There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Mogford asked: Following on from my question in November 2025 can you give an update on the progress of the Newport Leisure Centre in terms of adherence to timescale and Budget. Is there now a date for an official opening in your diary? Councillor Batrouni responded: It is great to see construction works advancing on site, developing a fit for purpose, modern and sustainable leisure facility for the people of Newport. The new facility will be one of the first in the UK to be completely gas free, utilising modern methods of heating and insulation to reduce the ongoing energy costs of the building and future proof the operation. More than 55 per cent of the costs of the development are being met by external funding including the Welsh government’s transforming towns programme and from the UK government. Capital budget information is regularly published in Cabinet papers. As mentioned previously, in early 2025 the remains of part of the former canal retaining wall was discovered during excavation. In line with the planning conditions, and with former major archaeological finds in the area in mind, work had to be halted so archaeological experts could record the findings. This was resolved as speedily as possible and the new centre build is now anticipated to be completed at the end of the year. A programme of opening activities will be published in the winter.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
