The Democratic Services Officer presented the draft Energy Efficiency and Decarbonisation Work Programme to Members for the 2026-27 Municipal Year. Members were referred to Appendix 1 and the proposed list of matters requiring consideration by the Cabinet Sub-Committee. Members were advised to note that the Work Programme also includes two site visits during the Municipal Year, the first of which will take place on the 15th September where Members are invited to visit the Council’s Pant Marsh Biodiversity Site.. Members were also reminded that the work programme is a fluid document and can be amended to reflect any changes to business needs throughout the Municipal year. The Democratic Services Officer also apologised for the typographical error in the title of the Work Programme and reassured Members that, if the Work Programme is approved, then the error will be amended before publication on the Council website. RESOLVED: 1. To consider the draft Carbon Reduction Programme 2026/27, attached at Appendix A, and, 2. Subject to feedback, to approve the draft Carbon Reduction Programme for 2026/27.
The Temporary Head of Operational Energy presented the Carbon Reduction Programme 2026-27 to Members. It was emphasised that the Energy & Carbon Reduction Team has worked closely with Maintenance Colleagues when compiling the Draft Programme to identify projects that can be coordinated by matching planned maintenance / capital investment to potential opportunities to invest via the carbon reduction programme (for example, identifying planned roof replacements with the potential to incorporate solar). Members were informed that for the first time, the Draft Programme now included funding for proactive maintenance. This is considered a positive approach to building resilience, with a budget, for installations. Members were advised that in order to ensure the Programme demonstrates a return on investment, business cases showing a return on investment are in place for each project listed in Appendix A. Following the overview, the Chair thanked the Officer for providing the Sub Committee with the report. The Chair also noted that it was pleasing to see the savings being made not only in terms of carbon reduction but also in terms of finance. A Member noted how positive it is to see this report and noted that the programme started in 2009-2010 with an ‘Invest to Save’ approach and noted how successful the programme has been since then. The Member also emphasised the importance of getting this information out to our young people and the importance of communicating with the public. Following discussion, it was RESOLVED: 1. To consider the draft Carbon Reduction Programme 2026/27, attached at Appendix A, and, 2. Subject to feedback, to approve the draft Carbon Reduction Programme for 2026/27.

RESOLVED: 1. To note the information in respect of the Council’s responsibilities to prepare and publish an annual carbon footprint report.
With the aid of a Power Point presentation, the Principal Carbon Reduction Officer provided Members with an overview of the work that takes place to calculate and reduce the Council’s carbon footprint. Members were presented with information on the Welsh Public Sector Net Zero Reporting, the Council’s Decarbonisation Strategy, the Council’s Local Area Energy Plan, the Energy Efficiency and Decarbonisation Governance arrangement, the Council’s Carbon footprint and the Council’s current Decarbonisation projects. Following the presentation, Members were provided with the opportunity to ask questions. Members thanked the Officer for providing the Sub Committee with a detailed overview. A Member acknowledged the ongoing decarbonisation projects and queried what challenges the Authority is facing in terms of reducing the Council’s carbon footprint within the supply chain. The Service Director, Audit Performance and Transformation Services advised Members that this is a challenge for the Authority. The Service Director advised that the Council has a supply chain of over 2,000 suppliers and that 80% of the spend is with 30-40 suppliers, which are larger organisations. The focus being to work with those organisations to understand how they calculate their carbon footprint. The challenge for the public sector is that there is no standard approach used across the UK for supplychains. The other challenge relates to engaging with smaller to medium size businesses to support them to submit tenders with some reporting back to the Council of the complexities involved in tendering for a public sector contract, which is not unique to this Council.. In terms of helping businesses calculate their own carbon footprint, Members were advised that procurement colleagues are currently working on this in partnership with Welsh Government colleagues. Another Member referred to the team’s presentation to the County Youth Forum and praised the Carbon Reduction Officer for amending the information to suit a variety of different audiences. The Member queried if this type of presentation could be provided to all Elected Members. The Chair agreed with this suggestion and emphasised that it is important for all Elected Members to know about the Council’s Carbon Reduction arrangements as it applies to all services across the Council. The Service Director, Audit Performance and Transformational Services suggested that Officers could amend the presentation into an online video in order for it to be uploaded on to the Members Portal where all Elected Members will be able to access it. Members agreed with this suggestion. Following discussions, it was RESOLVED: 1. To note the information in respect of the Council’s responsibilities to prepare and publish an annual carbon footprint report.
