RESOLVED to approve the Annual Governance Statement 2025-26.
Councillor Matthew Vaux, Cabinet Member for Partnerships, Housing, Legal and Governance and Public Protection presented the report to Council, outlining the statutory requirement to review, document and publish an Annual Governance Statement. He noted that the report had been presented to the Governance and Audit Committee during the meeting held earlier that day, and had recommended it for approval by Council. Following a vote, the Council RESOLVED to approve the Annual Governance Statement 2025-26.
Councillor Gareth Davies, Cabinet Member for Finance and Procurement gave an introduction to the Ceredigion County Council Statement of Accounts and the Ceredigion Harbour Authority Annual Return noting that they had been prepared in accordance with the requirements of the Accounts and Audit (Wales) Regulations 2013. He noted that the Draft Accounts had been issued to Audit Wales on 30 June 2026, and that the outturn position showed an underspend of £278k, which would be transferred to the general balances. He noted that the level of the General Balances was £7.3m, equating to 3.3% of the 2026-27 budget which is within the Council’s targeted range of 3% and 5%, and that the level of Earmarked Reserves had increased at year-end to £44.4m. He noted that the Council’s balance sheet was strong and robust and that it was reassuring that the Auditor General’s intention was to issue an unqualified audit report on the Accounts. He congratulated the Finance team and all services on receiving one of the best Audit Reports to date. Councillor Bryan Davies, Leader of the Council reiterated the appreciation.
Lucy Evans, Audit Manager, Audit Wales presented the Audit of Accounts Report to Council noting it was a really positive report and that it was their intention to present the report to the Auditor General on the following day for her to give an unqualified audit opinion on the year’s account. She noted that there were no significant matters, that the recommendations from the previous year had been addressed and that there was nothing in the report that gave any cause for concern. She noted that the key message was that this was a positive audit of accounts, supported by high-quality working papers, that the information had been provided on time, and that there was a very constructive working relationship with officers.
Mr Alan Davies, Chair of the Governance and Audit Committee presented feedback from the Committee held earlier that day. He noted that the committee had been pleased to receive a significant number of positive external reports which demonstrated that internal processes were developing well, and that the matters raise in previous years had been entirely addressed. He noted that the report of Audit Wales was a credit to all especially as they were presented 2 months prior to the previous year. A Member of the Governance and Audit Committee commented that there was no mention of capital expenditure financing for Local Authority Care homes, calling upon the Welsh Government to provide match-funding for such schemes. The Executive CLO: Finance & Procurement confirmed that whilst there had been WG grant funding available for the development of in-county Childrens’ Accommodation, there wasn’t a dedicated funding stream available for Older Person’s Care Homes like there was for Schools infrastructure. Councillor Bryan Davies, Leader of the Council thanked the Governance and Audit Committee for their excellent work scrutinising audit reports.

RESOLVED to renew the respective PSPO for Aberystwyth, Lampeter and Cardigan for a further three years.
Councillor Matthew Vaux, Cabinet Member for Partnerships, Housing, Legal and Governance and Public Protection presented the report to Council, noting that Council was asked to consider the future of the Public Spaces Protection Orders for Aberystwyth, Cardigan and Lampeter, which are due to expire on 19 October 2026. The report set out the available evidence, stakeholder and partner views, the options for renewal or expiry, and Cabinet’s recommendation that the Orders be renewed for a further three-year period. It was noted that the consultees’ responses showed strong support from the three Town Councils and seven local County Councillors for renewing the PSPOs, but little supporting evidence was provided. Dyfed-Powys Police data identified only seven street-drinking-related incidents in the previous 12 months, and both the Police and the Office of the Police and Crime Commissioner were of the view that there was insufficient evidence to demonstrate that renewal remained necessary and proportionate. The Monitoring Officer advised Members that Council must be satisfied, on reasonable grounds and by reference to the available evidence, that the relevant activities have had, or are likely to have, a detrimental effect on the quality of life of those in the locality; that the effect is, or is likely to be, persistent or continuing in nature; that the activities are, or are likely to be, unreasonable; and that the restrictions are justified, necessary and proportionate, and that any decision should be evidence-based, rational, properly recorded and capable of withstanding scrutiny or potential legal challenge. Members noted that giving the Police and PCSOs practical powers to intervene early, asking individuals to stop drinking or dispose of alcohol may have deterred alcohol-related nuisances, disorder and intimidating behaviour and prevented escalation, action which may not have been recorded. Members also felt, that although there was no data relating to incidents prior to the initial introduction of the PSPOs, local knowledge and experience told them that there had been a significant improvement as a result of these orders. Councillor Catrin M S Davies also noted that the legislation required them to consider if it was ‘likely’ to have a detrimental effect, noting that it was her opinion that removing the orders would lead to a high possibility that the situation would deteriorate, and as such this justified continuing the PSPOs. Following discussion and a vote, it was unanimously RESOLVED to renew the respective PSPO for Aberystwyth, Lampeter and Cardigan for a further three years.

