RESOLVED – That the report be noted.
The Interim Chief Officer Economy and Planning submitted a report (COEP/30/26) to update Members on the policy framework applicable to the determination of planning applications following the withdrawal of the Wrexham Local Development Plan. The Officer presented the report and in doing so, displayed a presentation showing the timeline of events and performance indicators for cost awards. A discussion ensued and the following points were raised during the debate: · Acknowledgement that decision making would be challenging for both Officers and Members for the foreseeable future following the withdrawal of the LDP due to the UDP being out of date and uncertainty over the weight to be afforded to the LDP evidence base. · Recognition that the most appropriate and long term mitigation was to have an adopted plan in place although that remained some years away. · Confirmation that going forward, detailed reflection would be required including through workshops. · Confirmation that Members would need to provide valid planning reasons when making decisions that differed from Officer recommendations. · Recognition that the Council was in an unusual situation, and that both Officers and Members would need to give significant consideration to appeal decisions. RESOLVED – That the report be noted.

The Chair welcomed Mr Steve Goodwin to the Meeting, who spoke in favour of the application. On of the local Members, Councillor Robert Walsh, addressed the Committee, commenting that he believed the application had great potential to become a successful venture and that any concerns regarding highway and pedestrian safety could be mitigated. The other local Member, Councillor Bryan Apsley, also addressed the Committee. He expressed concern about several issues, including a suggestion that the credibility of the Inspector’s report was being questioned; that pedestrian safety remained a concern despite plans to remove the hedge; that vehicles were believe to travel in excess of the speed limit; and that kerbs and dips in the road negatively impacted visibility. In response, Officers advised that there had been number of discussions with colleagues in Highways, and further information and amendments had been submitted following the original application. RESOLVED – That a site visit be arranged for Members of the Committee to view the application site prior to determination of the application by the Committee. Reason for decision Reason for site visit: To consider highway and pedestrian safety.

The Chair welcomed Mr Mark Adams to the Meeting, who spoke in favour of the application. The Officer presented the report, and in doing so, displayed plans of the site to assist with his presentation. A discussion ensued and the following points were made: · Confirmation that the Employment Land Review recommended the site not be taken forward as an allocation in the Local Development Plan, primarily because it was designated as a local wildlife site. · Various alternative sites had been considered but were not deemed suitable. · It was reported that Highways Officers were satisfied with the proposed parking provision, which would be subject to a Car Park Management Plan. · Confirmation that Natural Resources Wales (NRW) were content with the ecological assessments, subject to planning conditions and a planning obligation to secure ecological mitigation and long term management, and Officers were satisfied that the proposal met the relevant local and national ecological policies. · Disappointment expressed by the Chair that works had already commenced, as had been the case with other sites brought forward by the applicant. RESOLVED – (i) That planning permission be granted subject to the completion of a Planning Obligation under Section 106 of the Town and Country Planning Act 1990 to secure the long term management and maintenance of the habitat mitigation area. The Chair welcomed Mr Trevor Mennell to the Meeting, who spoke in favour of the application. The Armed Forces Champion, Councillor Beverley Parry-Jones, addressed the Committee and reminded Members that, as a signatory to the UK Armed Forces Covenant, the Council had a duty to ensure that those who had served in the Armed Forces were not disadvantaged in accessing services, and that this obligation should be taken into account when considering this planning application. This was supported by comments from other non-Committee Members. The Officer presented the report, and in doing so, displayed plans of the site to assist with his presentation. A discussion ensued and the following points were made: · Whilst this was unusual, the applicant’s personal circumstances in relation to his military history should be considered as special provision in this case. · Confirmation that the site was in the open countryside and didn’t accord with the policy. · Suggestion that if Members were minded to grant permission, consideration be given to adding a condition which required that if the applicant’s no longer lived on the site, that the mobile home be removed. · Recognition that the noise from the nearby quarry could be significant. RESOLVED – That the report be noted.
The Interim Chief Officer Economy and Planning submitted a report (COEP/31/26) to provide Members with updates on the performance of the Council’s Planning Service for reporting period Quarter 3 of the financial year end 2025-26 and staff resourcing. During his presentation, the following points were raised: · A number of team members had left the Authority which resulted in a number of ongoing capacity issues, including the Senior Planning Officer. However, it was hoped that a replacement would be appointed in the next few months. · Confirmation that two additional Team Lead posts were due to be advertised which would reduce the ratio of Line Manager to Officer posts. This would enable more support to be provided to individual Officers which would hopefully improve the number of cases being dealt with. RESOLVED – That the report be noted.
