The Chair welcomed all to the meeting.
The Meeting commenced with Mr Lyndon Lloyd MBE leading the Committee in prayer.
Councillor Ifan Davies together with Rev Mark Ansell and Mr Colin Partridge apologised for their inability to attend the meeting.
It was AGREED to confirm as a true record the Minutes of the Meeting of the Standing Advisory Council held on 28 November 2025.
The School Support Advisor updated Members as follows: - • The Presbyterian Church of Wales had not responded following a letter sent for a representative following the last meeting • Medi James had stated that due to personal circumstances she would not be available to represent the Quakers • It was reported that numerous requests had been made to Aberystwyth University (School of Religious Education) , however, there was no update to date/suitable candidates been identified. Members expressed their disappointment that representatives had not been sought as the meeting was only held three times a year, once every school term for a few hours.
It was reported that the wife of Professor Rev John Tudno Williams had passed, and a letter of condolences would be sent to him from the Committee. The following correspondence was considered:- • An email had been received from Councillor Keith Henson requesting if it was possible for the committee to be held on an alternative day as several members were unable to attend on Friday. It was therefore agreed that this request would be considered when agreeing the next meeting of the Committee. • Request for an opportunity for the committee to visit different places of worship throughout the county to see the different forms of worship. This would be considered; however, it was noted that the meeting of the Committee could not be held in another venue due to the need for it to be held in the Chamber for the hybrid facilities. • WASACRE Committee vacancies - Vice-Chair and two Executive Member places were available. If there was interest, Members were required to submit their application by March 27th. Form available through School Support Advisor and Democratic and Standards Officer. • November WASACRE minutes had been circulated prior to the meeting. • The WASACRE officers had been approached to provide feedback to Agored Cymru and Pearson and had received outlines of the skills units relating to RVE, namely Faiths and Beliefs in the Community, Values for Life, and Ethical Choices. Following review, WASACRE provided feedback and offered examples for inclusion, along with suggested reading materials for consideration. Action: WASACRE agreed to email the other awarding bodies to offer its support and feedback. • Webinar: Teachers’ Voice Survey Report (RVE)-It was noted that a webinar on the Teachers’ Voice Survey Report (RVE), organised by CGM, would take place on 25 March 2026, from 16:00 to 17:15. A registration link had been made available as follows: https://forms.office.com/e/km9Pmy3HHP • ESTYN Annual report – Humanities-Where practice was strongest, schools prioritised Humanities and allocated sufficient teaching time, enabling collaborative curriculum design, purposeful professional learning and clear leadership. In these cases, teachers supported pupils well to make connections across disciplines. They planned for meaningful progression in knowledge, understanding and skills. Strong practice included rich learning experiences that nurtured curiosity, identity, and a sense of cynefin. However, in too many cases, provision lacked coherence, balance or depth. Weaknesses included insufficient attention to progression, underdeveloped disciplinary skills, superficial treatment of content, and inequitable focus across subjects. Religion, values and ethics (RVE) and geography were particularly underrepresented. A lack of subject-specific professional learning limited staff development. In addition, a lack of appropriately specialist staff and insufficient access to enriching opportunities impact negatively on pupils’ experiences. These findings highlight the need for a stronger strategic focus on teaching, planning and equity across the Humanities AoLE.
• The RVE resource list had been sent to all Humanities leaders this week. • Enid Brophy, the Headteacher of Ysgol Padarn Sant was due to retire at the end of this academic year, therefore a new Headteacher for St Padarn Catholic School by September 2026 would be sought. • Mrs Rhianydd James had started attending the termly meetings of the National Advisory Panel for Religion, Values and Ethics (NAPfRVE) led by Phil Lord from Wrexham LA. Interesting conversations and good resources that could be shared with Ceredigion schools. E.g. a letter to parents (currently awaiting confirmation from WG) which aims to manage parents' concerns about RVE • Religious Studies – Wave 1 – in place since September 2025 • VCSE and Skills Suite – Wave 3 – to be in place by September 2027 • WASACRE- Next meeting – 19/3/26 @10.00 am over Zoom- It was reported that the Mrs Rhiannydd James stated that unfortunately, she was not available to attend the meeting so representation from the SACRE Committee was kindly requested to attend this time and to provide an overview of the content of the meeting at the next SACRE meeting. Mrs Anne Uruska agreed to attend and report back accordingly to the meeting.
Schools to share good RVE practice as previously agreed by Committee. A presentation from Rev Gareth Ioan on the work of the Union of Welsh Independents to include their work with young people. It was also agreed that other denominations would also be invited to attend future meetings to share their work to possibly support local schools and Religious Education provision.
