The Chair reminded Members of the purpose of scrutiny, namely to question and challenge information presented and to make recommendations to Cabinet as appropriate. She emphasised that presentations should be concise, focused, and relevant, to enable Members to effectively scrutinise the matters under consideration. The Chair further advised that the most effective scrutiny was generally achieved through two to three targeted questions on each specific issue.

The Chair welcomed to the meeting Mrs Bethan James, School Servies Manager, Dyfed Powys Police along with Mr Dafydd Llywelyn, Police and Crime Commissioner for Dyfed-Powys. Members had requested that both attend the meeting to provide an update on the work undertaken within schools across Ceredigion, with the purpose of raising awareness of the service. Mrs James provided Members with a power point presentation with the following information :- • The Vision • Service Delivery & Approach • Impact in Schools • Long Term Impact • School Services • The Future • Looking Ahead 2026-2027 It was reported that the role of School Service Manage was coordinated by the Commissioner’s office and covered a wide area which had developed over several years through investment and strong partnership working between the Police and schools. Funding arrangements were outlined, including contributions to the roles within the schools from the Police and Crime Commissioner and local taxpayers via the precept. Members noted that the service formed part of a broader provision involving Dyfed-Powys Police, including the assessment and commissioning of services, and that the role had become increasingly important in addressing current challenges within the education sector. Reference was made to the close working relationship with the Youth Service, ensuring a coordinated and complementary approach across both statutory and non statutory provision. The Committee was informed of the School Police Officer role, which operated in addition to core policing duties. This role focused on early intervention, engagement and preventative work with children and young people. It was highlighted that this approach differed from traditional justice processes, emphasising restorative practices, conflict resolution and problem-solving through discussion rather than escalation. Members acknowledged the importance of partnership working between schools, the Police, the Local Authority and third sector organisations, noting that information sharing and communication were key to safeguarding children and young people. It was reported that early intervention work was particularly important at primary school level to identify and support young people at risk, thereby preventing escalation into more serious incidents or involvement in the criminal justice system. Discussion also covered funding pressures and sustainability. It was noted that Welsh Government funding for elements of the provision had reduced in recent years, with the service now largely supported through local funding streams. Despite this, there was strong support for maintaining investment in preventative services. Members welcomed the positive impact of the service in supporting headteachers, school staff and families, particularly in managing behaviour, attendance and preventing exclusion from education and the justice system. The Committee recognised the value of restorative approaches and early intervention in reducing youth offending and improving outcomes for young people across the county. Members expressed their appreciation for the collaborative work undertaken by all partners involved and emphasised the importance of continuing to strengthen multi agency working to ensure the safety and wellbeing of children and young people in Ceredigion. It was AGREED that the update be noted and that continued support be given to the ongoing partnership work and preventative services within schools.

Consideration was given to the School Services Health and Safety Policy. The Committee was advised that the current Health and Safety Policy had not been updated since 2014. As a result, the policy content, associated guidance, and the annual audit undertaken by schools required revision to reflect changes in legislation and procedures, particularly those arising since the pandemic period. It was noted that all relevant departments had contributed to the review, and that the revised policy reflected current statutory requirements and legislation. Members were given the opportunity to ask questions, and the following key points were highlighted: • It was confirmed that lockdown procedures were tailored to individual schools, with responsibility resting with the Headteacher. • It was confirmed that a risk assessment was required for all off-site school visits, and that all staff involved were required to review the completed assessment. • Members were advised that all visitors and volunteers must be supervised at all times, must not be left alone with children, and were required to hold a separate DBS check for each school / club / organisation. • It was noted that a portable (“passport”) DBS check was available, which individuals could apply for at a cost of £16 per year. Following discussion, Members AGREED that they had considered the content of the report and recommended that Cabinet approve the Policy.
It was agreed to note the minutes of the Youth Council as presented.

Consideration was given to the feedback of the previous Chair, Councillor Chris James following the Workstream visit to Lletwtytwppa farm. He reported that an open day was held on Friday, 06 March 2026, providing an opportunity for members of the three workstreams to visit the farm and to experience what would be on offer from September 2026 onwards. The Workstream members had welcomed this opportunity and were pleased with the developments to date. He reported that it was encouraging to see many visitors at the farm, including young people who had made the effort to attend, some travelling a relatively long distance. It was also an excellent opportunity to see what courses Dysgu Bro / Adult Community Learning were offering and delivering in Ceredigion. Members were informed by the Executive Corporate Lead Officer, School- Lifelong Learning and Culture that discussions were ongoing to ensure a suitable location for delivery of the courses, including the use of appropriate learning and classroom spaces. The provision of the courses was intended to be extended to post 16 learners and adult learners across the county. It was reported that a range of additional practical and vocational courses were being explored, including agricultural and land-based skills such as first aid on farms, livestock care, blacksmithing, and welding, with some courses proposed to run in the evenings over a six week period. Strong working relationships were being developed with local schools, particularly to support progression pathways. Members noted that the provision would support the development of agricultural skills locally, with input from training providers and stakeholders within the sector. An update was requested for the Autumn, including details on learner registrations, programme development, and progress over the summer period. It was agreed that a report would be at the November meeting Officers advised that engagement visits had taken place with Year 9 and Year 10 pupils with more arranged following half term, in order to build relationships with schools and raise awareness of the provision. It was noted that early discussions were taking place with primary and secondary schools, and that partnership working would be key to the success of the programme. Members emphasised the importance of investing in such initiatives despite financial pressures, highlighting the long-term benefits to communities. The Committee discussed potential site developments, including possible adaptations to existing accommodation. It was reported that initial work had been undertaken with the Estates Team regarding required improvements to buildings, including utilities and infrastructure, to ensure suitability for delivery. Longer-term planning for the site was also noted. In relation to course delivery, Members were advised that apprenticeship pathways were being developed. Learners would typically begin at Level 2 before progressing to Level 3, with requirements including work experience. It was proposed that learners would spend part of the week on site and part with employers to gain practical experience. Members were further informed that opportunities to deliver provision through the medium of Welsh were being prioritised, with a significant proportion of learners able to access training bilingually. Confidence was expressed in the ability to deliver the programme successfully. It was AGREED to note the current position.
