Councillor Hugh Hughes apologised for his inability to attend the meeting.

Councillor Maldwyn Lewis declared a personal and prejudicial interest in Application A250948 and A250895. Councillor Carl Worrall declared a personal and prejudicial interest in Application A250746 and the meeting was chaired by the vice-chair, Councillor Ifan Davies for that item. Mrs Catrin Newbold – Service Manager, Development Management declared a personal and prejudicial interest in A260006 Mrs Lisa Evans, Solicitor declared a personal and prejudicial interest in Application A250746.

Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee: A250948 Proposed Open Market Dwelling, Land Adj To Gwelfro Bryn Road, Aberaeron To APPROVE the application subject to the completion of a Section 106 Agreement to secure a 10% commuted sum towards the provision of affordable housing, and subject to conditions (to include the requirement to complete the proposed highway improvements prior to the first occupation of the dwelling). Members were of the opinion that the application could be approved for the following reasons:- • the proposal was of a high quality in terms of design and siting, and was in keeping with the local character of the area • whilst it was acknowledged that the site lay outside the defined settlement boundaries of Aberaeron as set out in the adopted Local Development Plan, Members were of the view that the site functionally formed part of Aberaeron. • that the design of the proposal was sympathetic to the surrounding environment and landscape • that the planning gains and highways benefits arising from the proposal should be given significant weight and were considered to outweigh the officer’s recommendation. __________________________________________________________________ A260006 A residential development in outline with all matters being reserved, Land to the East of Tanrallt Farm, Llanilar To REFUSE the application as being contrary to policies S01, S03 and S05 of the LDP together with the placemaking objectives of Future Wales and PPW and as contrary to policy DM06. __________________________________________________________________

Caravans from Wern Mill Caravan Park, and 30no. Caravans from The Village Holiday Park, to allow for 47no. Pitches at Ocean Heights Holiday Parks, Ocean Heights caravan Park, Maenygroes, New Quay To REFER the application to the Site Inspection Panel in accordance with Point 1, 2,4,5 & 7 of the Council’s adopted criteria. __________________________________________________________________ A250895 Erection of TAN 6 dwelling and associated shed and yard, Land Adj.
