Consideration was given to the report on Wellbeing Centre, Cardigan following the Committee’s site visit to Cardigan Memorial Pool / Fairfield Car Park site and Teifi Leisure Centre on 24 October 2024. Members were provided with the opportunity to ask questions which were answered by Officers and Councillor Catrin M S Davies. The main points raised were as follows: · Members were grateful for the opportunity to visit the Cardigan Memorial Pool & Hall / Fairfield Car Park and Teifi Leisure Centre and thanked Officers for their time. · Accessibility was a key factor when considering what was classed as town centre. It was noted that no public transport services served Teifi Leisure Centre directly and access was slightly more challenging. Many Members felt that the Cardigan Memorial Pool & Hall / Fairfield Car Park site was in the town centre and that they should embrace the opportunities presented to the area. · It was noted that if the Cardigan Memorial Pool & Hall/ Fairfield Car Park site was approved as the preferred site, careful planning and collaboration would be required to facilitate the work due to the proximity of the school, the use of the car park during school drop off/ pick up and the annual fair. · Concerns were raised regarding the possible loss of 60 car parking spaces at Fairfield Car Park as it caused issues with the school drop off/ pick up times at present and offered accessible parking; it was noted that this figure was based on the original plans with a maximum floor space of 3002m and would form part of the wider considerations. · Although there was no funding available at present, a political mandate would reflect the Council’s commitment to develop a Wellbeing Centre in Cardigan when opportunities presented themselves. · There would be opportunities later in the process to decide what facilities would be offered in the Wellbeing Centre. The focus would be on providing health and well-being support to families in need. · It was noted that the local authority had no involvement in the running of Cardigan Memorial Pool & Hall in the past. Once the facility was transferred to the Council’s ownership on 1 October 2024, they had no intention of re-opening it due to ongoing financial pressures, however, they welcomed a viable business case from the community. It was AGREED to recommend the following to Cabinet: 1. That the Cardigan Memorial Pool/ Fairfield Car Park site was the preferred site for the Wellbeing Centre development, based on option B in the feasibility study; subject to reducing the footprint so as not to lose so many car spaces. 2. That a new build development is the preferred option on the Cardigan Memorial Pool/ Fairfield Car Park site.
