RESOLVED: 1. To note the content of the report.
The Service Director for Democratic Services and Communication provided the Cabinet with the Annual Report of the Climate Change Cabinet Sub-Committee for the Municipal Year 2024-2025. The Service Director noted that climate change was now an integral part of the Council’s new Corporate Plan 2024-30 ‘Working with our Communities’, and its associated strategies and plans across all areas across the Local Authority. However, the Service Director recognised the importance of the Sub-Committee’s role in championing and drawing attention to the positive work across all areas of the Council. Members’ attention was drawn to the Annual Report, which was attached as Appendix 1 to the report. The Service Director informed the Cabinet of the number of high-level reports received by the Sub-Committee during the year, all of which sought to progress the Council’s ambitions and targets in terms of climate change. The Cabinet Member for Corporate Services, Youth Participation and Climate Change and the Chair of the Climate Change Cabinet Sub-Committee took the opportunity to thank Members and officers for their contribution at meetings during the 2024-2025 Municipal Year. The Cabinet Member recognised that, despite the Council’s commitment to reducing carbon and embedding energy saving measures into its ways of working, climate change remained one of the Council’s most significant challenges. The Cabinet Member was pleased to speak of the high-level reports received by the Sub-Committee during the year, such as the various energy saving initiatives throughout RCT, the RCT Eco Awards and peatbog restoration, to name but a few. The Cabinet Member spoke of the importance of site visits, which allowed the Committee to gain first-hand experience of the positive work undertaken. Going forward, the Chair of the Committee voiced that she would like to undertake more visits alongside young people, to have informal discussions about climate change and the future. The Cabinet Member for Environment and Leisure and Vice-Chair of the Climate Change Cabinet Sub-Committee echoed the comments and added that she had been enthused by the positive work of the Council in terms of climate change. The Cabinet Member spoke of the Council’s various, exciting energy saving initiatives such as the hydro-electric scheme at Dare Valley Country Park and commented that she looked forward to them coming into fruition in the near future. RESOLVED: 1. To consider and agree the Strategy and the associated Action Plan.
The Service Director for Democratic Services and Communication presented to Cabinet the 2025 Involvement Strategy and Action Plan, which had been informed and developed following a large-scale consultation. The aim of the Strategy was to increase involvement, encourage a wide range of residents and groups to engage, by working together with communities and partners to improve reach and feedback, in a timely and transparent manner. The Service Director advised that the Strategy sought to build upon the Council’s extensive experience in terms of holding robust consultation and engagement processes. The Leader welcomed the report before Members and spoke of the importance of undertaking more face-to-face engagement going forward, where possible. Using the budget consultation as an example, the Leader noted that, at times, a polarised response is received and that individuals sometimes require further information in respect of particular areas before answering the questions. The Cabinet Member for Prosperity and development recognised the volume of work undertaken to engage with the community and took the opportunity to thank the team. The Cabinet Member noted that a significant amount of engagement is undertaken by the Local Authority in respect of a whole range of topics and was pleased to note that the Council continued to look at ways to adapt in order to hear the views of the communities. Furthermore, the Cabinet Member was pleased to note the engagement with schools and the older generation; and was in agreement with the Leader in terms of face-to-face engagement, which he felt allows a conversation to take place with residents on matters important to them. The Cabinet RESOLVED: 1. To consider and agree the Strategy and the associated Action Plan.

The Director for Adult Services updated Cabinet with the outcome of the engagement activity undertaken to co-produce, alongside people with a learning disability and their families, a draft operating model for respite care. Members’ attention was drawn to the engagement survey, which was attached as appendix 1 to the report. This survey was available for completion online and face to face and was constructed around the familiar outcomes that have previously been highlighted throughout the learning disability transformation programme. A snapshot of the themes and feedback under each outcome was detailed at section 4 of the report. The Director sought approval to undertake targeted consultation on the proposed operating model to enable the Cabinet to make an informed decision on the future of the Council’s Respite offer for people with a learning disability and their unpaid carers. The Cabinet Member for Health and Social Care took the opportunity to thank officers for bringing forward a report, with aims to improve the pathway of the future of people with a learning disability and their carers. The Cabinet Member welcomed the report and commented that the modernisation of the service would provide choice and would deliver a diverse range of care and support services and the highest standard of respite care. The Cabinet Member for Corporate Services, Youth Participation and Climate Change was also supportive of the recommendations contained within the report. The Cabinet Member commented that respite care would allow residents to stay in their homes or with their families for longer. The Cabinet RESOLVED: 1. To consider the information in the report and, in particular, the approach taken and summary of the engagement activity undertaken during the respite care review as set out in appendix 1 and 2 of the report; 2. RESOLVED: 1. To consider the RCT Affordable Warmth Strategy; 2. To approve the Strategy which outlines how the Council, will work with partners over the next five years to deliver interventions that are required to remove households and prevent households from fuel poverty; and 3. To engage both Government’s to consider including homes that are currently rated B or C on Energy Performance Certificates and are 'solid wall' constructed properties (such as 1900's terraced properties) to be included in future upgrade schemes to enable homes to benefit from external and internal wall insulation and deliver the objectives of Government’s ‘fabric first’ approach to energy efficiency improvements within homes.
