RESOLVED to grant Councillor Elizabeth Evans dispensation to speak at the Ceredigion County Council Overview and Scrutiny Committees, Cabinet and the Dyffryn Arth Community Council, and to speak and vote at the Ceredigion Council meeting on the grounds of category (d) the nature of the member’s interest is such that the member’s participation in the business to which the interest relates would not damage public confidence in the conduct of the relevant authority’s business. The dispensation was granted for a period of 12 months.

(1) Councillor Elizabeth Evans An application for dispensation dated 26 January 2026 was received from Councillor Elizabeth Evans for matters relating to the financing of community swimming pools. Councillor Elizabeth Evans noted that she did not have a prejudicial interest, however she does attend Aberaeron Community Swimming Pool committee meetings. She had originally been placed on the Aberaeron Community Swimming Pool Committee in 2008 as a Ceredigion County Council representative however this role had now ceased. Councillor Elizabeth Evans noted that she is not a Member of the Healthier Communities Overview and Scrutiny Committee or Cabinet, therefore her request was to speak only as she did not have a vote. However, any proposal put forward relating to the county’s pools as part of the overall budget process would form part of the budget papers which goes before the full Council, where she would have a vote. She also noted that she currently withdraws from the Dyffryn Arth Community Council Meetings where matters relating to the financing of community swimming pools are discussed and was requesting dispensation to speak at these meetings also. She noted that she did not believe it to be appropriate to vote at the Community Council meetings, as grant funding is allocated by Ceredigion County Council. Councillor Elizabeth Evans withdrew from the meeting for the duration of the discussion. It was RESOLVED to grant Councillor Elizabeth Evans dispensation to speak at the Ceredigion County Council Overview and Scrutiny Committees, Cabinet and the Dyffryn Arth Community Council, and to speak and vote at the Ceredigion Council meeting on the grounds of category (d) the nature of the member’s interest is such that the member’s participation in the business to which the interest relates would not damage public confidence in the conduct of the relevant authority’s business.
