The Service Director of Democratic Services and Communication provided Cabinet with the Annual Report of the Corporate Parenting Board for the Municipal Year 2024-2025. The Service Director reminded the Cabinet of the cross-party Membership of the Corporate Parenting Board and its duties in relation to young people and children who are looked after within the County Borough. As part of the Board’s Terms of Referenced, an Annual Report must be presented to Cabinet for information. The report before Members outlined the breadth of work considered by the Board during the 2024-2025 Municipal Year and featured the priority areas, which the Board had identified for consideration in the future, to ensure that the Council provides continuous improvement to the services that it delivers for its children and young people within the Looked After System. The Cabinet Member for Social Care (Adult Services) as Chair of the Corporate Parenting Board during the 2024-2025 Municipal Year, spoke of the role of a corporate parent and emphasised that there was no greater investment than supporting the children and young people into adulthood. The Cabinet Member was proud of the amount of work undertaken by the Corporate Parenting Board throughout the year and took the opportunity to thank the Members and officers of the Board for their contributions. The Cabinet Member also thanked the Council and agency staff, working within the children’s sector, for their tireless work to safeguard young people and to keep families together, where possible. The Cabinet Member spoke of Member’s visits to frontline staff during the year and praised their resilience at a time of service transformation in a post-covid 19 era. Prior to concluding, the Cabinet Member took the opportunity to congratulate and welcome Councillor S Rees as the newly appointed Chair of the Corporate Parenting Board. The Cabinet Member for Resources (Customer, Digital and Estates) echoed earlier comments and added that the reports received by the Board were comprehensive and thorough. RESOLVED: 1. To consider the contents of the report, following a review of the Sustainable Communities and Learning Programme by a working group of the Education & Inclusion Scrutiny Committee; 2. To consider each of the recommendations of the Working Group; and 3. To endorse each of the recommendations presented by the Working Group.
The Service Director of Democratic Services and Communication provided Cabinet with the findings and recommendations of the Education & Inclusion Scrutiny Committee following the work undertaken through the ‘Sustainable Communities for Learning Working Group’ which was established to examine the Sustainable Communities for Learning (SCfL) Programme following a report from the Director of Education at the meeting of the Education and Inclusion Scrutiny Committee held on the 2nd February 2023. The Service Director informed the Cabinet that the Chair of the Scrutiny Committee had wanted to attend the meeting to present the report on behalf of the Working Group but was unfortunately unable to due to work commitments. The Service Director informed Cabinet that the Sustainable Communities for Learning Working Group undertook its work from September 2023 to November 2024 and met on five occasions during that period. Members also undertook several school visits, accompanied by officers from the Education & Inclusion Services and the Council’s Scrutiny team. Following the examination of the Sustainable Communities for Learning Programme, the Scrutiny Working Group had identified 12 recommendations for the Executive to consider. It was the belief of the Sustainable Communities for Learning Working Group that the recommendations would further improve and enhance the Sustainable Communities for Learning Programme (SCfL), Band B phase in Rhondda Cynon Taf. Cabinet’s attention was drawn to section 5.4 of the report, which outlined the 12 recommendations of the Sustainable Communities for Learning Working Group for consideration. The Deputy Leader took the opportunity to thank the Working Group for their work to identify the 12 recommendations before Cabinet. Referring to recommendation 8 – “To ensure that all future projects undertake a community impact assessment of local facilities, clubs and societies, to see what value can be added realistically, therefore strengthening links with the community and where possible, providing enhanced community facilities as part of the SCfL programme. In addition, continue to challenge schools to work alongside leisure services, local community groups and local elected Members, to promote access to their facilities, among the local community”, the Deputy Leader commented that it was wonderful for communities and groups to have better access to schools but emphasised the importance of access/egress and safety. The Cabinet Member for Education and the Welsh Language also thanked the Scrutiny Working Group for its work during the period and commented that it was clear from the recommendations, that the Members had gained a great deal of understanding into the subject matter. The Cabinet Member commented that he was proud of the school transformation programme within RCT and noted that many schools had benefited from the funding for new buildings, renovations and extensions etc. That being said, the Cabinet Member was recognised the need to review its progress and was content to support the recommendations of the Scrutiny Working Group. The Cabinet Member advised that he would formally respond to the Chair of the Working Group, following the meeting. The Cabinet RESOLVED: 1. To consider the contents of the report, following a review of the Sustainable Communities and Learning Programme by a working group of the Education & Inclusion Scrutiny Committee; 2. To consider each of the recommendations of the Working Group; and 3. To endorse each of the recommendations presented by the Working Group.

RESOLVED: 1. To acknowledge the most recent investment delivered via the Council’s SCfL Band B Programme as well as additional complementary funding programmes also delivered under the SCfL umbrella; 2. To note the progress made to date in developing the latest tranche 1 projects as part of the new SCfL Rolling Programme; 3. To agree to receive further reports on projects as they develop and progress through the Welsh Government’s SCfL approval processes.
