RESOLVED: That pursuant to Section 100A (4) and (5) of the Local Government Act 1972, the public be excluded for the following item of business which involved the likely disclosure of exempt information as defined in Paragraphs 12 of Part 4 of Schedule 12A to the above Act.
Decided: The Panel noted progress with the project plan. It agreed that it would like to visit a school to see good practice in reducing the cost of the school day.
Decided: The committee granted planning permission, subject to a Section 106 planning obligation (a legal agreement with the developer) to secure long-term management and maintenance of the habitat mitigation area. It gave the Interim Chief Officer Economy and Planning delegated authority to approve the final form of that agreement.
Decided: The committee granted permission subject to conditions. The use is limited to Mr Shaun Stocker and/or Ms Amy Lloyd and resident dependants. The mobile home must be removed once they no longer live there. A scheme for a net benefit to biodiversity must be submitted within six months. An advisory note warns that quarry working may cause noise and dust.
Decided: The Committee resolved that the Head of Democratic Services update the draft questionnaire and circulate the revised version to committee members for further comments before wider distribution after the Senedd election.
RESOLVED that the Standards Committee granted the dispensation on the basis that no fewer than half of the Members of the Council by which the business was to be considered had an interest which related to that business.
RESOLVED that in accordance with Section 100A (4) of the Local Government Act 1972 the public be excluded from the remainder of the meeting because of the likely disclosure to them of exempt information as identified in paragraph 12 of Part 4 of Schedule 12A of the Local Government Act 1972.
Decided: The committee was minded to grant conditional planning permission. It authorised the Development and Building Control Manager to consider any planning matters raised in public representations received during the publicity period for a departure application, meaning one that does not follow the local plan, and to issue the decision under delegated powers, meaning without a further committee vote.
Decided: The Cabinet Member noted the objections. They decided that the Traffic Regulation Order, a legal order that sets road rules such as speed limits, should go ahead as originally proposed, with the modified speed limits on parts of the B4393 and the Severn View access road in Bausley with Criggion.
Decided: Members agreed, by 7 votes to 2, to approve the application, subject to the conditions in the report. Conditions are the rules attached to a planning permission.
RESOLVED to retire into private session in order to receive legal advice pursuant to Paragraph 16 of Schedule 12A to the Local Government Act 1972.
Having had regard to the relevant paragraphs of the Licensing Authority’s Statement of Licensing Policy and the guidance issued by the DCMS and the Home Office, it was:
UNANIMOUSLY RESOLVED having considered all the evidence before it, that the application as amended be granted subject to the following:
a) the supply of alcohol to end at 23:00hrs
b) the premises to close at 23.30hrs
c) the conditions set out on pages 9-10 of the addendae to the agenda (as agreed by the applicant and Public Health Services)
d) the conditions 1-22 set out on pages 131-133 of the agenda.
In coming to its decision, the Sub-Committee made the following findings of fact:
a) a reduction of the hours and the conditions agreed and imposed are appropriate to promote the licensing objectives;
b) there are therefore exceptional circumstances demonstrated such that the granting of the application as above will not add to the cumulative impact in Nott Square, King Street and Queen Street, Carmarthen.
The Sub-Committee was therefore satisfied that its decision (outlined above) is appropriate to promote the licensing objective.
