The Head of People, Policy and Transformation introduced the report. The Associate Directors from Newport Norse each gave an overview of the report. The Cabinet Member for Assets and Infrastructure also wished to give thanks to the staff of Newport City Council and Newport Norse for their hard work and productive engagement in preparing for the transition to the new wholly-owned local authority trading company in January 2026. The Head of People, Policy and Transformation reminded the Committee to focus on the content of the report rather than on the transition work currently taking place. • The Committee praised the report as well presented, clear, and easy to understand, and noted the inclusion of demographic data as particularly useful. • The Committee praised Newport Norse for their positive work and achievements in relation to apprenticeships, environmental efforts and congratulated the social value delivery. • The Committee requested that, considering 65% of employees are female, future reports include a breakdown of job roles by gender. This information is intended to support efforts to identify and address any inequities and perceptions. • The Committee noted that the public may not be fully aware of the positive work being undertaken by Newport Norse, partly due to the lack of a social media presence, and requested consideration be given to improving public awareness. • The Committee recommended that future reports include asset management as a performance indicator, with targets and outcomes for rental income, maintenance liabilities, and property reduction, to better reflect the company’s impact on managing Council assets.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
