1. Question from County Borough Councillor V. Dunn to the Cabinet Member for Prosperity and Development, County BoroughCouncillor M. A. Norris: “Could the Cabinet Member please outline what the Council is doing to tackle the issue of empty buildings in Aberdare town centre, some of which have been derelict for a number of years?” Response of Councillor M Norris: Councillor Norris commented that he was aware that this is something that Councillor Dunn and Councillor Bradwick have been proactively raising, so he wanted to reassure both Councillors that improving, redeveloping, and bringing back in to use vacant, underused and derelict buildings in Aberdare Town Centre is a priority for the Council. Councillor Norris added that this was set out as a priority theme for action in the Aberdare Town Centre Strategy adopted in December 2023. Having the Strategy in place helps to access Welsh and UK Government funding for improvements. To deliver that improvement, Regeneration officers work with property owners, businesses and developers, supporting and advising them on how to bring forward projects for commercial and where appropriate residential properties. In addition, Councillor Norris referred to the range of grant and loan products to compliment owner investments and help in speeding up the work. He added that where it proves difficult to engage with owners or where properties deteriorate, the Council works with enforcement taking formal action to ensure buildings are made as safe as possible before improvements are commenced. Councillor Norris was pleased to confirm that the Council is making good progress in Aberdare and will continue working with owners to improve and redevelop properties in the Town. Councillor Norris advised that since April 2023, 25 properties have benefitted from Council grants including with more than £2.5 million having been committed to projects so far. He confirmed that notable buildings that have recently had support include the completed redevelopment of the former Black Lion Hotel and the planned redevelopment of the Rock Grounds Buildings to create a quality hotel and spa. There was no supplementary question 2. Question from County Borough Councillor W. Treeby to the Cabinet Member for Public Health and Communities, County Borough Councillor B. Harris: “Can the Cabinet Member make a statement on what support the Council has provided to Paddling Pool groups in Rhondda Cynon Taf?” Response of Councillor B Harris: Councillor Harris advised that he and Paddling Pool groups, officers, have frequently met with Leisure, Estates and Community Development officers for some very productive and encouraging meetings, where ongoing support has been provided both pre and post season. Councillor Harris added that new arrangements for 2024 have seen 4 paddling pools and 1 splash pad open this Summer, with all community pool groups reporting a ‘good’ season during our recent meeting, despite the weather. Councillor Harris advised that in direct support Leisure services interviewed 114 candidates and appointed an additional 100 casual recreation staff, partly to provide pools with the necessary qualified lifeguards. He commented provided the following information: · In total, 272 paddling pool lifeguard shifts were provided during the season. · Twenty volunteers were trained in Emergency Pool Responder and First Aid Qualifications. · Quotes were obtained for required works/annual upgrades. · Slip tests and water testing were organised for each of the pools. · The Council was able to liaise with Dwr Cymru on behalf of each group to agree the free provision of water to fill each pool and splashpad and Trade Effluence Discharge licences for 2024. Councillor Harris added that in addition to this, the Council’s Estates Services worked quickly to review lease arrangements and ensure that all paddling pool/splashpad groups were operating under the most favourable agreements to apply for external Capital funding to ensure that pool repairs were undertaken. In conclusion, Councillor Harris explained that for 2024/2025 UKG SPF Community Grant funding was approved and provided direct funding to each group, totalling over £70K for each pool. There was no supplementary question 3. Question from County Borough Councillor K. Morgan to the Cabinet Member for Environment and Leisure, County Borough Councillor A. Crimmings: “Residents welcomed the overdue investment at Hirwaun Welfare Recreational Ground last year which aimed to make best use of the Tennis Court area to provide a multi -use space. Residents, including many youngsters are keen to use this facility. However, best use of the space has not been possible because the floodlights are broken. Will the Cabinet Member commit to repair of the floodlights so that the benefits of the investment can be fully realised?” Response of Councillor A Crimmings: Councillor Crimmings was glad to hear that residents welcomed the investment delivered as part of the Council’s Capital Programme. She explained that in total £39,510 was spent on the tennis courts in 2022, which included the resurfacing of the 3 courts, surface colour coat and lining of 2 tennis and 1 Muga court, the installation of a dividing fence and gate between tennis and Muga and repairs and paint the court boundary walls. A further £3,600 was spent on the fabrication and install of a set of goals in the Muga from revenue spend. Councillor Crimmings advised that in view of the recent flooding, the floodlights are now not a priority but she assured Councillor Morgan that she would ask Officers to add this matter to the Capital Programme. Supplementary Question from Councillor K Morgan: “Cabinet recently approved a decision to close the bowling green, amongst others, at Hirwaun Welfare with no prior consultation with the community, will the Cabinet Member commit to involving local Members and the community in any future plans for that redundant space?” Response of Councillor A Crimmings: Councillor Crimmings responded that she is committed to speak to the bowling fraternity in RCT to discuss the future of bowls and this will continue to be the case. 4. Question from County Borough Councillor Sheryl Evans to the Leader of the Council, County