Performance Scrutiny Committee - Partnerships

At its meeting on 7 January 2026, the Performance Scrutiny Committee - Partnerships considered two updates: progress on the Gwent regional strategy on violence against women, domestic abuse and sexual violence (VAWDASV) in Newport, and the Safer Newport Community Safety Partnership mid-year report for 2025/26. The Committee asked for better reporting on data sharing and training, and for Members to be told about public surveys. It also noted that the 18 February 2026 meeting had been cancelled, and that the next meeting will be on 11 March 2026.

Performance Scrutiny Committee - Place and Corporate

The Performance Scrutiny Committee - Place and Corporate considered the 2025/26 mid-year reviews of four Place service areas: Infrastructure, Housing and Communities, Regeneration and Economic Development, and Environment and Public Protection. It made requests and recommendations to officers on topics including parking near schools, notice of roadworks, rough sleeping, bin replacement and staff check-in meetings.

The Committee considered mid-year progress reports for 2025-26 from Children's Services, Adult Services, and Prevention and Inclusion. It asked for more information on budget monitoring, overspends and how adapted social housing is allocated, and it congratulated Children's Services on an award. It made comments and recommendations on staff check-in targets, Community Asset Transfers, complaints reporting, Customer Services staffing and Finance headcount figures.

Performance Scrutiny Committee - Partnerships

The Committee considered the 2024/25 annual report of Newport Norse, the joint venture between Newport City Council and the Norse Group that manages property and facilities services for the council. The report shows turnover of £29.9m and a surplus of £1.4m, and the Committee asked for future reports to include more detail on the workforce, asset management and public awareness.

The committee considered an update on the Customer Contact Improvement Project, which aims to make it easier for residents to contact the council. Members made several recommendations and comments, including asking Cabinet, the council's senior councillors who take most decisions, to keep providing financial support for the project.

On 29 October 2025 the Performance Scrutiny Committee - Partnerships considered the One Newport Local Action Plan end of year summary for 2024-25 and the renewal of the Dog Control Public Spaces Protection Order (PSPO), a council rule for public places. On both items the Committee made recommendations and requests to officers. On the dog order it recommended that Full Council considers and approves the renewed order.

The Committee considered the Empty Homes Strategy 2025-30, which sets out how the council plans to bring long-term empty homes back into use. It was content with the strategy but recommended a more ambitious reduction target and a progress report next year.

The committee considered two items: an update on the Shared Resource Service (SRS), the shared IT service that Newport City Council joined in 2017, and the Gwent Regional Partnership Board annual report for 2024-25. The Performance Scrutiny Committee - Place and Corporate considered an update on the Council's corporate communications team, which is part of the People, Policy and Transformation service. The Committee noted improvements in the Council's social media work and asked Cabinet (the senior councillors who lead the Council) to review communications resources. It also asked for a plan for day-to-day engagement, more information, and training for councillors.

Overview and Scrutiny Management Committee

The Committee considered the Council's annual Corporate Plan self-assessment for 2024/25, an update to the Corporate Plan for 2025-27, and the annual report on the Strategic Equality Plan for 2024/25. It made recommendations on empty homes, business engagement, performance measures and the equality report, and said it was content with the reports. It also discussed how the Committee's earlier recommendations on the Community Parenting Strategy were handled.

Its main business was the annual report of the Safer Newport Community Safety Partnership, a group of local agencies working together on crime and safety, and the Committee made comments and recommendations on it. The Committee also received scrutiny adviser updates on actions, its work programme and outcomes, and accepted the minutes of the previous meeting.

The Committee considered the Learning Disability Independent Living Strategy 2023-28, which sets out how the council will support adults with learning disabilities to live more independently. It made a series of recommendations to Cabinet and said it was content with the Strategy. It also noted actions arising from earlier meetings and the forward work programme for the coming year.

At its meeting on 16 June 2025, the Performance Scrutiny Committee, a group of councillors that checks the council's work, considered the draft Local Housing Prospectus 2025/26 and the draft Newport Placemaking Plan for the city centre. For both items the Committee recorded recommendations: a clear timeframe and review process for the housing document, and a governance structure, measures and a communication strategy for the placemaking plan.

At its meeting on 12 June 2025, the Overview and Scrutiny Management Committee considered the draft Welsh Language Annual Monitoring Report 2024-25 and the draft Scrutiny Annual Report 2024-25. It recommended adding a column on unknown Welsh language skills to a staff table, and making the scrutiny report's Getting Involved section more visually striking. It was content with both reports.

The Committee considered the Corporate Safeguarding Annual Report 2024-25 and made three recommendations on the use of data and comparisons. It considered the draft Socially Responsible Procurement Strategy 2025-2030 and said it was content with it. It also asked for two more updates on the Anti-Poverty Strategy before the end of the Council term in 2027.

The committee considered Key Stage 4 school results for 2023-24 and progress on the council's Welsh in Education Strategic Plan (WESP), a ten-year plan to grow Welsh-medium schooling. It asked for an update on curriculum and exam reform, said it was content with the WESP progress report, and recommended Welsh-language activity at community events. It also agreed how to close out older actions from earlier meetings.
