The Service Director for Highways and Engineering presented Cabinet Members with an overview report of the lessons learnt review that followed Storm Bert, which impacted the Authority on 23rd-24th November 2024; and advised of the programme of work required to deliver the actions. Storm Bert was an extreme weather event which impacted RCT on the weekend of the 23rd and 24th November 2024 and was declared a major incident by the Authority due to significant flooding. The officer stressed that the Council would ensure that it reviews, learns lessons and seeks to continuously improve its response activities to storm events. Members were referred to the recommendations set out in Section 9 of the report, which were the result of the latest review; and would ensure that the Council continue to effectively protect and support its residents, businesses and communities through future weather related incidents. The Leader thanked the team for the honest assessment of the Council’s response and actions taken following Storm Bert, and for the work on the ground. The Leader reflected on the unprecedented level of rain experienced during Storm Bert and explained that the river levels in certain areas broke that of the levels experienced during Storm Dennis, which had been described as record breaking. In terms of Gelli, the Leader explained that the river level during Storm Bert was around 2ft higher than during Storm Dennis but that the amount of investment in infrastructure since Storm Dennis, meant that fewer homes flooded. The Leader spoke of the 100+ culverts upgraded since Storm Dennis and noted that over 2000 properties had benefitted from the investment, despite approximately 15-20 homes unfortunately being flooded. The Leader noted the benefits of the upgrades and emphasised the importance of the Council continuing to invest in flood alleviation schemes across the County Borough; and the importance of learning lessons and adapting to such events. It was noted that of the 100’s of culverts, many were on privately owned land and privately managed but that the Council would use its permissive powers to intervene where possible and would manage the risk accordingly. The Leader was pleased to note that NRW had undertaken a lesson learned and had since changed their trigger points for flood warnings in Pontypridd, which had been evidenced during a recent heavy rain period. The Leader also advised that the review undertaken by the Met office had confirmed that it should not have been a yellow weather warning during Storm Bert, but rather an amber or red warning. The Leader spoke of the Council’s internal review, which he considered to be essential and stressed that there is only so much the Council can do during such events. The Leader spoke of the effects of climate change, and it was explained that 25% of the surface water flood risk in Wales was in RCT and that the County was the sixth most at risk of river flooding. The Leader provided assurance that NRW would continue to be pressed on their modelling exercise and pressed to invest significantly on flood assets in RCT. Referring to the recommendation to provide approximately 150 properties with flood resistant measures, the Leader advised that the properties were under the responsibility of NRW but that the Council were stepping in to protect the household and businesses. The Deputy Leader spoke of her experience in representing a community, which had been subjected to severe flooding, and felt that areas which had benefited from flood alleviation schemes, had demonstrated resilience. The Deputy Leader emphasised that risk could be minimised but not eliminated entirely and stressed the importance of continually striving to improve and respond to mitigate impact. The Deputy Leader supported the recommendations contained within the report, and in particular, welcomed the ongoing review from the Overview and Scrutiny Committee. The Deputy Leader commended staff, officers and Elected Members for their response during the adverse weather events and took the opportunity to thank the team for the detailed report. The Cabinet RESOLVED: 1. To note the actions taken by the Council with respect to Storm Bert: - In the lead up to the Storm; - As the Storm impacted - Immediately after the Storm; - The subsequent days and weeks after the Storm; - The repairing, replacing and upgrading of damaged infrastructure; - Lessons learnt and mitigation measures for future potential flooding events. 2. The Director was of the view that RIPA had been used appropriately in relation to the use of directed surveillance and acquiring of communications data as identified within section 4 of the report; and that RIPA had been used in a manner that is consistent with the Council’s Corporate Policies. The Deputy Leader thanked the Director for the report. The Deputy Leader spoke of the importance of the Local Authority using the powers within the Act appropriately and was satisfied with the Council’s use of RIPA during the period. RESOLVED: 1. To inform of the allocation of the UK Government Shared Prosperity Fund RCTCBC Community Grant 2025/26 to successful applicants, assessed in line with the assessment criteria, and discussed with the Leader and Cabinet Member for Public Health and Communities.
The Head of Arts Culture & Library Services provided Cabinet Members with a summary of the UK Government Shared Prosperity Fund RCTCBC Community Grant Programme 2025/26 process of allocation and successful applications, led by the Council’s Community Development Team, supporting third sector organisations to meet community needs. It was explained that following the approval of a transition year for 2025/26 UK Government Shared Prosperity Funding, a further year of community grant funding, for capital and revenue, to the value of £1.8m, had been made available to third sector organisations, via a competitive process, delivering within the County Borough to meet resident’s needs. Members were referred to section 5 of the report, which detailed the application criteria, assessment process and a breakdown of the value of the projects. A list of projects approved for funding could be found at Appendix 1 to the report. The Cabinet Member for Public Health and Communities took the opportunity to thank officers for the positive report. The Cabinet Member paid particular thanks to the Community Development Team for their professionalism and the speed in which applications were reviewed. The Cabinet Member was pleased to note that the SPF had been secured for another year with a further 93 projects across 118 places to the benefit of RCT. The Cabinet Member spoke of the Council’s positive track record of providing support to local voluntary organisations and of the value of their work within the communities. The Cabinet Member for Prosperity and Development also spoke positive of the report and praised the tremendous amount of work undertaken within communities as a result of the SPF. The Leader acknowledged that there would be some disappointment felt by the third sector organisations due to around 50% of applications being rejected due to funding and some not meeting the threshold. The Leader was encouraged to note that the Council would attempt to support such applications as much as possible, by signposting groups to alternative external funding avenues. The Cabinet RESOLVED: 1. To inform of the allocation of the UK Government Shared Prosperity Fund RCTCBC Community Grant 2025/26 to successful applicants, assessed in line with the assessment criteria, and discussed with the Leader and Cabinet Member for Public Health and Communities.
