructed in accordance with the design standards applicable. Whilst an increase in abnormal loads may have an impact on general wear of the surface course, this is likely to be minimal, and the costs associated with planned major maintenance are funded by the MVL rather than Newport City Council.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
