RESOLVED: 1. To approve the Supplementary Capital Programme for Highways and Engineering as detailed within this report; and 2. The Director of Environmental Services set out the detailed capital programme for Highways and Engineering, further to the Council’s approval of the Three-Year Capital Programme 2026/27 - 2028/29 on 4th March 2026. The Leader thanked the Director for the report, which contained a substantial number of schemes, which included flood risk management and tip safety interventions. The Leader spoke of the level of investment in the resurfacing of roads and footways and was pleased to note that, overall, the backlog of maintenance had dropped from around 15% a decade ago to approximately 6% now requiring intervention. The Leader hoped that further funding from Welsh Government would be announced in due course in respect of major schemes, such as the Regional Transport Fund, which if approved, would result in millions of pounds worth of investment across the County within the five-year delivery plan. The Deputy Leader was also in support of the significant investment contained within the Highways and Engineering Supplementary Capital Programme and emphasised the importance of flood risk safety and coal tip management to residents. The Cabinet RESOLVED: 1. To approve the Supplementary Capital Programme for Highways and Engineering as detailed within this report; and 2. The Director of Financial Services and Transformation provided Cabinet Members with an overview of the Council’s performance, both from a financial and operational perspective, based on the first nine months of this financial year (to the 31st December 2025). The Leader sought to put into context the Council’s overspend of £1.6M, which was 0.24% of the revenue budget and explained that when taking into consideration the wider capital budget, the overspend would be just 0.18%. Although an insignificant amount of money, in terms of the Council’s financing, the Leader recognised the need to reduce the overspend, where possible. The Leader explained that much of the overspend was in relation to the Council’s large investment into social services, which he felt was right and proper to invest into. The Leader took the opportunity to thank officers throughout the Council, who worked hard to ensure projects continued to be delivered in a timely manner and within budget. The Leader advised that the strong financial management had placed RCT Council in a strong position going forward, in comparison to other Local Authorities. The Cabinet Member for Resources (Corporate Resources and Service Improvement) echoed the Leader’s comments in terms of the small overspend, which was associated with the demands of social services and was forecast in the previous quarter. The Cabinet Member commented that the report contained a lot of information to celebrate, such as play areas, skate parks, sport facilities and empty properties being brought back into use. The Cabinet Member was also pleased to note that less the 1% of waste was now going to landfill. The Deputy Leader commented that, overall, the report was positive. In terms of sickness and absence levels, the Deputy Leader advised that there were mechanisms in place to prevent a significant increase in the area. The Deputy took the opportunity to thank the Scrutiny Committee Members who regularly monitor the sickness and absence levels. The Cabinet RESOLVED: Revenue 1. The Director of Legal and Democratic Services presented the report, which sought Cabinet approval for the adoption of a Managing Unacceptable and Unreasonable Customer Behaviour Policy. The Leader spoke of his own experience with a small number of individuals, whereby he had been subjected to relentless targeted abuse. He also acknowledged that Council staff had had significant amounts of correspondence with some individuals and spoke of occasions whereby it would take several days to form an accurate and concise response to individuals, only to be responded to within just a few hours with dozens of AI generated questions. As such, the Leader was supportive of having a robust policy in place to ensure complaints are investigated appropriately whilst managing any targeted abuse and harassment. The Deputy Leader echoed the Leader’s comments regarding a small number of persistent and unreasonable individuals and recognised that the Council has a duty to protect the health, safety and wellbeing of its staff and Elected Members. The Deputy Leader noted that the existing policy had not been updated in some time and that it was no longer fit for purpose. As such, the Deputy fully endorsed the revised policy. RESOLVED: 1. To consider the content of the report and acknowledge the Council’s investment and related impact of the investment; and 2. To consider the content of the Appendices relating to use, availability and price of the pitches.
