Councillor Catrin M S. Davies (Cabinet Member for Culture, Leisure and Customer Services) provided an overview of the progress against the Ceredigion Play Sufficiency Assessment Action Plan 2025–28, the positive progress in improving play opportunities across the county, including bilingual provision, investment in play areas and free holiday activities, and the priorities for 2026/27 to further support inclusive, accessible and sustainable play provision. Members were provided with the opportunity to ask questions which were answered by Officers and Councillor Catrin M S. Davies. The main points raised were as follows: · Members highlighted the importance of messy play and outdoor exercise. The new resources at the Llangybi play area had been well received and extremely busy throughout the Summer. · Additional funding and resources would be welcome. It was noted that funding allocation during the previous Welsh Government administration followed the formula funding approach for local authorities, which proved unfavourable for Ceredigion’s 79 play areas. · The responsibility for play provision falls upon Town and Community Councils and volunteers. It was suggested that reinstating Town and Community Councils’ eligibility for the Community Grant Scheme would be beneficial. · Llandysul received funding of circa £10k- £12k towards improving the play areas, however they had received a quote of £140k for a new play area, therefore the only option was to replace some of the existing equipment. Councillor Catrin M S. Davies noted that she fully agreed with Members regarding the importance of play areas, quoting George Bernard Shaw: “We don’t stop playing because we grow old; we grow old because we stop playing.” She added, however, that the Council had been through a period of significant financial savings, and that reductions in expenditure had been necessary to ensure the Council was able to set a balanced budget. It was AGREED to: 1. Note the level of activity within the Local Authority in respect of Play Development; 2. Agree the preferred approach to strengthening support for Town and Community Councils and community groups to improve play spaces and access external funding; and 3. Duncan Hall, Executive Corporate Lead Officer: Finance and Procurement presented the Controllable Revenue Financial Monitoring and Capital Financial Monitoring reports for quarter 1 26/27 presented to Cabinet on 01.09.26. In relation to the 26/27 Controllable Revenue Budget, a small overspend position was currently forecast for the year across all Services at the end of quarter 1 - being an overspend of £230k (which equated to 0.1% of the 26/27 Controllable Budget). Similar to 25/26, the main challenges included out of county placements, agency staff and the in-year Council tax collection rate as outlined in the report. In relation to the use of agency staff, Porth Gofal had recently successfully recruited three Occupational Therapists. Since the writing of the report, the NJC staff pay awards had been agreed at 3.3% for 26/27. Reference was made to the data on parking on the Promenade in Aberystwyth which commenced on 18/05/26, to the financial impact of the Middle East conflict on the Council’s budget including the HMRC mileage rate increase, and to Council Tax (including premiums). From a service perspective, overspends of £870k by Porth Cynnal and £362k by Porth Gofal were projected at year-end, whilst an underspend of £70k was projected by Porth Cymorth Cynnar. From a Capital perspective, there were several schemes under the 3 Porth’s, including £100k for the urgent works of Social Care buildings, and £350k for Residential Homes upgrade including Hafan y Waun. The budget was being actively reviewed to ensure any additional funding could be allocated for upgrades and to increase project budgets. Members were provided with the opportunity to ask questions which were answered by Officers. The main points raised were as follows: · In response to reducing reliance on agency staff, the People and Organisation service worked creatively to attract employees, and a market supplement was added to posts where appropriate. Important work was also being done internally to encourage employee development. The ‘Grow your Own Social Worker’ scheme had proved successful, and by 2028, the local authority should be self-sufficient. · Some agency staff had transferred to the local authority, but others who remained with agencies had their own personal reasons for doing so. It was noted there were many advantages to working for a local authority including access to a pensions scheme and paid annual leave. · A national pay scale for the Social Care sector was supported by all local authorities and Welsh Government were working towards this; however, it was acknowledged there would be significant budget implications. AGREED to note the contents of the report and the levels of activity in relation to children looked after under the care of the Local Authority.
Councillor Alun Williams (Cabinet Member for Through Age and Wellbeing) explained that the quarterly reports were presented to the Committee as part of an ongoing examination of the topic to ensure the Local Authority fulfilled its duties as the Corporate Parent. The report included national and local standards and targets used to measure outcomes for children looked after and care leavers at the time of their review meeting and included Welsh Government Performance Indicators. Based on the information available and the views expressed during the review meeting, the Independent Safeguarding Reviewing Officers (ISRO) made a professional judgement about the effectiveness of a child/young person’s care plan in meeting their needs and could recommend changes to the care plan. During the review meeting, the ISRO considered whether the child/young person required assistance to identify relevant other people to obtain legal advice/take proceedings on their behalf. This action was not deemed necessary for any children/young people in this quarter. In addition, the ISRO had regard as to whether the child/young person’s human rights were being breached in any way and, if so, could make a referral to CAFCASS Cymru. This action was not required at any of the review meetings in the period. Councillor Alun Williams proceeded to present a Summary of the Key Points noted on page 2 of the report. Members were provided with the opportunity to ask questions which were answered by Officers and Councillor Alun Williams. The main points raised were as follows: · Improvements made in terms of the Pathway Plans following the appointment of a Team Manager which had provided greater oversight and identification of opportunities to improve. · A report presented to the Performance Board on 22 September 2026 noted that circa 8,000 pieces of equipment were borrowed from the CILC equipment stores each year, and that keeping people active would reduce the demands for equipment. An Officer noted that a greater number of people were choosing to remain in their own homes and that the equipment facilitates independent living. It was noted that Ceredigion’s focus was upon prevention and avoiding escalation. It was AGREED to note the contents of the report and the levels of activity in relation to children looked after under the care of the Local Authority.