The Head of Housing Strategy and Investment presented Cabinet Members with the new RCT Affordable Warmth Strategy (2025 – 2030). The officer advised that an Affordable Warmth Strategy is needed to help mitigate the effects of fuel poverty for Rhondda Cynon Taf residents due to cost of living pressures and the high numbers of pre 1920s solid walled terraced homes and pre-fabricated housing types that exist in the County Borough. It was explained that the Strategy would provide a framework for investment, actions and interventions by the Council and its partners for the next five years in order to mitigate fuel poverty, improve the energy efficiency of homes and reduce carbon emissions. The Cabinet Member for Prosperity and Development thanked officers for the Affordable Warmth Strategy, which he stated, builds upon the positive work already being undertaken in the area to improve homes across the County Borough. From speaking to residents, the Cabinet Member was pleased to advise that they found the help, support and interventions extremely helpful. The Cabinet Member noted that the aim was to upgrade all housing stock within RCT to the Welsh Housing Quality Standards of all properties being energy performance rating A. However, the Cabinet Member acknowledged the difficulties of doing this with terraced properties, which often had solid wall construction, and as such, was fully supportive of recommendation 2.3 of the report, to engage both Governments to consider including homes that are currently rated B or C on Energy Performance Certificates and are 'solid wall' constructed properties to be included in future upgrade schemes to enable homes to benefit from external and internal wall insulation. The Cabinet Member for Public Health and Communities echoed the comments and was supportive of the recommendations to mitigate fuel poverty with RCT. The Leader also took the opportunity to thank the team for fast-actioning queries sent through on behalf of residents and the Cabinet RESOLVED: 1.

RESOLVED: 1. To note the update; and 2. To authorise the Director for Corporate Estates to transfer land to Trivallis (and/or relevant developers at Penrhys) to facilitate the regeneration activities, subject to all necessary legal and financial requirements.
The Director for Prosperity and Development provided Cabinet with an update on the work undertaken by Trivallis to undertake the regeneration of Penrhys Estate and wider area. The Director sought approval from Cabinet for the Director for Corporate Estates to transfer land to Trivallis (and/or relevant developers at Penrhys) to facilitate the regeneration activities, subject to necessary legal and financial requirements. The regeneration of Penrhys had been promoted as a Key Site in the development of the Council’s new Local Development Plan and the site had previously been agreed to be included in the Council’s Preferred Strategy for the RLDP and would be taken forward to the next stage of the preparation of the plan, which is the Draft Deposit LDP. The Director advised that there had been no objections to the Penrhys proposals during the extensive consultation on the LDP Preferred Strategy and the support received included recognition of the importance of the site in relation to delivering new homes and transformation of housing stock in the North and that it would help fulfil the aims of the Northern Strategy area to strengthen the vitality of the local communities. The Director drew Members’ attention to the current high-level masterplan for the site that Trivallis had produced with their design team. It was emphasised that the masterplan had not been finalised and that it would be subject to rigorous examination on issues such as planning, highways, SAB and ecology. The Cabinet Member for Prosperity and Development was fully supportive of the proposals for the regeneration of Penrhys and was eager to see them come into fruition. The Cabinet Member spoke positive of the regeneration to provide modern, sustainable and affordable housing on the site, as part of a mixed housing development, along with the improvement to the infrastructure and services, which would be developed alongside the housing. The Leader spoke of his previous frustrations with the developer in terms of the lack of progress made on the site but was pleased with the current plan, engagement and recent progress. The Leader spoke of the need for social housing in the County Borough and explained that most of the Council housing waiting list, consisted of local families in desperate need of social housing. Nevertheless, the Leader was pleased to note that the site plan consisted of mixed housing. Dependent on the number of houses built on the site, the Leader spoke of future conversations which would need to take place to ensure sustainability and adequate services available for residents. It was also stated that Welsh Government would need to take action in terms of a significant social housing grant. The Leader concluded by emphasising that the residents of Penrhys require action and that he too looked forward to the plans coming into fruition. The Cabinet RESOLVED: 1. To note the update; and 2. To authorise the Director for Corporate Estates to transfer land to Trivallis (and/or relevant developers at Penrhys) to facilitate the regeneration activities, subject to all necessary legal and financial requirements.
