The Committee considered the Council's Draft Annual Self-Assessment for 2025/26 prior to its submission to Full Council. The Director of Financial Services & Transformation provided a detailed outline of the report including the statutory requirements under the Local Government and Elections (Wales) Act 2021 to prepare and publish an annual self-assessment setting out the extent to which the Council has met its performance requirements. Members were advised that the assessment considered the Council's performance against its wellbeing objectives together with an evaluation of key corporate governance and operational activities. Members were advised of the methodology used in compiling the document, including the use of service self-evaluations, performance reports, regulator findings, governance arrangements and the outcomes of the Council's Panel Performance Assessment undertaken during 2025. Members heard that the report concluded the Council had exercised its functions effectively, used its resources economically, efficiently and effectively and maintained effective governance arrangements. The Director of Financial Services & Transformation highlighted a range of strengths identified through the assessment, including: · Strong governance and assurance arrangements. · Effective financial planning and budget management. · Service resilience in a challenging operating environment. · Positive external assurance from regulators and the Panel Performance Assessment. · A committed workforce and successful delivery of organisational change. · Effective partnership working across services and organisations. Members were also advised of identified opportunities for improvement. The Chief Executive endorsed the report's conclusions and emphasised that the assessment provided an honest, balanced and evidence-based reflection of the Council's performance. Reference was made to the significant contribution of the Council workforce and to the independent scrutiny provided through the Panel Performance Assessment and other external regulatory activity. The Chair welcomed the report and commented upon the breadth of services delivered by the Council, the strength of governance arrangements and the positive findings received from external regulators and the Panel Performance Assessment. Particular reference was made to the Council's continued ability to maintain financial stability and deliver balanced budgets despite ongoing financial pressures. During discussion, Trade Union representatives acknowledged the overall positive assessment but highlighted on-going recruitment and retention challenges within social care services and certain specialist professional roles. Members also stressed the importance of ensuring that increased digitalisation of services did not disadvantage residents who were unable or unwilling to access services digitally. In response, officers recognised the workforce recruitment challenges facing the sector and outlined the continued investment being made in workforce development initiatives, including graduate and apprenticeship programmes, training opportunities and succession planning arrangements. Assurance was also provided that whilst digital transformation remained an important priority, the Council would continue to ensure services remained accessible to all residents. Committee Members welcomed the report and paid tribute to the workforce, recognising their contribution in maintaining services and delivering continued improvements across the County Borough. Following consideration, it was RESOLVED: 1. To review the draft Annual Self-Assessment Report 2025/26 and acknowledge that it provides an accurate reflection of the Council's performance and services. 2. To note that the report will be presented to Full Council for consideration and approval. 3. To note that following approval by Council, the report will be published in accordance with statutory requirements
