In response to a Notice of Motion at Council on the 22nd October 2025, the Head of Community Wellbeing and Resilience informed Cabinet of the current legislative framework and enforcement powers available to Rhondda Cynon Taf Council and partner agencies, to address issues arising from the use of e-bicycles (EAPCs) and e-scooters, including anti-social behaviour, safety concerns, and illegal use. The Cabinet Member for Communities, Culture and Leisure commented that, as an Elected Member, the presence of e-bikes and scooters and associated risk is something that he was all too familiar with, particularly across town centres. The Cabinet Member stated that, whilst it was positive that there were no specific complaints made to the Council’s Community Safety or Trading Standards team, there was a level of perceived ambiguity around the legal stance of these vehicles and he felt that the lack of specific classification within police recording had contributed to the potential underreporting of the issues. The Cabinet Member asked for cluster data in respect of the 65 reported ASB incidents to be included in the report back to Cabinet, if Cabinet Members were to agree. The Deputy Leader agreed with the sentiment shared by the Cabinet Member but felt that it did not go far enough to address the cross-party concerns of Elected Members, who had unanimously supported the Notice of Motion at the Council meeting. The Deputy Leader spoke strongly of the frustrations of the current reporting mechanisms which could misconstrue the evidence of reporting. The Deputy Leader acknowledged that the legislation was not a matter for the Council but asked for a further recommendation to be included, requiring the Council to work in partnership with South Wales Police to deliver an awareness-raising campaign or survey for residents, to encourage the reporting of these issues and to seek their feedback on the prevalence of the issue. The Cabinet Member for Environment and Capital Infrastructure spoke of issues within his own ward and suggested that there could be a lack of understanding by the individuals buying the e-bicycles and agreed that issues were not being reported due to a lack of awareness and knowledge of who is accountable and what powers can be used. As such, the Cabinet Member agreed with strengthening the recommendations to and suggested that a further recommendation is included for the Council to undertake a survey of all 75 Elected Members to gain a further understanding of lived experience. Both Cabinet Members for Resources, Customer and Energy echoed the comments about a lack of knowledge and problem with reporting. The Cabinet Members noted that the issue was prevalent within their own wards and agreed that it would be useful to gain firsthand experiences from all Elected Members across RCT. All Cabinet Members were in favour of the additional recommendations and it was RESOLVED: 1. To consider the content of the report and the current powers available to the Council and Police to regulate the use of e-bicycles and e-scooters in the County; 2. To consider whether any additional controls are required based on the evidence of impact of e-bicycles and e-scooter use in RCT; 3. That officers undertake further work with Police and other partners to further identify and assess issues arising from the use of e-bicycles (EAPCs) and e scooters, including anti-social behaviour, safety concerns, and illegal use and that a further report is presented to Cabinet as required; 4. That the Council seeks to work in partnership with South Wales Police to deliver an awareness-raising campaign to residents to encourage the reporting of any issues and for any feedback to be considered as part of the report back to Cabinet.
