The Joint Committee welcomed the Portfolio Member of the CJC for Infrastructure and Major Projects Delivery, and Chair of the Regional Transport Sub Committee, Rhondda Cynon Taf County Borough Councillor Andrew Morgan OBE to the meeting. As part of the ongoing commitment to improve the function of Scrutiny as a critical friend of the CJC, the item is being brought before the JOSC to maintain a constructive dialogue between CJC Portfolio Holders and Scrutiny. Members were invited to scrutinise any arising matters within the portfolio holder’s responsibility and to ensure that the appropriate mechanisms are in place to effectively scrutinise the CJC. Members commented about the importance of having a joined up transport system across boundaries and reflect how people travel, rather being limited by borders. The portfolio holder agreed that transport planning has to be regional in nature, noting that residents do not stop travelling at county lines. There was recognition that progress has been made through the Regional Transport Plan and Metro developments, but Members raised concerns about the pace of change, particularly in relation to bus franchising. The portfolio holder explained that South East Wales is the most complex region to implement franchising due to its size and scale and while there is a desire to move quickly, lessons need to be learned from other parts of Wales to avoid unintended consequences The cost and accessibility of public transport was also discussed. The portfolio holder commented on initiatives such as reduced bus fares in some local authority areas and the impact this has on passenger numbers. He suggested that affordability is critical if modal shift is to be achieved, but that any charging mechanisms such as road user charging could only be considered credible if viable public transport alternatives are in place first. Members were clear that without genuine alternatives, such measures risk being seen simply as additional taxation. There was further discussion on car sharing an whether more could be done to facilitate it. Members commented on informal arrangements taking place and questioned whether formal provision or small scale pilots could be explored. The portfolio holder accepted that better data may be required to understand the demand and indicated this could be considered further. Members queried the balance of investment across the region. Members challenged whether there was too much economic activity focussed along the M4 corridor. In response, the portfolio holder advised about the potential of the Heads of the Valleys corridor, stating it as a significant long term opportunity. He noted the scale of investment already made in infrastructure there and stated that the next phase must focus on housing, jobs, skills and business growth to fully realise potential. He added that transforming the economic prospects of northern valleys will require sustained focus over many years rather than short term interventions. A Member referenced the Housing Viability Fund as an example of how regional funding has unlocked stalled development sites across multiple local authority areas. The portfolio holder confirmed that thousands of homes are either underway or progressing as a result of this support, representing added value over and above Welsh Government funding streams. Members also raised the Burns Commission recommendations and cross-border connectivity with England. The portfolio holder confirmed that engagement continues with Welsh Government and other partners, particularly around sustainable transport links and the long-term funding required to deliver them. He emphasised that large infrastructure projects such as Cardiff Central Station have clearly defined funding commitments and risk management arrangements in place. Members recognised that transport is one of the most significant areas of regional collaboration and that smaller, focused group would allow members to explore issues in depth. The Chief Executive Cardiff Capital Region presented the Quarter 2 reporting position against the 2025/26 Cardiff Capital Region Business Plan, including the CCR City Deal and the transition to the South East Wales Corporate Joint Committee (SEWCJC). Members discussed the overall strategic direction of the portfolio and how investment aligns with the long-term ambition for regional economic growth. Officers explained that the portfolio continues to focus on sectors where the region has clear strengths and opportunities including advanced manufacturing, compound semiconductors, energy and digital technology. Members welcomed the strategic approach and noted the importance of ensuring that investment supports sustainable economic growth across all parts of the region. The Committee asked about the progress being made in developing the region’s technology and innovation sectors. In particular, Members discussed the growth of the compound semiconductor cluster and the wider technology ecosystem. Officers outlined how investment has supported research partnerships, supply chain development and skills initiatives linked to universities and industry. Members also considered the potential to further develop technology and innovation opportunities in the Valleys, noting that investment in these sectors could support long-term economic regeneration in those communities. Energy infrastructure and the transition to a greener economy formed a significant part of the discussion. Members raised questions about the location and capacity of the regional power grid and how future energy demand and emerging technologies could be supported. Officers acknowledged that energy capacity and infrastructure will play an increasingly important role in enabling economic growth and confirmed that discussions are ongoing with partners to understand how the region can support investment in the energy sector and maximise opportunities linked to the transition to low-carbon energy. Members also discussed the potential role of former industrial sites in supporting future energy generation and infrastructure. Reference was made to the potential of the Aberthaw site and the wider opportunity for energy-related investment in the region. Officers confirmed that the site represents a significant strategic opportunity and that work continues with partners to explore how it may contribute to future energy and economic development. Members considered the importance of ensuring that digital infrastructure and emerging technology sectors are supported by strong cyber resilience arrangements. Officers confirmed that this is an area of increasing focus, particularly as digital technologies continue to underpin regional economic development. Members also considered the distribution of investment across the region and the importance of ensuring that economic benefits are felt in all local authority areas. Officers reiterated that the portfolio includes a mix of strategic regional investments and targeted funding streams designed to unlock development opportunities across multiple locations. In conclusion, the Committee welcomed the progress reported in the Quarter 2 update and recognised the scale and complexity of managing the regional investment portfolio. A Member raised the issue of the independent report on Aberthaw and stated that scrutiny are keen to consider the findings in the scrutiny process.
