It was RESOLVED to confirm as a true record the Minutes of the Meeting held on the 08 July 2026 Matters arising None.
Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee: A250895 Erection of TAN 6 dwelling and associated shed and yard, Land Adj. To Penrhiwdulais Brongest, Beulah, Newcastle Emlyn To DEFER determination of the application in accordance with point 2.3 of the Development Management Committee Operational Procedures for the following reasons:- • Members considered that the proposal was consistent with the objectives of TAN 6 and met the accepted criteria within paragraph 4.3.2, which supports service uses, including agricultural contracting businesses. • Members noted that the application had satisfied the majority of the assessment tests outlined by Officers and was considered compatible with the built form and character of the locality. • It was recognised that the applicant had outgrown the existing site and required additional land to avoid constraining one or both businesses. • The proposed expansion site already benefitted from planning consent and was located adjacent to land currently used by the business, making it a suitable location for further development. • Members considered that there would be economic benefits arising from enabling both businesses to continue operating effectively within the local area. • The proposal would support the ongoing operational needs and future viability of the businesses. • Members were satisfied that the proposed dwelling would not have a direct adverse impact on the landscape. • The road to Betws Ifan already accommodates a mix of residential properties, agricultural buildings and commercial enterprises; therefore, the proposal was considered in keeping with the existing pattern of development. • Members noted that the existing business base at Gobaith was constrained by limited space, reinforcing the need for expansion. • It was further suggested that paragraph 5.6.3 of TAN 6 should be given due consideration, as Members considered it provided sufficient flexibility and justification to support approval. Members requested that any additional planning reasons supporting approval be submitted to Officers by email as soon as possible for consideration. __________________________________________________________________

Members were of the opinion that the application could be approved for the following reasons:- • The application was considered to satisfy the requirements of paragraph 4.3.1 of TAN 6, with a functional need for the dwelling had been demonstrated. • Members were satisfied that the financial evidence submitted over a three-year period met the requirements of criteria (d) and (e). • Members were of the view that the dwelling would remain under appropriate family control and would not undermine the justification for the development. • Members concluded that the proposal complied with Policies SO1 and SO4 and the relevant requirements of TAN 6. __________________________________________________________________ A260213 Demolition of the existing vacant shop and the erection of 2 semi-detached dwellings with landscaping and ancillary works, Siop yr Hendre, Waunfawr Road, Waunfawr, Aberystwyth To APPROVE the application subject to conditions and subject to a Section 106 obligation. __________________________________________________________________ Mrs Gwennan Jenkins (Agent) & Mrs Hatcher (Applicant) addressed the Committee in accordance with the Operational procedure for Members of the Public addressing the Development Control Committee A260249 Residential Development, Land adj. It was further agreed that the affordable housing units be constructed in accordance with a suitable phasing scheme. Members were of the opinion that the application could be approved for the following reasons:- • It was noted that the proposal was acceptable in principle as it was located within the settlement boundary. • It was highlighted that 50% of the dwellings would be affordable housing, greater than the 20% required • It was noted that the development would provide a £6,000 contribution towards the village park, which was welcomed. • The site was described as being served by a bus route and was a sustainable location. • It was acknowledged that phosphates remained a material planning consideration which did not impact this development, therefore it should be supported as could be built whereas other areas of the Teifi remain constrained. __________________________________________________________________ A260350 The proposed development consists of a new build detached block of flats, four storeys in height, containing 16 no flats (including 4 no. mobility compliant flats at GF level) with associated car parking and communal amenity spaces, Brynderw, Stanley Road, Aberystwyth To APPROVE the application subject to conditions and subject to a Section 106 obligation. _________________________________________________________________ A260431 Proposed construction of a single-storey extension, to provide an accessible bedroom and shower room for a disabled child, TEMPLE PAN, Felinfach, Lampeter To APPROVE the application subject to conditions. _________________________________________________________________
