The Head of Service for Public Protection and Regulatory Services provided the Committee with the report on relevant issues with regard to the Licensing Act 2003 and the Gambling Act 2005 for the 18th November 2024 to 2nd February 2025 together with ancillary matters arising from the responsibilities charged to the Committee. Members were advised that the overall number of applications have reduced from 170 during the last reporting period to 122, as January is typically a quieter time therefore this can be expected. It was report that the amount of TENs applications processed remains steady as the Christmas & New Year period is a time when TENs are utilised in the community to permit events ranging from Christmas parties, shows, choirs, food & drink festivals and even serving alcohol in a hairdressers. Also, that licensed premises meanwhile typically submit TENs to increase their trading hours and/or their licensable activities. Furthermore, that the only increase in applications from the last period is for minor variations of licence, which rose from 1 to 5. An analysis of the TEN's applications indicates, 38 for existing premises licences, 22 for permitted community events and 21 from Private Members Clubs. However, it is suspected the non-alcoholic Guinness for sale on the premises may have confused the complainant. Members learned that advice was provided to a sports hall regarding TEN’s (or lack of a TEN!!) before Christmas, and the organiser had not submitted a TEN for a licensable activity, and therefore had to change their event considerably. It was reported that a store in Porth was inspected and numerous contraventions were noted. Also, that these include the two staff members not having the personal licence qualification, and six shelves with drug related paraphernalia were displayed in breach of a specific condition regarding same.
