Resolved that the Minutes of the Standards Committee held on 16 January 2026 be approved and signed as a correct record.
The Head of Democratic Services presented a report to discuss the most appropriate methods for Community / Town Councillor engagement by the Standards Committee. The Committee welcomed several Chairs and Clerks of Community / Town Councils who had been invited to assist the Committee. They reviewed and refined a draft questionnaire intended to assess councillors' awareness, training needs, and practical challenges regarding the Code of Conduct, incorporating feedback to improve clarity and relevance. The Committee also discussed plans for bespoke training and support networks for new and existing Chairs, Clerks, and Councillors, aiming to enhance governance skills and peer learning post-2027 elections. The challenges Councillors face in identifying and declaring personal and prejudicial interests with also discussed, with suggestions for practical guidance and agenda practices to improve clarity and compliance. Other issues discussed included clarifying several of the questions, adding sections for clerks, a confidentiality statement, and questions on training plans, barriers, and confidence in raising issues. It was also suggested that short, topic-specific training videos and resources on interests, local resolution, chairing skills, be devised and well as bespoke training sessions for new and existing Community and Town Council Chairs following the Local Government Elections in May 2027, including opportunities for networking and peer support. The Head of Democratic Services would also share examples of good practice such as agenda extracts on interests and training matrices with community councils to support consistent standards and self-regulation. Resolved that: 1) The Head of Democratic Services update the questionnaire and circulate the revised version to committee members for further comments before wider distribution after the Senedd election.
