The Service Director of Democratic Services, Welsh Language and Communication provided Cabinet with the Annual Report of the Energy Efficiency and Decarbonisation Cabinet Sub-Committee for the Municipal Year 2025-2026. The Service Director informed the Cabinet that during the 2025-2026 Municipal Year, the Energy Efficiency and Decarbonisation Cabinet Sub-Committee formally met on two occasions to consider a number of high-level reports and undertook one site visit to gain further insight into the work undertaken to meet the Council and County Borough climate targets.Moving forward, the Cabinet Sub-Committee would continue to focus on delivering improved outcomes for the communities of Rhondda Cynon Taf, and a focus on partnership working with our young people. The Cabinet Member for Resources, Customer and Energy (Digital, Customer and Energy) felt privileged to chair the Sub-Committee and highlighted that carbon reduction is not the responsibility of a single department, but a priority that must be embedded across all areas of the Council’s work. The Cabinet Member emphasised the importance of these efforts for future generations. With the agreement of the Leader, County Borough Councillor M Powell addressed the Cabinet on this item of business. In terms of the comments made by the non-executive Member, the Service Director advised that the annual report was a retrospective record of the work undertaken by the Sub-Committee but provided assurance that Cabinet Members would take on board the potential areas of focus moving forward. In response to the Member’s query around differing capacities of EV charging points across RCT, the Cabinet Member for Regeneration and Housingexplained that the Council had mapped provision across the county borough before installing chargers. The Taf Ely area already had a greater number of higher-capacity charging points than other areas, so a balanced approach was taken to ensure a more equitable distribution of charging infrastructure across all communities. In response to a comment made by the Member, the Deputy Leader clarified that external consultants come at a considerable cost and would need to be built into future budget considerations. The Cabinet Member for Environment and Capital Infrastructure (Public Spaces) was in support of the recommendation contained within the report and spoke positive of the Sub-Committee’s recent site visit to Pant Marsh to explore how the integrated and sustainable land use delivery of the ancient floodplain grassland is realising multiple benefits for priority habitat and species action. RESOLVED: 1. To consider the comments and feedback of the Community Services Scrutiny Committee, which undertook pre-scrutiny of the Director of Social Services Annual Report for 2025/26 at its meeting held on 9th September 2026; and 2. The Director of Social Services presented to Cabinet his Annual Report for the 2025-26 Municipal Year. The Director informed the Cabinet that 2025-26 had been another challenging year for social services, with high demand, an increase in complexity and continued financial and workforce pressures. It was noted that this position would be unsustainable, and that continued transformation was required, supported by strong partnership working across health, social care and the wider Council. However, despite these challenges, the Director stated that social services had continued to safeguard vulnerable people, improve outcomes and advance key transformational priorities to ensure that need and statutory responsibilities were met. The Leader thanked the Director for the report and noted the huge amount of work undertaken within the service, which was highlighted by the case studies within the report. The Cabinet Member for Social Care thanked the Director for preparing and presenting the Social Services Annual Report 2025/26, and welcomed the positive feedback received from the Community Services Scrutiny Committee. The Cabinet Member commented that the annual report fulfils the Council’s statutory duty to account for its social services performance and highlights the extensive work undertaken to support vulnerable adults and children. The Cabinet Member echoed the Director’s comments, that despite increasing demand, financial pressures, the legacy of COVID-19 and the cost-of-living crisis, the service had continued to provide vital support through the dedication of staff and partner organisations. The Cabinet Member went on to highlight several key achievements of the service during the year, including major investment in modern residential care facilities, the development of preventative services such as the pre-birth team to help keep families together, improvements to domiciliary care that support timely hospital discharges, My Stay My Way, and inclusive employment opportunities through Vision Products. It was noted that whilst challenges remain, the report demonstrated the Council’s commitment to enabling people who rely on care and support to live their best lives. The Cabinet Member commended the report and moved its recommendations for approval. The Cabinet Member for Resources, Customer and Energy (Resources) emphasised that investment and prevention was essential and was pleased to note the steady fall in the number of children looked after within RCT. To consider the responses to the public consultation, as detailed in Appendix 1 to the report, together with the Equality & Welsh Language Impact Assessments at Appendices 2 and 3 to the report and the comments of the Overview and Scrutiny Committee at Appendix 5 to the report, and determines whether any amendments are required to the existing prohibitions in relation to the PSPO’s as detailed in Appendices 4A and 4B to the report; 3. To update all signage relating to the statutory requirements of the Dog Control PSPOs in the County Borough, and to install additional, clear signage at sport pitches and other appropriate locations to further improve and promote public awareness of the PSPO controls.
