The Principal Democratic & Scrutiny Officer presented the report of the Service Director, Democratic Services, Welsh Language & Communications explaining that the Community Services Scrutiny Committee had the opportunity to comment on the findings and recommendations of the Scrutiny Working Group, which was established to examine the feasibility of having publicly accessible defibrillators in all RCT schools, following a referral of a Notice of Motion from Council on the 27th November 2024. The Officer further advised that it is worthy of noting that the scrutiny process was a good example of stakeholder engagement with valuable contributions coming from a number of charities and organisations. In terms of next steps, once endorsed by the Committee, the final report will be presented to Cabinet at its meeting on the 15th December 2025. A formal reply will be reported back to Committee for Committee Members to monitor the implementation of any recommendations and the delivery of those recommendations The Service Director for 21st Century Schools and Transformation, who had been instrumental in supporting members of the Scrutiny Working Group, commented that it had been a pleasure working alongside the Working Group, providing information and data to support them to examine the feasibility of having publicly accessible defibrillators in all RCT schools. She added that the intention was to continue to work with the voluntary groups to continue to strengthen partnership working with local charities, community groups, and emergency services to identify coverage gaps and opportunities for co-funding. Members commented on the excellent piece of work undertaken by the Scrutiny Working Group and on the positive collaboration with community groups and voluntary organisations. Following consideration of the report it was RESOLVED to: 1.Consider the contents of the working Group report, attached at Appendix A to the report, following a review of the feasibility of having publicly accessible defibrillators in all RCT schools; 2. The Principal Democratic & Scrutiny Officer presented the report of the Service Director, Democratic Services, Welsh Language & Communications explaining that the Community Services Scrutiny Committee had the opportunity to undertake pre-scrutiny on progress against the nine HMIP Inspection recommendations, following Her Majesty’s Inspectorate of Probation (HMIP) Inspection of the Cwm Taf Youth Justice Service in April/May 2024. The Officer added that it is an important opportunity for the Committee to relay its comments and any recommendations on the work and progress made ahead of presentation of the report to Cabinet on the 15th December 2025. The Principal Democratic & Scrutiny Officer advised that for ease of reference the table at 5.5 of the report sets out the overall progress that has taken place and is underway by the Cwm Taf YJS and the Management Board against the nine HMIP Inspection recommendations. In addition, there have been a number of other notable achievements made by the YJS which have been summarised from paragraph 5.7. Members are also asked to consider the updates on service developments, resource challenges and risks impacting upon current and future service delivery. In conclusion, Members were reminded that the purpose of pre-scrutiny is to inform and influence decisions before they are made and their comments and recommendations would be formally submitted to Cabinet to support their decision-making. The Head of Cwm Taf Youth Justice Service.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
