RESOLVED to: 1. Consider the work of the Regional Transport Working Group as outlined within the report at Appendix 1. 2. Approve the recommendations of the working group as contained within the report at Appendix 1 3. Endorse the report and recommendation of the Working Group to the SEW CJC.
The Service Director - Democratic Services & Communication presented the report to Members which provided the findings and recommendations of the working group that was set up following the meeting of the CJC JOSC held on the 10th October 2024, where Members received a report on the Regional Transport Plan (RTP): Case for Change (Transport for CCR) and Areas of Focus for a Working Group. The Service Director outlined how the topic of Regional Transport Planning was an area for considerable focus across the region, an area where there will be inevitable change and progress in terms of directional travel moving forwards and it was reflected that it may be appropriate to reconvene the working group at regular intervals in the future to reassess and challenge delivery of the aspirations of the 10 Local Authorities across the region. The Chair of the Working Group added his comments that the work was intensive and the information was in depth to provide a comprehensive response. He thanked Officers involved for their in depth reports and valuable insight into the subject matter during discussions. He also highlighted a point that was critical for Working Group, that there are a number of stakeholders involved in regional transport which was a concern to the group and also the disparity of funding in rail and bus services. In discussing the proposed draft recommendations, a Member commented the report is an initial start. The Member requested more information regarding time pressures and tight timescales referenced in the report. The Member also commented they would like to see a lessons learnt exercise undertaken, recognising this is the first output of the working group of the CJC JOSC. The Service Director acknowledged the lessons learnt exercise as an opportunity to reflect. In discussing the timescales that were required to be adhered to, it was acknowledged that had there been more time it would have been advantageous to bring forward evidence from stakeholders and partners. The Service Director commented on the importance of the professional support from CJC officers in this topic but recognised going forward for future work the opportunity to explore utilising evidence from stakeholders. The Service Director explained that regarding timescales, the work needed to be concluded at this time as the Regional Transport Plan was being consulted on and the opportunity to feed into that process was key. The Chair CJC JOSC highlighted that the CJC JOSC have come a long way regarding their scrutiny function recognising the process that has been made and thanked all Committee Members for their efforts in achieving this progress. The Chief Executive SEWCJC further confirmed that the timeframe was driven by submission date for RTP which was set by Welsh Government. She explained how Cardiff Capital Region (CCR) have elected to do a 12 week consultation period which is over the 8 week minimum to ensure comprehensive engagement. The Chief Executive shared her view that the recommendations proposed by the CJC JOSC working group will go forward to inform and frame this process. A Member commented on the need to use strong and assertive language in the recommendations and utilise the order of the recommendations to highlight priority areas. The Member requested that recommendation 5 have more specific language to emphasise the point that the working group highly recommend that all 3 tiers of government are involved in the strategy. The Member also discussed meeting management of working groups and the potential use of innovative technology to determine the most accurate Member availability. The Chief Executive acknowledged that this exercise has been valuable to have key issues identified and underlined as have been highlighted by the discussions in the working group and evidenced within the recommendations. Another Member acknowledged the need for Members to understand the additional commitment required in undertaking working group meetings. The Member also raised the challenge of bringing together different ways of working from across all 10 Local Authorities but acknowledged it is a developing learning process and is a positive one. Another Member commented that along the process there has been a lot of data and the report compiles this into sensible and achievable recommendations. Members acknowledged the challenge of bringing together 10 Local Authority representatives across the group and taking into consideration prior commitments but that the process can be refined and reviewed. In response to discussion about the next steps, the Service Director confirmed that the amendments discussed would be included in the report and Officers will determine the appropriate mechanism for the recommendations to be fed back to South East Wales Corporate Joint Committee for review. Following consideration it was RESOLVED to: 1. Consider the work of the Regional Transport Working Group as outlined within the report at Appendix 1. 2. Approve the recommendations of the working group as contained within the report at Appendix 1 3. Endorse the report and recommendation of the Working Group to the SEW CJC.
The Chair thanked all Members and Officers for attending and their contributions to the meeting. The Chair acknowledged the upcoming Annual General Meetings (AGM) process in each Local Authority and expressed a desire to see Members return for another municipal year to build upon the good work that has been achieved so far.