The Head of Community Wellbeing and Resilience informed Members of the outcome of the public consultation exercise initiated by Cabinet in relation to the dog control public spaces protection orders and sought authority to extend the two Public Spaces Protection Orders relating to dog controls in Rhondda Cynon Taf (the ‘Dog Control PSPOs’). The current PSPOs in relation to Rhondda Cynon Taf and Aberdare Park were originally introduced in 2017 and subsequently renewed in 2020 and 2023. The two Public Spaces Protection Orders related to dog controls within Rhondda Cynon Taf were due to expire on the 30th September 2026. Members were reminded that at any point before expiry of these orders, the Council can vary or extend them by up to three years if it considers it necessary to prevent the original behaviour the orders were attempting to address from occurring or recurring. The Leader noted the overwhelming support from the public following the consultation process and the support voiced by residents during conversations within the community. The Leader was in support of updating signage relating to the statutory requirements of the Dog Control PSPOs in the County Borough, and of the installation of additional, clear signage at sport pitches and other appropriate locations to further improve and promote public awareness of the PSPO controls. The Deputy Leader was in favour of the recommendations contained within the report, which had been supported by residents during the consultation. The Deputy Leader, as someone who had campaigned for Lucy’s Law against puppy farming and as a supporter of two animal welfare charities, voiced her disappointment at the comments received by the RSPCA. The Deputy stated that the comments around dogs off the lead did not resonate with her as a responsible dog owner. The Cabinet Member for Communities, Culture and Leisure (Communities) also voiced his support for the extension of both PSPOs. The Cabinet Member spoke of the substantive public health implications and of his friend and former rugby player, Colin Smith, who had to have his leg amputated as a result of an infection from dog mess on a playing field. The Cabinet RESOLVED: 1. The Service Manager for Early Help presented the report, which sought Cabinet approval of the Rhondda Cynon Taf Youth Work Strategic Plan 2027-2032 and sought authority to submit the Plan to Welsh Government in accordance with the Youth Support Services (Provision of Youth Work) (Wales) Directions 2026. The aim of the Youth Work Strategic Plan, 2027-2032 is to provide Rhondda Cynon Taf with a clear and ambitious framework for improving outcomes for young people over the next five years. The Strategy before Cabinet had been developed through extensive engagement with young people and partners, is underpinned by robust evidence, and aligns with the Welsh Government's statutory framework for youth work and wider youth support services. The Cabinet Member for Communities, Culture and Leisure (Communities) took the opportunity to thank officers for producing and presenting the comprehensive Strategic Plan and extended his gratitude to the Community Services Scrutiny Committee for their valuable feedback. The Cabinet Member welcomed the engagement with over 5,000 young people across Rhondda Cynon Taf, recognising the significant contribution of the Youth Engagement and Participation Service (YEPS) team in building positive relationships with young people. The importance of prevention and early intervention was highlighted, alongside effective partnership working, community engagement, improving aspirations, wellbeing and life chances, and supporting youth workers in addressing challenging behaviour. Furthermore, the Cabinet Member recognised the commitment of staff in monitoring and enhancing the quality of youth provision. It was emphasised that the plan should remain accessible and understandable to young people and clearly demonstrate the collaborative approach taken. The Leader echoed the Cabinet Member’s comments in terms of the importance of listening to the young people who are the future and took the opportunity to praise the YEPS team and youth workers for all their hard work. RESOLVED: 1. To review the information contained within this report and the positive progress made in bringing empty homes back into use in line with the current Empty Homes Strategy (2022 – 2026); 2. To note the recommendations and observations of the Community Services Scrutiny Committee and agree that the matters raised by the Committee in relation to the Council Tax premium be explored further and considered as part of the ongoing delivery of the Strategy; and 3. To approve the new RCT Empty Homes Strategy (2026-2031).
The Service Director of Housing and Regeneration provided Cabinet with an update on progress made in bringing empty homes back into use, in line with the current Rhondda Cynon Taf (RCT) Empty Homes Strategy (2022–2026) and presented Cabinet with the new proposed RCT Empty Homes Strategy (2026 – 2031) following a 6-week public consultation. The Cabinet Member for Regeneration and Housing highlighted the success of the scheme, noting that 869 empty homes had been brought back into use since its introduction. Thanks were extended to officers and staff for their work in delivering the scheme, and confidence was expressed in the successful implementation of the new strategy. Concern was also raised regarding the removal of Welsh Government funding for Lease Scheme Wales, which had contributed significantly to bringing empty homes back into use. The Cabinet Member went on to welcome the comments made by the Community Services Scrutiny Committee and suggested that matters raised regarding Council Tax Premium be incorporated into recommendation 2.2 of the report for consideration. With the agreement of the Leader, County Borough Councillor M Powell was granted permission to address the Cabinet in respect of this item of business. In response to Members’ comments, the Cabinet Member for Regeneration and Housing sought to clarify that the figure of 869 represents the total number of empty properties brought back into use since the strategy was introduced. It was advised that while properties are continually being returned to use, others may become vacant, resulting in annual fluctuations in empty home numbers. It was noted that a range of measures are used to identify and address empty properties, including enforcement powers, Land Registry checks and Council Tax records. In relation to properties owned by members of the armed forces, it was confirmed that exemptions apply and, although a property may be unoccupied, it remains under ownership and is therefore not necessarily classified in the same way as a long-term empty property. The Deputy Leader emphasised the importance of bringing empty properties back into use, noting that long-term vacant homes can often fall into significant disrepair and have a detrimental impact on local communities. It was highlighted that, given the demand for housing and the shortage of both social and private rented accommodation, there is a clear need for a robust strategy to return empty homes to occupation. The Deputy Leader also took the opportunity to thank the Scrutiny Committee for the valuable feedback and seconded the recommendations, subject to the inclusion of the additional point regarding Council Tax premium, raised by the Cabinet Member. The Cabinet RESOLVED: 1.

The Service Director of Highways and Engineering Services set out the supplementary capital programme for Highways and Engineering Services, which would be subject to the approval of the “Council Corporate Plan – Investment Priorities Report” report by Council on 23rd September 2026. The Cabinet Member for Environment and Capital Infrastructure (Highways and Capital Infrastructure) noted that the capital programme remains flexible, with schemes occasionally subject to delays arising from utility works or other unforeseen issues. In such circumstances, alternative schemes may be brought forward to ensure that delivery of the resurfacing programme is maintained. It was highlighted that the report included two additional unadopted roads, supplementing those already approved within the core budget. This was noted as part of the Council’s ongoing commitment to a rolling programme of investment in unadopted roads, ensuring that necessary improvements are undertaken before roads are adopted and maintained at public expense. The Member expressed support for the recommendations. The Leader was happy to second the recommendations contained within the report and noted that the investment was making a visible difference in communities across the County Borough.
