Mae pob cyngor yn pennu cyllideb bob blwyddyn: faint i'w wario ar bob gwasanaeth a faint o dreth gyngor i'w chodi. Mae'r dreth gyngor yn talu am tua thraean; daw'r rhan fwyaf o'r gweddill o grant gan Lywodraeth Cymru ac ardrethi busnes.
Mae'r Cabinet yn cynnig y gyllideb, fel arfer yn y gaeaf, ac mae'r Cyngor llawn yn ei chytuno ac yn pennu'r dreth gyngor erbyn dechrau mis Mawrth. Mae pwyllgorau craffu'n archwilio'r cynlluniau yn gyntaf.
Mae'r rhan fwyaf o gynghorau'n cynnal ymgynghoriad ar y gyllideb yn yr hydref neu ddechrau'r gaeaf. Mae eich cynghorwyr yn pleidleisio ar y gyllideb derfynol, felly dywedwch wrthyn nhw beth sy'n bwysig i chi.

Penderfyniad: Cymeradwyodd y Cabinet y newid i friff dylunio prosiect Cymunedau Cynaliadwy ar gyfer Dysgu Ysgol Gowerton (Uwchradd). Cymeradwyodd ac ymrwymodd swm diwygiedig o £2,523,285 ar gyfer y cyfnod cyn adeiladu i'r rhaglen gyfalaf. Mae hyn £4,557,600 yn llai na'r £7,080,885 a gymeradwywyd ar 17 Gorffennaf 2025.
Penderfyniad: Cymeradwyodd y Cabinet dderbyn ac ymrwymo'r grant ychwanegol o £2,962,397 gan Lywodraeth Cymru ar gyfer 2026-27 i'r rhaglen gyfalaf ar gyfer atgyweirio a chynnal a chadw ysgolion, yn amodol ar y dyfarniad grant terfynol a'r amodau. Nododd fod cynlluniau'n dal i gael eu datblygu. Gallant gynnwys gwaith toi yn YGG Bryn Tawe, gwaith yn Ysgol Gymunedol Cefn Hengoed, blaenoriaethau a nodwyd gan ysgolion megis uwchraddio toiledau, gwaith dylunio cynnar ar gyfer cynlluniau 2027/28, risgiau iechyd, diogelwch a diogelu, a systemau gwresogi newydd ar gyfer pedair ysgol gynradd sy'n dibynnu ar boeleri olew. Dirprwyodd i'r Cyfarwyddwr Addysg a'r Cyfarwyddwr Lle ddewis a blaenoriaethu cynlluniau. Dirprwyodd hefyd i'r Cyfarwyddwr Cyllid a'r Cyfarwyddwr Addysg y pŵer, os bydd angen, i gyfnewid hyd at £1,533,800 o'r grant am gyllid cyfalaf craidd a ddyrannwyd eisoes i brosiectau Addysg. Byddai'r benthyca anghymorthdaledig cyfatebol yn symud i raglen 2027-2028.
Resolved that: 1) The comments and variations, including the heightened material uncertainties, set out in the report and the actions in hand to seek to address these, including now severe spending restrictions be noted. 2) The virements and the use of the contingency fund as set out in Paragraph 17 and the Inflation provision as set out in Paragraph 28 subject to any further advice from the Section 151 officer during the year be approved. 3) The need for all Directors to continue to minimise service spending in year, recognising that the budget overall is currently balanced only by relying on future likely (but far from wholly assured) reimbursement from Welsh Government, centrally held contingency budgets and reserves be reinforced. 4) The indicative position set out in Paragraph 34 with further actions to be confirmed in subsequent quarters once it is clearer as to the likely final cost of the pay award pending be noted. 5) The position of the current capital programme set out in the report be noted. 6) The reprofiling of capital project budgets across the years in the existing programme, where the forecast reprofile is within the approved budget be approved. 7) The budgets for inclusion in the capital programme for the fully funded and completed grant schemes set out in Appendix E (these represent Welsh Government grants awarded very late in 2025/26 that had to be spent in that period) be approved. 8) Power be delegated to the Section 151 Officer to determine deviations from spending restrictions in consultation with the Chief Executive, Leader of the Council and relevant Cabinet Member(s).