RESOLVED: 1. that the current Borth Public Space Protection Order be discontinued upon its expiry on 19 October 2026; and 2. that a comprehensive, and timely consultation be undertaken thereafter to assess any future proposals against the requirements of the Equality Act 2010.
Councillor Matthew Vaux, Cabinet Member for Partnerships, Housing, Legal and Governance and Public Protection presented the report to Council, noting that the current Public Spaces Protection Order relating to dog control on Borth Beach was due to expire on 19 October 2026. He explained that the Order restricted dogs from the designated section of the beach between 1 May and 30 September each year, and that concerns had been raised regarding whether the current exemptions were sufficient to meet the requirements of the Equality Act 2010. Members were advised that, as a full statutory consultation had not yet been undertaken, Cabinet had recommended that the current Order be discontinued on expiry and that a comprehensive consultation be carried out before any future proposals were considered. Members welcomed the proposal to review the dog control arrangements and emphasised the need for this to be undertaken in a comprehensive and timely manner, given the seasonal pressures on the beach and concerns around public safety, particularly for children. Assurance was sought that consultation would begin promptly, that the matter would return through the democratic process before the next summer season and Full Council decision, and that consideration be given to avoiding any gap in protection while the review is completed. Following discussion it was unanimously RESOLVED: 1. that the current Borth Public Space Protection Order be discontinued upon its expiry on 19 October 2026; and 2. that a comprehensive, and timely consultation be undertaken thereafter to assess any future proposals against the requirements of the Equality Act 2010.

Councillor Bryan Davies, Leader of the Council and Cabinet Member for Democratic Services, Policy, Performance and People and Organisation presented the report to Council outlining the proposal to amalgamate the Licensing Committee (statutory) and the Licensing Committee – Taxis and Other Matters (non-statutory) into a single Licensing Committee. It was noted that the proposal would formalise the existing operational arrangements, as both committees currently had identical membership and support arrangements, whilst reducing duplication in agenda preparation, minutes and administration. Members noted that the proposed arrangement would simplify and clarify the Council’s licensing governance arrangements and maintain compliance with the relevant statutory requirements. Councillor Elizabeth Evans, Chair of the Democratic Services Committee and Councillor Gwyn James, Chair of the Licencing Committee noted that the proposal had been considered by both committees and recommended for approval by Council. Following discussion and a vote it was unanimously RESOLVED to: • Approve the amalgamation of the Licensing Committee and the Licensing Committee – Taxis and Other Matters into a single Licensing Committee, with responsibility for all licensing functions delegated to the Licensing Committee under Part 3 of the Council’s Constitution; and • That the Monitoring Officer be authorised to make any consequential amendments to the Council’s Constitution and administrative arrangements necessary to implement the decision.

it was resolved: 1. To accept the Motion dated 9 September 2026 (as published: pages 207-208), subject to 2. The Group Leaders first reviewing and strengthening the wording of the Motion.
Proposer: Councillor Rhodri Evans Seconder: Councillor Gwyn Wigley Evans Background “Ceredigion County Council calls on the Welsh Government to review and rescind the proposals of the Boundaries and Democracy Commission Wales. regarding changes to the boundaries of Town and Community Councils in Ceredigion. Set out below are some of the reasons underpinning our motion: We wish to write to Welsh Government and to the Minister with responsibility for Local Government to express our strong opposition to the proposed changes to town and community council boundaries in Ceredigion, including the merger of a number of existing community councils. During the previous Senedd term, the Democracy and Boundary Commission Cymru prepared recommendations to review the boundaries of town and community councils in Ceredigion. During the consultation process, 236 comprehensive responses were submitted by town and community councils, organisations and individuals, amounting to approximately 470 pages. Of all those responses, only one supported the recommendations; all the others opposed them. Despite this clear evidence of local opposition, the Commission decided to maintain its recommendations, proposing changes to the boundaries of 50 of the 51 town and community councils in Ceredigion, with some councils being merged entirely. This creates the impression that the views of local communities have been disregarded. We urge the Welsh Government to reconsider and withdraw this proposal in a respectful manner and to explore alternatives that will preserve the integrity and unique identity of our community councils. Any reform should strengthen local democracy; not distance it from the people it is intended to serve.” Councillor Rhodri Evans presented the above motion to Council, highlighting the dissatisfaction expressed by communities in relation to the proposed changes. He