RESOLVED: 1.To agree the draft report forms a balanced summary of the work undertaken by the Cwm Taf Morgannwg Public Services Board throughout the 2024/2025 Municipal Year subject to the inclusion of an ‘Easy Read’ summary report and Infographics; 2. That the Joint Overview & Scrutiny Committee’s comments and recommendations are presented to a future meeting of the Cwm Taf Morgannwg Public Services Board prior to publication of the draft annual report.
The Service Director Democratic Services and Communications, RCTCBC presented his report which set out the draft Cwm Taf Morgannwg Public Services Board Annual Report for the Municipal Year 2024-25. He sought Members comments in respect of the annual report in accordance with the requirement of the Joint Scrutiny Committee’s terms of reference when assessing ‘the effectiveness of the Public Services Board in communicating its work, objectives and outcomes to its stakeholders’. The Service Director advised that this represented an opportunity for the CTM PSB JOSC to undertake pre scrutiny on the draft annual report before them to ensure it has met its objectives throughout the year and to ensure the PSB has delivered its actions against the objectives set out in the Well-being Plan. The Senior Public Services Board Support Officer presented the draft CTM PSB annual report for the 2024/25 municipal year and explained that it represented a draft outline of what would be finalised and published in due course. Members were asked to consider the current format of the report and whether they had any specific views on the layout such as the inclusion of infographics woven into the narrative. Members were also asked to consider whether presenting an alternative version such as an executive summary would be of value. Members concurred that an ‘easy read’ summary version would assist the public with the Well-being of Future Generations Act’s five ways of working and that the inclusion of infographics would also enhance the report and capture the ‘so what’. Following consideration of the PSB draft Annual Report for 20224-2025, it was RESOLVED: 1.To agree the draft report forms a balanced summary of the work undertaken by the Cwm Taf Morgannwg Public Services Board throughout the 2024/2025 Municipal Year subject to the inclusion of an ‘Easy Read’ summary report and Infographics; 2. RESOLVED: 1.To endorse the changes to the Terms of Reference of the Cwm Taf Morgannwg Public Services Board Joint Overview & Scrutiny Committee; 2.To agree that the membership of the JOSC is not restricted to/nominated exclusively from within each Council’s Overview and Scrutiny Committee.
The Service Director, Democratic Services RCT CBC presented his report which set out the proposal to change the current membership arrangements for the Cwm Taf Morgannwg Public Services Board Joint Overview & Scrutiny Committee (JOSC), as reflected in its Terms of Reference. The Service Director advised that current arrangements focus on the membership of the PSB JOSC deriving from the respective Overview & Scrutiny Committees of RCT CBC, Merthyr Tydfil CBC and Bridgend CBC. He added that it would remain for each of the three local authorities to determine their respective membership to the JOSC, however the proposal not to have to appoint exclusively from within their Overview and Scrutiny Committees would allow greater flexibility and offer more opportunity for engagement to other non-executive members. The Service Director advised that the membership of the Overview & Scrutiny Committee in RCTCBC includes the chairs and vice chairs of the three thematic scrutiny committees allowing such discretion and he stressed that the proposal would not prevent any other local authority from having and continuing with its own discretions. Members of the JOSC commented that this would support membership to the PSB JOSC in the future and it was RESOLVED: 1.To endorse the changes to the Terms of Reference of the Cwm Taf Morgannwg Public Services Board Joint Overview & Scrutiny Committee; 2.To agree that the membership of the JOSC is not restricted to/nominated exclusively from within each Council’s Overview and Scrutiny Committee.
The Chair of the Cwm Taf Morgannwg PSC JOSC thanked all Members and Officers for their attendance and contributions during the meeting. He paid particular thanks to Mr Paul Mee, Chair of the PSB and he commented that he was confident that with the new Chair in place, tangible progress would be made.
