It was RESOLVED to confirm as a true record the Minutes of the Meeting held on the 11 February 2026. Matters arising Minute 8 – It was reported that the Task & Finish Group would be arranged in April to consider the new procedure outlined.
Consideration was given to the Report of the Corporate Lead Officer – Economy and Regeneration on the following planning applications which had been considered at a previous meeting and which required further consideration by the Committee: - A240740 Proposed residential development of 5 new dwellings, comprising two affordable homes and three speculative bungalows and all associated works, Land East of Genau'r Glyn,Beulah To APPROVE the application subject to conditions (to include a condition which would secure the provision of a pedestrian footway across the frontage of the application site) and subject to a S.106 legal agreement which would secure the affordable homes, phasing arrangement and open space provision.. Members were of the opinion that the application could be approved against Officer’s recommendation for the following reasons:- • Several of the original reasons for refusal had now been addressed. • The proposal did not extend into new open countryside and was considered to relate to existing development. • The scheme now included open space and play areas within the development. • Officers confirmed they were satisfied that safe access and connectivity had been provided through the amended plans. • The development proposes a higher proportion of affordable housing than was typical in private developments. • Members highlighted the importance of the mix and type of housing, allowing local people to move between different housing types as their needs change (for example moving from affordable housing to market housing). • The proposal was seen as helping local people access housing within their own community. • Members noted that local businesses were growing, creating further demand for housing in the area. • The comments raised during consultation had been considered and reflected in changes to the plans. • It was emphasised that clear planning conditions should ensure affordable housing was delivered early in the development, rather than being delayed until the end of the project. • Members referred to wider housing pressures, noting that Ceredigion has been commended for delivering around 30% affordable housing annually, there were still approximately 1,000 people on the housing waiting list, demonstrating the ongoing need for affordable homes __________________________________________________________________ A250164 Erection of Rural Enterprise Dwelling, Land Adj. Faerdre Fach Prengwyn, Llandysul To note that the application had been WITHDRAWN by the applicant.. __________________________________________________________________ A250325 Residential Development, Land adj. to Maes yr Haf, Beulah Road, Beulah To DEFER the application to allow for the submission of a revised site plan which is to include the provision of a pedestrian footway across the frontage of the application site and an enhanced area of open space, with the Corporate Lead Officer – Economy & Regeneration then being authorised to approve the application subject to conditions and subject to a Section 106 legal agreement which would secure the affordable homes, phasing arrangement and open space provision.