stated that community views appeared to have been disregarded and questioned the rationale for altering arrangements which were already operating effectively. He also questioned why the draft restructuring proposals by the Democracy and Boundary Commission Cymru had not been brought back to Council for consideration before being submitted to, and subsequently approved by, the Welsh Government. It was explained that, had the review been undertaken in-house, the report would have been brought back to Council for approval. However, the Democracy and Boundary Commission Cymru Terms of Reference for the review which was presented to Council and approved by Council, did not include such a requirement. Councillor Elizabeth Evans noted that, during a Members’ workshop, reassurance had been provided by Democracy and Boundary Commission Cymru that the matter would be brought before Council prior to final implementation. Councillor Gwyn Wigley Evans noted that the scale of reorganisation in other authorities had been minimal by comparison and he considered that changing 50 of the 51 community councils and reducing councillor numbers by 180 was excessive. He raised concerns that the proposals could weaken local identity and representation, increase pressure on volunteers, and create practical and financial uncertainty around assets, staffing, legal responsibilities and precepts, while undermining local knowledge, culture and community activity. He also noted that the Council Size Policy approved by Council had established a minimum figure of 800 as a sustainable size for community councils within the area. However, the proposed reorganisation would merge Llanrhystud, which already met that threshold, with Llanfarian and other surrounding areas, increasing the total population size to over 2,000. He therefore questioned the need to merge Llanrhystud, given that it already satisfied the agreed criteria. Councillor Eryl Evans noted that the two community councils within her ward were due to be merged with a neighbouring County Council ward, however the community campaigned for this to be reconsidered, and it was agreed that Llangybi ward would remain separate, whilst merging their existing Community Councils areas, and that by supporting the Motion, she risked that decision being reversed. Councillor Catrin M S Davies reiterated Councillor Eryl Evans’ comments noting that the same thing had happened in her ward. Three community councils were also due to be merged within the ward, and as a result of a lettering campaign, it had been agreed that Ceulanmaesmawr would remain a separate Community Council. Councillor Bryan Davies, Leader of the Council, indicated that he was supportive in principle of the aims of the Members bringing forward the motion. However, he considered that the wording, as drafted, may be viewed as too weak by the Minister. He therefore proposed that the wording of the motion be revised by the Group Leaders. Councillor Rhodri Evans proposed a recorded vote. This was seconded by Councillor Marc Davies and agreed unanimously. A Recorded Vote was taken, as agreed and in accordance with Rule 14.5 of the Council Procedure Rules contained in the Council’s Constitution. For: Shelley Childs, Bryan Davies, Catrin M S Davies, Clive Davies, Euros Davies, Gareth Davies, Gethin Davies, Ifan Davies, Marc Davies, Meirion Davies, Rhodri Davies, Amanda Edwards, Endaf Edwards, Elizabeth Evans, Eryl Evans, Gwyn Wigley Evans, Keith Evans, Raymond Evans, Rhodri Evans, Wyn Evans, Keith Henson, Hugh Hughes, Chris James, Gwyn James, Gareth Lewis, Maldwyn Lewis, Gareth Lloyd, Sian Maehrlein, Ann Bowen Morgan, Mark Strong, Wyn Thomas, Matthew Vaux, John Roberts. (33) Against: None (0) Abstain: Alun Williams (1) Following discussion, it was resolved: 1. To accept the Motion dated 9 September 2026 (as published: pages 207-208), subject to 2. The Group Leaders first reviewing and strengthening the wording of the Motion.
Councillor Alun Williams, Cabinet Member for Through Age Wellbeing presented the report to Council outlining the statutory requirements to produce an Annual Report of the Statutory Director of Social Services. He noted that the report set out the activity, achievements and challenges of social care services during 2025-26, highlighting the continued focus on supporting people’s wellbeing, promoting independence and responding to increasing demand and complexity across services. He noted that the work of social services accounted for a third of the Council’s budget and that there had been lots of positive changes during the past year. Audrey Somerton Edwards noted that the report reflected the hard work of everyone involved in delivering social services, underpinned by corporate support and contributions from other departments and Members. Councillor Amanda Edwards, Chair of the Overview and Scrutiny Healthier Communities Committee, noted that the report had been presented to the Committee and that officers had met with Members to explain the requirements in a clear and understandable manner. The Council NOTED the content of the report.
Councillor Matthew Vaux, Cabinet Member for Partnerships, Housing, Legal and Governance and Public Protection presented the report to Council, noting that the Chair of the Ethics and Standards Committee had apologised that she was unable to attend this meeting. He noted that the report outlined the work of the Committee, and that it would be published on the Council’s website. The Council NOTED the content of the report.
