It was agreed that this would be placed as an item on the next agenda to discuss options available to the Committee to assist with this issue.
Mrs Llinos James and Mr Alan Davies apologised for their inability to attend the meeting. Councillor Caryl Roberts and Elen Page had attended the meeting, but due to the requirements of the Quorum of the committee that at least half the members present (including the Chairperson) were Independent Members, both agreed to leave the meeting accordingly as four Councillors were in attendance. Concerns were raised by Councillor Gwyn Wigley Evans that there would be issues again with the quorum as the last meeting was postponed due to this issue. However, it was noted that this had never happened previously and that the independent members that had apologised for not attending the meeting had valid reasons.
The Chair thanked Carol Edwards for her work during her time on the Committee and wished her well for the future.

It was RESOLVED to confirm as a true record of the minutes of the meeting held on 15 July 2025.
The Chairman welcomed the Group Leaders to the meeting. The discussion commenced with Councillor Bryan Davies, Leader of the Council and Plaid stating the role of being an elected member had become increasing challenging, especially with the constant criticism on social media and in the local press. Group meetings were held formally and informally in a social context. He reported that due to several FOI requests being submitted in recent months on his role, he had remined all his members to be prudent in relation to the content to their email and on forums such as WhatsApp, as this information would be included in the response. He stated that he also held meetings individually with his members in person which gave them an opportunity to be more open regarding any of their concerns. He reported that the Monitoring Officer would send information on cases from the Ombudsman that he would share with his group and he would also remind them to complete any training online. He stated that he encouraged his group to receive the appropriate members allowance which had been proposed for a 6.4% increase as it was warranted for all their excellent work and their commitment to community work and social events in the Ward. He stated that due to the negatively of the role as a Councillor, he had concerns on the number of candidates in the May 2027 elections. Unfortunately, confidential Members workshops had been currently postponed due to content being leaked in the local press. Councillor Elizabeth Evans, Leader of the Liberal Democrats Group reported that she held meetings with her group prior to Full Council and weekly meetings to discuss issues such as content of ombudsman reports and any issues of concern. All Group Leaders were informed by the Corporate Manager- Democratic Services of Members behind with their training or any training that was required to be undertaken. He stated that the Group meetings with Monitoring Officer were useful as it was an opportunity for all three of them to have an honest discussion regarding issues of concern. She also stated that members of the public were far more aggressive in recent years and provided an example of email that a new Member of a group had received in which she had assisted with a response and had a good outcome. It was noted that members of the public were far more civilised in person rather than on email or social media. Issues had arisen regarding Council employees not knowing new Members and she had advised her members to carry lanyards as a form of identity. Councillor Rhodri Evans, Leader of the Independent Group also stated that the Group Leaders meeting with the Monitoring Officer was beneficial together with the reports from the Ombudsman. He also reported that he held meetings in person with his group members and had arranged that they would all meet to complete online training as several Members had not completed the compulsory training. He also raised concerns that due to the increase in financial pressures and mental health issues his workload had increased due to daily phone calls and emails requesting assistance in various issues from the public. This also had an impact on the wellbeing of Councillors in general. He stated that his group members got along well. The Leader of the Council also stated that he wished to note that several members of his group were now not attending Town and Community Council meetings due to the conduct of their members towards them. He had informed them to provide a written report to the Clerk to present at the meeting. He stated he that this was very disappointing as all Councillors should be respectful and adhere to the code of conduct. The Chair thanked the Leaders for attending the meeting.