Borough Councillor A. Morgan OBE: “With more and more cars on the road and limited parking spaces available, more cars are having to park on pavements etc., what can the Council do to help our constituents with more places to park? Is there an option to tarmac more lanes so that residents can use their gardens for offroad parking etc.?” Response of Councillor A Morgan OBE: Councillor Morgan responded that the Council’s programme of improvements to unadopted roads received a substantial investment of £200,000 of Council funding, supplemented by a Welsh Govt grant of £120,000 which has been allocated this financial year. He added that it is estimated that it would cost between £80 to £90m to improve all of the 190km of unadopted streets across the County, many of which are back lanes. The concern is the additional with the tarmacking is the additional water run off and how the Council deals with that concern. Councillor Morgan referred to additional parking in key areas such as the small car park off Lewis Street and a small car park built in Penrhiwceiber using grant funding and there are other areas the Council has considered in the Rhondda to assist with traffic flow. Councillor Morgan referred to the saturation of car parking with many families and households owning two or three cars and also parking works vehicles which can contribute to car parking issues. He added that schemes which provide improvements to primary access routes to properties or provide a wider social significance, such as routes to medical, transportation or leisure facilities, highly used shortcut routes, etc. are currently prioritised over schemes which would improve secondary access such as back lanes. There was no supplementary question 5. Question from County Borough Councillor Sera Evans to the Cabinet Member for Education, Inclusion & Welsh Language, County Borough Councillor R. Lewis: “Gall yr Aelod Cabinet ar gyfer Addysg diweddaru aelodau ar ddatblygiadau i adeiladu ysgolion newydd ar gyfer Ysgol Gyfun Cwm Rhondda ac Ysgol Gyfun Llanhari os gwelwch yn dda?” “Can the Cabinet Member for Education please update Members on the developments to build new schools for Ysgol Gyfun Cwm Rhondda and Ysgol Gyfun Llanhari please?” Response from Councillor R Lewis: Councillor Lewis confirmed that work to develop both projects has started to progress. An internal project team has been assembled who are working on both projects. Tenders have gone out to appoint an external team to assist with the development of the new school for Cwm Rhondda and we anticipate an appointment will be made in February 2025. He added that it is also the Council’s intention to undertake further ground investigation works on the school site in February to provide further information to shape the early designs. Councillor Lewis explained that the Council has appointed consultants to undertake a feasibility study for the Ysgol Llanhari project which will identify options for the school development. He added that this work has been ongoing for a number of weeks and more information is expected in the new year which will allow the project to further develop next year. He concluded that both projects form part of the Council’s expansive school building and renovation programme of which the Council is very proud. Supplementary Question from Councillor S Evans: “We hear from this Council on a regular basis that it is committed to Welsh Medium Education in RCT but I would like reassurance on record from the Cabinet Member that this is indeed the case. I’m also requesting a definitive timeline, when will the new schools be in place?” Response from Councillor R Lewis: Councillor Lewis commented that the process for the development of new schools and extensive renovations has to go through many stages but he was able to confirm that the Council has submitted its Strategic Outline Plan (SOP) to Welsh Government, which Cabinet has overseen and identifies the key schools which require exctensive renovations or new schools. He added that with regards to Ysgoll Cwm Rhondda and Ysgol Llanharri, they both form a key priority within the plan. In terms of the Council’s wider commitments, Councillor Lewis referred to the Council’s commitment to the WESP, to increase the number of Welsh learners at Year one by 10% over the next 10 years and the Council’s extensive Capital Programme with regards to Welsh Medium Schools. He referred to the brand new Welsh Medium Primary Schools such as Ysgol Llyn Y Forwyn in Ferndale, Ysgol Awel Taf in Rhydyfelin, extensive refurbishment to Rhydywaun. He explained that the Council is out to consultation on a brand new school in Llanilud, a new Welsh Medium Primary School which will offer 480 statutory school places and 60 nursery places and Cwm Rhondda is also a key priority area for the Council. He concluded that this demonstrates that the Council is delivering Welsh Medium Education and is committed to achieving its ambitions in regard to the WESP. 6. Question from County Borough Councillor A. Roberts to the Leader of the Council, County Borough Councillor A. Morgan OBE: “The local housing allowance is less in RCT than in comparable councils, e.g., Merthyr. This inequality needs to be addressed. Could I ask if the appropriate Cabinet Member could find out the reasons for this please?” Response from Councillor A Morgan OBE: Councillor Morgan responded by explaining that the Local Housing Allowance is set by the Rent Officer who works for the Valuation Office Agency and the Council must adhere to using these rates when calculating housing benefit. He added that incidentally, the Local Housing Allowance rates for Merthyr Council are the same as Cynon Valley but these are lower than the Local Housing Allowance rates in Taff and Rhondda and it should be noted that the Local Housing Allowance rates increased on 1st April 2024 after being frozen for four years. Councillor Morgan confirmed that he or the relevant Cabinet Member can write to the Rent Valuations Office Agency to request the disparity in rent between the different areas be reviewed but noted that the four year freeze by the previous Government was not helpful. There was no supplementary question due to the lapse of the allotted time.