The Service Director of Culture, Leisure and Visitor Experiences provided Cabinet Members with an overview of the value and impact of investment in 3G pitches and artificial turf pitches (ATP) since January 2019. The Leader spoke of the historic discussions which had taken place regarding the former grass pitches, whereby the weather was having an impact on various sporting games and events. As part of the strategy, the Leader advised that the Council had committed to ensuring that nobody in the County lived no further than a 3-mile radius from a 3G pitch. The Leader advised that since then, representatives from the FAW and the WRU had praised the Council for its investment into the artificial grass sport pitches. The Leader spoke of the increase in participation which was outlined within the report and stated that this would have long-lasting benefits in terms of outcomes for local clubs and the wellbeing of individuals throughout the County Borough. In terms of investment for the current financial year, the Leader advised that over £2M was committed for parks and green spaces throughout the County Borough, which would result in physical improvements to the pitches, drainage works and changing rooms upgrades. The Leader explained that RCT was fortunate enough to have a substantial number of pitches but explained that there were some areas without enough pitches to cover the needs of the community. The Leader felt it right and proper to invest into the facilities and to keep hire prices low for the community. The Leader wished to place on record his gratitude to officers from the various service areas. The Cabinet Member for Environmental Services also took the opportunity to thank officers for their work over the years and explained that it had taken a cross-departmental approach to get to such a positive position. The Cabinet Member stated that the usage of the pitches was evident when travelling throughout RCT and was proud of the legacy, which had been recognised on multiple occasions by the governing bodies. The Leader added that the FAW had not only recognised RCT for its work but had encouraged other Local Authorities to follow suit. The Leader thanked the officers for taking this on board and was pleased to note that many clubs had signed up to the initiative. RESOLVED: 1. To note the significant achievements, positive outcomes and overall impact of the UK Government Shared Prosperity Fund (UKG SPF) Community Grant (2022–2026), including its contribution to strengthening community resilience, supporting local priorities, and benefitting over 41,000 residents; 2. To acknowledge the vital contribution of RCT’s community, third sector and voluntary organisations in delivering high?quality, community?led services throughout the lifespan of the Community Grant programme; and 3. To approve the establishment of a new Community Partnership Fund, from 1 April 2026, with a mandate for delivery assigned to the Director of Community Services.
The Community Programmes Manager presented the report, which highlighted the success and impact of the United Kingdom Government’s Shared Prosperity Fund (UKG SPF) Councils Community Grant (known locally as the Community Grant) 2022 to 2026; and informed Cabinet of the community funding available to community third and voluntary sector organisations during 2026 to 2028. Note: At this point in proceedings, the Leader declared a personal interest in respect of the item, as Chair of the WLGA. (See minute no. 93). The Leader spoke positive of the long-lasting impact in which the SPF had had on the third sector and community groups over the years and felt that RCT’s initial approach had been the best way forward. It was explained that, at the time, RCT took the decision to allocate a substantial amount of funding for the third sector, which then influenced other Local Authorities to undertake the same approach. The Leader was disappointed that the SPF was changing, which meant that the Council would not be able to provide the same amount of support to the third sector as it had done previously. However, the Leader welcomed the substantial amount of capital and small amount of revenue from UK Government. The Leader praised the team for their work in bringing forward the report before Cabinet and spoke of their work to ensure community groups become more independent, sustainable and less reliant on yearly grants going forward. The Cabinet Member for Communities (Public Health and Prevention) also took the opportunity to thank officers for their work in delivering a high-quality and community led service. The Cabinet Member noted the success stories of SPF, which had benefited over 40,000 residents and strengthened community resilience throughout the County Borough. The Cabinet Member was encouraged that the Council would continue to visit the schemes and offer its professional support going forward to promote longevity and continued success. The Cabinet Member reiterated the Leader’s earlier comments, noting that not every local authority had implemented the same funding allocation scheme and as such, commended the officers. The Cabinet Member recognised the challenges which lay ahead following the closure of the SPF fund in March 2026 and emphasised the need to identify funding streams and to maintain strong links with the organisations. The Deputy Leader was supportive of the recommendations contained within the report and provided positive stories of how the SPF had made a visible impact on individuals within her local community. The Cabinet RESOLVED: 1.
The Deputy Leader took the opportunity to extend her best wishes and gratitude to the Leader of the Council, Andrew Morgan OBE who was stepping down from his position as Council Leader. Cabinet Members echoed the sentiment and thanked the Leader for his commitment over the years.
