RESOLVED to approve the contents of the draft Annual report (attached as Appendix 1) which reflects the work of the Cwm Taf Public Service Board Joint Overview and Scrutiny Committee during the 2023-24 Municipal Year.
The Service Director, Democratic Services & Communications presented to Members the Cwm Taf Morgannwg Joint Overview and Scrutiny Committee (JOSC) the 2023/24 draft Annual report, which highlighted the work undertaken by the Joint Committee during the Municipal Year 2023/24. He added that it is a requirement of the JOSC to produce an annual report which will also be presented to the next meeting of the CTM PSB. The Service Director added that the report reflects the new arrangements following the transition to a single Public Services Board (PSB) for Cwm Taf Morgannwg (CTM) and the subsequent changes to the scrutiny arrangements to ensure they mirror the same regional footprint (Rhondda Cynon Taf, Merthyr Tydfil and Bridgend County Borough Councils). The Service Director commented that the draft annual report demonstrates the progress of the scrutiny function of the JOSC over the past year and how these arrangements have been embedded and also serves to demonstrate how the JOSC has supported the priorities and work of the PSB. At this point in the proceedings, the Service Director took the opportunity to reference correspondence he had received from colleagues in Bridgend CBC which had highlighted their concerns around the lack of scrutiny of the PSB. They highlighted the challenges they faced to effectively scrutinise the PSB due to the lack of progress in taking forward its priorities as identified. He added that Bridgend had stressed this was not a reflection of the CTM PSB JOSC but a concern around the lack of progress made by the PSB and the importance of taking forward its priorities. He added that Bridgend CBC will continue to reflect on their position in nominating members to the JOSC. The Service Director advised that Merthyr Tydfil CBC had also yet to nominate members for the CTM PSB JOSC for the 2024/25 municipal year but that was due to the current political arrangements within the local authority at this current time. He anticipated that their nominations would be forthcoming. He concluded that the feedback from the JOSC draft annual report demonstrates that the JOSC has been able to play a pivotal role in scrutinising the PSB and that the PSB journey signifies that more substantive business will be forthcoming. The Chair concurred with the Service Director and commented that whilst he was sympathetic to the concerns of colleagues in Bridgend he urged them to reconsider their position and take part in the scrutiny process. The Chair also requested that a training session is provided for the new members of the JOSC during this Municipal Year. Other Members agreed that timely training would be of value, particularly to the new members of the JOSC. Following discussion, it was RESOLVED to approve the contents of the draft Annual report (attached as Appendix 1) which reflects the work of the Cwm Taf Public Service Board Joint Overview and Scrutiny Committee during the 2023-24 Municipal Year.

RESOLVED to endorse the draft Terms of Reference of the Cwm Taf Morgannwg Public Services Board Joint Overview & Scrutiny Committee.
The Service Director, Democratic Services & Communication presented his report which sought to fulfil the annual requirement to review the terms of reference (TOR) of the PSB JOSC (as section 24.b of the TOR refers). He commented that the review represents a reflection following the establishment of the new joint scrutiny arrangements of the three local authority memberships. The Service Director referred to the additional proposals which reflect the scrutiny arrangements of the regional Community Safety Partnership (CSP) based on the review of CSP arrangements. He added that the streamlined CSP arrangements represent good partnership working and an effective way of pooling resources. The Service Director commented that the proposals for the scrutiny of the CSP represents an opportunity for the JOSC to undertake robust scrutiny with the new additional responsibility being reflected in the revised TOR. In conclusion, the Service Director reminded Members that the existing arrangements within each Local Authority regarding their Crime & Disorder Committees (Under Sections 19 & 20 of the Police and Justice Act 2006) will continue, to enable the respective local authorities to scrutinise local activity and its impact. Following discussion, it was RESOLVED to endorse the draft Terms of Reference of the Cwm Taf Morgannwg Public Services Board Joint Overview & Scrutiny Committee.