The Director of Education and Inclusion Services provided the Cabinet with an update on the Council’s Sustainable Communities for Learning (SCfL) Programme. Projects delivered under this banner of funding comprise those included in the Band B tranche of funding, the new nine-year Rolling Programme, and other complementary funding initiatives. It was explained that over the past decade, nearly £505M had been invested in schools which includes the SCfL Band A programme, the Band B programme, as well as early investment costs for design development to facilitate the new 9-year rolling programme. This investment, along with the new 3-year capital programme for education 2025/26 to 2027/28 totalling £87M, the remaining SCfL new 9-year Rolling Programme committing a further investment of £393M, the Additional Learning Needs (ALN) Capital Grant and Community Focussed Schools (CFS) Grants received this financial year, as well as the continued capital programme investment that will be delivered beyond 2027/28, will mean that on completion of the new 9-year Rolling Programme in March 2033, it is expected that the cumulative investment delivered in RCT schools since 2014 will amount to over £988 million. Further detail in respect of the achievements was outlined in section 5 of the Cabinet report for Member’s consideration. The Leader commended the 21st Century Schools and Corporate Estates teams for their work on delivering a decade’s worth of projects, which would amount to nearly £1Billion of projected investment across the County Borough. The Leader spoke positive about the competitive bidding process to successfully secure the substantial amount of funding for the new Glyn-coch Primary School, which would be one of only two net-zero schools in Wales. The Leader also praised the investment into Welsh-medium education and spoke of the plans for a secondary school within the County Borough. The Cabinet Member for Education and the Welsh Language echoed the Leader’s comments in respect of the substantial investment into schools across RCT and referenced the ambitious plans for the next few years. The Cabinet Member emphasised that ensuring the best environment for young learners was a key priority for Members and he felt that the detailed report evidenced that commitment. The Deputy Leader was happy to second the recommendations contained within the report and acknowledged the amount of work behind the scenes to achieve such fantastic facilities for young learners across RCT. The Cabinet RESOLVED: 1. To note that on completion of the new Rolling Programme, the significant cumulative investment delivered in RCT schools since 2014 will amount to over £988M; and 4. RESOLVED: 1. To note the current position modelled in respect of the ‘Medium Term Financial Plan 2025/26 to 2028/29’ and receive further updates in the autumn as part of the annual budget setting process; and 2. To note that the MTFP will be presented to Council in September and will be reviewed by the Overview and Scrutiny Committee in line with their terms of reference alongside our budget consultation arrangements.
The Deputy Chief Executive and Group Director of Finance, Digital and Frontline Services provided Cabinet Members with an update on the Medium-Term Financial Plan (MTFP) for 2025/26 to 2028/29, based on current modelling assumptions in advance of formulating the detailed budget strategy proposals for 2026/27 during the autumn. The detailed modelling assumptions was attached at Appendix 1 to the report and it was explained that the modelling uses a number of assumptions which were all subject to change and would be reviewed as part of the detailed budget strategy work underway. The Leader thanked the Director for the report. The Leader explained that the Council’s position was dependent on the Provisional Local Government Settlement, due from Welsh Government later in the year and assured the Cabinet that he and other Local Government Leaders were having ongoing discussions with Welsh Government to announce a budget settlement, which would protect public services. The Leader stated that the Welsh Government’s proposed roll-over budget would be damaging to Local Government and other public services and hoped an agreement on the way forward could be reached. The Leader stated that Council Tax rises and the further cutting of services was, of course, something he wanted to avoid and that all options would be considered but it was explained that, ultimately, a substantial amount of the budget comes from Welsh Government and that their decision would make a stark difference to the Council’s settlement. The Leader explained that the difference between a 2% and a 4% settlement from Welsh Government would be approximately £10M and as such, a 4% settlement would be around £10M less of savings the Council would have to find. The Cabinet Member for Resources (Corporate Resources & Service Improvement) acknowledged the significant challenges faced by all Councils, in terms of setting a legal and balanced budget. The Cabinet Member spoke of the need to look across all service areas, once again, and to review the way in which they are delivered to a more efficient approach, where possible. It was recognised that this was becoming increasingly difficult to do without impacting service levels. The Cabinet Member spoke of the Council’s reliance on Welsh Government’s funding, which was around 80% of the overall funding, and supported the Leader’s decision to continue to lobby for a preferred settlement. The Deputy Leader spoke of the years of austerity experienced and of how the Council had always tried to prioritise the most vulnerable services, but accepted that this was becoming increasingly more difficult. The Cabinet RESOLVED: 1.

RESOLVED: 1. To review and propose the additional Corporate Plan investment priorities and funding arrangements to Council at its meeting on 24th September 2025
The Deputy Chief Executive and Group Director of Finance, Digital and Frontline Services set out the position to provide Cabinet with the opportunity to propose to Council to further invest in the Council’s priority areas, aligned to the Corporate Plan, “Working with our Communities” 2024 – 2030. The importance of investment in areas supporting key Corporate Plan priorities had already been recognised by the Council with £204M of additional resources, over and above normal Capital Programme allocations, invested since October 2015. Cabinet Members were referred to the draft Council report attached at Appendix A to the report, which proposed to continue to invest a further £11.500M in key priorities which can be funded by existing resources already set aside for investment in infrastructure. The Leader was supportive of the proposed recommendations to full Council and noted that the Llanharan and the Cynon Gateway schemes had been prioritised and were both at pre-planning stage. The Leader acknowledged the heavy investment into flood alleviation schemes. He also spoke of the significant investment into parks and green spaces, which would amount to £2M and would improve footways, fences, gates, drainage and lighting at parks and make improvements to changing room and sport facilities. The Leader also acknowledged the further £3M into sustainable communities for learning, which would benefit pupils across RCT. The Leader concluded by noting that all the investment referenced would take the Council’s Capital Programme to approximately £212-214M for the financial year, which was the largest in the Council’s history. The Leader added that such investment projects not only make a difference to frontline services, but also secure job opportunities across the County Borough. The Deputy Leader was happy to second the recommendations contained within the report and recognised the phenomenal amount of investment into services. The Cabinet RESOLVED: 1. To review and propose the additional Corporate Plan investment priorities and funding arrangements to Council at its meeting on 24th September 2025
