RESOLVED: • To scrutinise and challenge the attached report of the Chair of the CTM PSB in conjunction with the verbal update provided at the meeting following the PSBs consideration of the report at their meeting on the 10th July (as attached at Appendix 1); • To agree that the proposed new arrangements will provide a more strengthened and accountable approach to delivering the well-being objectives; • That the JOSC undertake a review of the arrangements in a twelve months’ time to establish its impact.
The Service Director Democratic Services & Communications, RCTCBC, presented his report which provided Members with the opportunity to consider the recent report of the Chair of the Cwm Taf Morgannwg PSB in respect of future arrangements of the Board to ensure effective delivery of the well-being objectives. He added that the report was seeking the opportunity for scrutiny to comment on the report in terms of accountability. The Chair of the Cwm Taf Morgannwg Public Services Board set out the key matters from within his report and commented that since his appointment as Chair he was keen for the Board to deliver and agree a forward work programme which would present key areas of focus and establish good governance and accountability arrangements. Members commented that they were in favour of the need for clear priorities and for fewer items to be considered to be able to make progress against delivery. Members asked what the timeline is for the next twelve months and which of the four items will be the focus of the JOSC going forward. The Chair responded that the PSB had reaffirmed their commitment for the following two items to progress, those being the Climate Change Risk Assessment and a number of sub-groups have been set up to consider those eleven areas that have arisen from the Risk Assessment as well as the Active Travel Charter. The Chair of the PSB also referred to the reasonable challenge received from the Workforce Group and the Young Persons Network, from the point of view of impact and delivering outcomes which the Chair considered could be addressed through the PSB monitoring and reporting arrangements. The Chair of the PSB advised that the issue of food resilience and particularly sustainable food strategies and trying to tackle the underlying issues relating to food obesity was also a key priority and focus for the PSB. The Chair advised that the next steps included setting out the timelines and schedules over the longer term to determine the longer term impacts with a report to be brought back to the JOSC in twelve months-time for the JOSC to further scrutinise the issues discussed. Members discussed the merits of a further report being brought to the CTM PSB JOSC in twelve months-time for further opportunity to scrutinise the Board on the new arrangements in relation to leadership, governance and accountability. It was RESOLVED: • To scrutinise and challenge the attached report of the Chair of the CTM PSB in conjunction with the verbal update provided at the meeting following the PSBs consideration of the report at their meeting on the 10th July (as attached at Appendix 1); • To agree that the proposed new arrangements will provide a more strengthened and accountable approach to delivering the well-being objectives; • That the JOSC undertake a review of the arrangements in a twelve months’ time to establish its impact.
The Chair of the Cwm Taf Morgannwg PSC JOSC thanked all Members and Officers for their attendance and contributions during the meeting with particular thanks going to Mr Paul Mee, Chair of the PSB for his attendance and delivery of his report. The Chair reiterated his earlier comments that he felt the PSB was in a good position, benefitting from having strong leadership with Mr Mee as Chair. He added that he was looking forward to making meaningful progress, a sentiment he was sure was felt by all Members across the local authorities. The Chair referred to agenda item 10, the Cwm Taf Morgannwg Public Services Board Annual Report for the 2024/2025 Municipal Year which was attached for ease of reference and for information only.
