The Director of Adult Services presented Cabinet with the findings of the independent review undertaken by Practice Solutions earlier this year to consider the Council’s Disabled Persons Parking Bay Scheme (DPPBS) and the outcome of a public consultation initiated during the summer to seek the views of residents regarding the proposed future arrangements for the scheme. Members were reminded that the existing DPPBS was introduced in 2004 and was subsequently suspended in September 2023 pending an external review. Historically, 12 parking bays were awarded each year based on applicants meeting some basic eligibility criteria and a scored functional assessment from an Occupational Therapist or Occupational Therapy Assistant based within the Adaptations and Community Equipment Team in Adult Services. Members were then informed of the independent review of the DPPBS by Practice Solutions, which took place during the autumn and winter of 2024. The final report was attached at Appendix 1 to the report. The outcome of the review was a recommendation that the Council should continue to offer a DPPBS but with a number of recommendations to improve the customer experience. Following consideration of the outcome of the independent review report, a new model and eligibility criteria for considering applications was subject to a public consultation, which operated between 14th July and 8th September 2025. In total 212 responses were received. 53% of respondents were aged 55 or above and 76% of respondents indicated that they considered themselves to be disabled. This information indicates that respondents were not representative of the whole population. It was explained that individuals largely disagreed that the number of bays provided each year should remain at 12, with 67% either strongly disagreeing or disagreeing with this suggestion, compared to 24% who either agreed or strongly agreed. The Community Services Scrutiny Committee also questioned the annual limit of 12 bays per annum. Whilst the consultation highlighted that people feel the number of parking bays allocated each year is insufficient there was no consensus on an appropriate number of bays. Based on consultation feedback and current Council resource commitments, the Director recommended that the number of disabled parking bays allocated be increased to a maximum of 15 bays per year. Members were referred to section 7 of the report, which detailed the DPPBS new eligibility criteria for consideration. The Director made Members aware of an error within section the schematic drawing of the proposed new model at section 7.2 of the report and stated that it should read ’15 parking bays allocated annually’ and not ‘12 parking bays allocated annually’. Subject to Cabinet’s approval, it was recommended that the new scheme is reopened for application from March 2026 following a period of promotion of the new scheme commencing in January 2026 to allow people time to gather the relevant information in line with the new eligibility criteria. The Cabinet Member for Social Care (Adult Services) was supportive of reinstating the Disabled Persons Parking Bay Scheme in Rhondda Cynon Taf, following the public consultation. The Cabinet Member emphasised that the scheme was discretionary and was not adopted by many other Local Authorities. The Cabinet Member felt that the provision of a disabled parking bay for an adult or a child, could greatly enhance their life experiences and opportunities. The Cabinet Member acknowledged that there would be a high degree of expectation and stated that it would be imperative to keep individuals informed at throughout the process until a final decision is made. The Cabinet Member wished to thank officers for the work put in to enhance the model and to thank the independent review, consultation respondents and the Community Services Scrutiny Committee. The Cabinet Member for Regeneration and Housing suggested that representations are made to Cwm Taf Morgannwg Health Board about the possibility of exempting the fees for doctor letters, which the applicants would have to gather for evidence as part of the criteria. With the agreement of the Chair, the following speakers were granted permission to address the Cabinet in respect of the item: - County Borough Councillor C Lisles; and - Mr R Clarke – Member of the public The Leader thanked both speakers for their representations. In relation to comments made about private businesses offering 5% of their total capacity for parking designated to disabled parking, the Leader explained that the Council follow the South Wales Parking Guidance but that, generally, the Council designates approximately 12% of each of its car parking spaces to disabled parking bays, which is over and above what is recommended within the guidance. In terms of drop curbs and disability access facilities, the Leader spoke of the £50K budget within the Council’s highways programme, which remained a priority for the Council and seeks to ensure longer routes are accessible for disabled persons. The Leader spoke of providing 20 disabled parking bays in the initial year and the importance of monitoring the application process and how it assists in the first year of its operation. It was explained that the highways assessment and criteria had significantly developed over the years and that it would continue to be tweaked to overcome potential barriers as part of the learning process. The Director of Adult Services took note of the points raised by the County Borough Councillor and advised that they would be included as part of the annual review. The Cabinet Member for Social Care (Adult Services) thanked the two speakers for their comments. The Cabinet Member reiterated that there was a need for the Disabled Parking Bay Scheme within the area and formally moved the recommendations contained within the report, with the proposal to increase the number of bays available in the initial year to 20. The Deputy Leader echoed the Cabinet Member’s comments and was supportive of reinstating the discretionary scheme to the benefit of residents of Rhondda Cynon Taf. The Deputy Leader spoke of a Disability Forum meeting at Cynon Link, where views were sought from attendees. The Deputy explained that the meeting was poorly attended and that those in attendance had limited knowledge of the scheme so was pleased that the proposed scheme was consulted upon and considered by the Scrutiny Committee before Cabinet’s consideration. Furthermore, the Deputy Leader took on board the comments of the County Borough Councillor and the public speaker and was supportive of the internal review following a year of operation to consider any changes to the criteria. The Cabinet RESOLVED: 1. To consider: · the information in the report · the content and outcome of the external review conducted by Practice Solutions · the responses to the public consultation · the comments and observations of the Community Services Scrutiny Committee following their meeting on 21st July 2025 during the public consultation process · Officer responses to the key themes highlighted from the consultation as set out in Section 6 of the report · The Equality Impact Assessment, including Socio-Economic Duty, and Welsh Language Impact Assessment 2.
