RESOLVED: 1. to acknowledge the content of the report.
The Director of Children’s Services, on behalf of the Action for Children Manager, began by acknowledging that young carers were a particularly inspiring group of young people which was demonstrated in the case studies provided. Corporate Parenting Board Members were advised that the Council had a duty to provide information, advice, assessment and support for young carers, and acknowledged that young carers accessing any type of service were outnumbered by those young carers who didn’t access any services with part of the work that the Action for Children Manager does, is supporting schools with early identification. The Director of Children’s Services noted the 3 groups, which were aged 5 – 17, the sibling group and the 18 - 25 group, and advised that the report listed some of the activities that had been provided by Action for Children. Corporate Parenting Board Members noted, with regards to the commissioning that information about assessment, comes through Children’s services, with a member of staff dedicated to carrying out that initial assessment and then liaising with Action for Children. Additionally, a new carers card had been implemented, which assists young carers e.g., when there may be questions, and they don’t want to have to explain their circumstances repeatedly. The Director of Children’s Services explained that one of the things being thought about at the end of year 1 commissioning was bilingual provision. Corporate Parenting Board Members were advised that Action for Children offered support which was practical and met the bespoke and unique circumstances, although it was acknowledged there were more situations where young carers were providing care to more than one person in their house, so in addition to the that practical support, other activities took place including young carers meeting other young carers, to avoid isolation, as well as taking part in things that were not about caring for others. The Director of Children’s Services acknowledged the review covered off emotional and physical wellbeing and young carers confidence, as young carers sometimes felt different from their peers because of their responsibilities with the case studies bringing that to light. She concluded that a review would take place during the summer months to ensure the Council was discharging its duties well, in the way young carers think the help makes a difference and, also to look at opportunities to reach more young carers effectively. The Chair thanked the Director of Children’s Services for presenting the comprehensive report and asked if there was support for carers in terms of education. The Director of Children’s Services explained that part of that close liaison with schools is each school has identified a member of staff who is their young carers champion and part of having a young carers card is that they’re able to discreetly make members of staff aware that perhaps if they’re late arriving or delays in returning work, etc., there is some understanding of the context and circumstances, so staff are informed and can support young carers as best they can. A Member sought clarification around help when young carers go on overnights away. The Director of Children’s Services acknowledged it was essential young carers were able to make the most of any opportunity that any young person should be able to e.g., a theme park visit they and they can only meaningly take part in that if they are confident that the arrangements at home for the person they normally care for are fail safe. She reassured Members that part of what the Action for Children team do is to ensure they are confident in those arrangements that they can provide. The Vice-Chair thanked the Officer for the report and acknowledged the fantastic work of young carers, which often went unseen, so it was pleasing to see there was an array of support available. He noted there was a reference to a number of schools in the county borough that were working towards their young carers award and asked if the next report could provide an update on how many schools had achieved the bronze, silver and gold awards or any that were working towards it, which was useful from an educational perspective. The Chair echoed the Members comments and looked forward to seeing that information in future reports. Following consideration of the report, Corporate Parenting Board RESOLVED: 1. to acknowledge the content of the report.