Sudden Cardiac Arrest (SCA) is one of the leading causes of death in the United Kingdom, with around 1-in-20 people surviving an out-of-hospital cardiac arrest (OHCA) in Wales. Each year, the British Heart Foundation estimates that there are around 2,800 OHCAs in Wales. Every minute without CPR and defibrillation reduced the chances of survival by up to 10%, with early defibrillation improving the chances of survival by more than double. Thanks to the work of the many local organisations in our respective communities that provide vital support to our residents, which are often supported by our Elected Members, the availability of public access defibrillators has increased considerably. Defibrillators in schools will have the potential to save the lives of pupils, staff and visitors to our school buildings, and the research has demonstrated that accessing a defibrillator within 3 to 5 minutes of a cardiac event can increase the chances of survival to hospital discharge from just 9% to 50%. With our schools increasingly becoming hubs of the community with facilities used by sports groups and clubs, and with many of the newer schools in particular having community use rooms, they are used daily by a significant proportion of our communities. This Council therefore resolves: · To request Officers to consider the feasibility of having a lifesaving defibrillator placed in every school in Rhondda Cynon Taf and how these can be made as publicly available as possible; and · Request a report on the consideration of Officers to be scrutinised by the relevant Scrutiny Committee to inform a potential Cabinet decision. Following consideration, it was RESOLVED to adopt the Notice of Motion. ********************************************************************************************* To consider the under-mentioned Notice of Motion which was submitted in accordance with Council Procedure Rule 10.1 and received by the Proper Officer, standing in the names of County Borough Councillors: J. With White Ribbon Day falling on November 25th, this Council continues to lend its support to White Ribbon UK for a 10th year through their It starts with men campaign - designed to prevent men’s violence against women and address the attitudes and behaviours that contribute to a fear of violence for women in their day-to-day lives. Women’s and girls’ safety continues to be an urgent matter with over 1.4 million women experiencing domestic abuse in the year ending March 2023 (ONS, 2023); and 63% of men agreeing that men in society aren’t doing enough to ensure the safety of women and girls (Yougov,2021). This year’s campaign from White Ribbon UK urges men to hold themselves accountable to women, and to each other, so we can affect positive behaviour change to transform harmful cultures. As a Local Authority we have a duty to protect women and girls from violence at the highest standard that we can, which includes the actions set out by White Ribbon UK. We must continue to take action to prevent violence against women and girls throughprioritising and investing in services, resources, education, and policy that focus on the prevention of violence against women and girls, developing policy that pays attention to the night-time economy and raising awareness with strategies for prevention. Therefore, this Council resolves to: · Reaffirm our commitment to supporting the White Ribbon campaign by hosting a White Ribbon event and participating in the 16 days of Activism against Gender-Based Violence. · Encourage all elected representatives to sign up to be a White Ribbon Ambassador/Champion and wear a white ribbon during the campaign. · Continue to actively contribute to achieving the goals of the Welsh Government’s Violence against Women, Domestic Abuse and Sexual Violence Strategy 2022-2026. · Reaffirm the on-going commitment between the Council and its partners, including South Wales Police, RCT Domestic Abuse Service and local housing providers, all working together to aid and support to victims of domestic violence. With the consent of the proposer and in accordance with the Council’s Rules of Procedure 12.7 the following alteration to the Motion was voted on and moved (as set out in red below). Following discussion, it was RESOLVED to adopt the Notice of Motion with the alteration. • To note the White Ribbon campaign and include the hyperlink to the White Ribbon Campaign suggested Notice of Motion on their website: WRD24 Councillors Briefing.pdf