In the absence of the Chair of the PSB, Mr Mark Brace, Mrs K Williams, Partnership and Community Safety Partnership Manager BCBC provided an update on the activity of the PSB in the last quarter. She offered her congratulations to Cllr Hughes on being appointed as Chair of the Cwm Taf Morgannwg PSB, Joint Overview & Scrutiny Committee for the Municipal Year and looked forward to working closely with Cllr Hughes. On behalf of the Chair of the PSB, Mrs Williams paid thanks to the outgoing chair, Cllr D R Bevan, for his support in previous meetings. The Partnership and Community Safety Partnership Manager advised that the PSB met on 13th June, and as agreed, undertook a review of the arrangements and structure that has been in place since the PSBs of Bridgend and Cwm Taf merged over twelve months ago, facilitated by the CoPro associates. She added that unfortunately, a meeting arranged by Welsh Government which included Local Authority Leaders and Chief Executives did impact on the review but work has since been carried out over the summer to ensure all PSB members have had the opportunity to provide feedback and complete a survey on key areas. The Partnership and Community Safety Partnership Manager confirmed that a report of findings from the review will be considered when PSB next meets, along with recommendations to take forward. She also advised that an update would be provided on the findings to the CTM PSB JOSC. With regards to the PSB work and delivery in the last quarter, Members were reminded that one of the most substantial areas of work for the board has been around the production of the Climate Change Risk Assessment for the region. There has been much engagement during the last quarter as per the agreed work programme: · Work programme one was a workshop with eighty five officers and contacts involved in related areas to understand existing information, plans and what climate related events had been experienced. This helped to develop a picture of what already existed in Cwm Taf Morgannwg, and some early identification of knowledge gaps to inform the next work programmes. • Work programme two involved four specialist workshops held in May and June with officers from across PSB organisations, local partnerships and networks. The workshops involved 109 participants and produced over 400 items of information about plans and strategies, organisation experiences and knowledge. Some key areas emerging are the risk associated with post-industrial landscape, roads and bridges, business continuity for health and social care and organisational governance. • Work programme three involved stakeholder events held in Bridgend, Merthyr Tydfil and Pontypridd to look at identifying climate risks hear firsthand accounts and test the understanding that had been developed to date based on local knowledge and insight. There was a PSB member in attendance at each event. · The task group for the CCRA meets monthly and detailed feedback will be made to the PSB when it next meets on 12th September 2024. The Partnership and Community Safety Partnership Manager advised that the PSB is part of a bid with Leeds and Durham Universities and other partners for Leveraging Effective Climate Change Adaptation in Local Government (LEVERS) UK funding to collaborate on planning adaption to climate change for health and well-being in post-industrial areas with high deprivation. If successful, this will help turn the Assessment and findings into action, to develop priorities and more detailed plans. Members were informed that they would be kept updated on developments. In respect of the Workforce Well-being Sub Board, the group looked at opportunities for volunteering in green space to promote to staff and opportunities for team building that helps improve local nature reserves and green spaces for local people, provide physical activity and social benefits and develop skills. Discussions were led by Bridgend green spaces enhancement and countryside managers, and it was agreed to bring together information from across CTM. The Partnership and Community Safety Partnership Manager commented that neurodivergence has also been identified as an area that the Workforce Well-being group would like to explore to share and develop resources. She added that this is also on the RPB’s agenda so discussions have taken place with their subject leads to see how the approaches can complement each other, avoid duplication and maximise potential impact. The Partnership and Community Safety Partnership Manager advised that Public Health colleagues from the Health Board presented to the Workforce Well-being Group on the Active Travel Charter and discussed how organisations can support workforce to use active travel and how the sub board can support the charter. The CTMUHB leads for this work have also presented at the Leadership Group as well as the Workforce Well-being Sub Board and participated in the Healthy Weight Conference in University of South Wales. Discussions are being held on the structures to support and deliver the charter, with the next steps being to establish a healthy travel charter PSB Sub-Group and the Public Health team to support organisations in taking charter through their respective governance processes. As the CTM PSB JOSC has been keen to find out how the PSB is working with young people, the Partnership and Community Safety Partnership Manager provided an update on those involved in the Young Voices project, that they would like opportunities for reverse mentoring. Some PSB members have volunteered to take part, and short videos have been made to present themselves to the young people. Work will resume in the autumn, when the young people will be able to select which of the PSB members they would most like to work with in reverse mentoring. She added that the PSB will monitor how this develops and progresses into learning opportunities for all involved. The Partnership and Community Safety Partnership Manager advised that the PSB Annual Report was published as scheduled on the PSB website using ‘Sway’ to make the document more interactive and have more of a ‘magazine’ feel. She acknowledged and thanked the JOSC for its pre-scrutiny of the report content and added that the PSB would also be pleased to publish /signpost to the JOSC annual report on its website. The Partnership and Community Safety Partnership Manager set out the items for consideration at the next PSB meeting on 12th September: • Climate change risk assessment – presentation of the draft report, key emerging areas and discussion on next steps for PSB organisations and collectively • Outcome of 12 month review and recommendations • PSB Forward Work Programme The Partnership and Community Safety Partnership Manager concluded that the PSB continue to meet in person, as much as possible and welcomed an opportunity to receive an update from this Committee at the meeting and welcome the new Chair. Following the update, the following points were made: In response to a query from Councillor R Williams regarding the Multi Location Meeting (MLM) policy and keeping cameras on for the duration of a meeting, the Service Director Democratic Services & Communication advised that active engagement is always encouraged for Members and Officers alike joining online. He also referred to the LM’s across the three local authorities as potentially having different requirements. Councillor Sera Evans requested a visual aid for future updates from the PSB which would serve Members as a useful reference point and a summary of the key points raised. The Chair concurred and requested that, if possible, this information could be provided in advance of the meeting. Ms R Rowlands, the newly appointed CTMUHB representative to the CTM PSB JOSC, commented on her involvement with the Regional Partnership Board (RPB) and PSB and the positive work that has been undertaken following the transition to a single PSB. She stressed the importance of effective partnership and working as one to overcome challenges such as those faced by local authorities, the health board and the impact this has on the 3rd sector and community groups. She wished to congratulate the PSB on their progress to date and she looked forward to her new role, representing the Health Board on the CTM PSB JOSC and to bring her experience and perspective to the meetings. The Chair concluded the meeting and added that a survey which would be circulated to all members of the CTM PSB JOSC as a way of identifying the most suitable times and dates for subsequent meetings for the year ahead.
