The Chair, the Leader of RCTCBC, advised Committee Members he will be attending a Senior Leadership Team meting on Wednesday regarding the Panel Performance Assessment and advised Members that a series of meetings will be taking place leading up to the Assssment. The Service Director Democratic Services & Communications advised Members that the Local Government Act 2021 has several duties placed on Local Authorities within it and that one of them is that at least once during an Electoral Term a Panel Assessment Review is undertaken. The WLGA have been facilitating these arrangements and it has been decided that RCT’s Assessments will take place between the 7th and 11th October 2025. Committee Members were advised that the Act lists several external and internal stakeholders and Committee Members are listed as external stakeholders in the process. The Service Director advised that the opportunity today is to brief Committee Members on the Panel Assessment Framework. Following the overview, the Chair queried how are the Trade Unions engaged in the process. The Service Director confirmed that the Council would be happy to take direction from Trade Union colleagues in respect of what would work best for them. The Chair advised that this could be discussed outside of the meeting. GMB Representatives noted that they would like to be involved with Panel discussions and referenced the changes this Electoral term to Scrutiny and what the plans will be in the future. The Chair agreed that it would be a good idea to start the engagement process sooner rather than later. The Chair queried if a number of Regulators will be feeding into the process. The Service Director confirmed that they will feed into the process however the actual Panel is meant to be a Peer to Peer process and external Regulators feed into that. The Chair queried what will be the best mechanism to engage with Trade Unions outside of today’s meeting. The Service Director advised that we can continue discussions with Trade Unions as the process progresses and also include this on the JCC Agenda going forward. Following discussions, Members RESOLVED: 1. To note the update.
The Service Director Democratic Services & Communications noted that towards the end of the last Municipal Year the JCC requested that a review be undertaken into Community Meals. The Service Director advised that the item was reviewed by the Community Services Scrutiny Committee on the *** and that Scrutiny recommended that further investigation be carried out into Community Meals in RCT. A Trade Union Representative from GMB queried the reason for the review. The Service Director advised that it was recognised that the service was an important service and that it was felt that Scrutiny could add value to that service delivery moving forward. A GMB Trade Union Representative noted that they have received a lot of calls from Union Members on this item and Union members have been asking if this is coming back in house and that due to the pricing structure there has been a drop in uptake. The Service Director commented that any recommendations made by Scrutiny would be reported to Cabinet for consideration.
The Chairman of the meeting, being of the opinion that the item was to be considered urgently in accordance with the provision of section 100(b)4(B) of the Local Government Act 1972, as a matter of urgency by reason of special circumstance i.e. to receive an update on social care arrangements in RCT from Trade Union Colleagues.
