The Service Director Democratic Services and Communications advised members of the Overview and Scrutiny Committee in respect of the revised proposals for the new parliamentary constituencies in Wales, and to seek the Committee’s views, comments and recommendations in respect of the final proposals. On the 19th October 2022 the Boundary Commission published their final proposals for the 2023 Review of Parliamentary Constituencies. A four-week consultation has been launched and will close on 15th November 2022. Members discussed the proposals with the following comments and observations made as follows: · Members expressed concerns with the proposal for the Taffs Well ward to sit within the Cardiff North constituency as it was felt that Taffs Well had no direct connections with the other communities that would fall within the proposed constituency. Members also felt this would cause confusion within the community as they would sit within different Boundaries at a Local Authority and Parliamentary level. Members felt that if Taffs Well should move out of the Pontypridd constituency, it would be better placed within the Cardiff West constituency as the Community has more in common with neighbouring wards such as Gwaelod-Y-Garth and Pentyrch. · Similar concerns were raised in relation to Mountain Ash, in that this area does not have any strong connections with Pontypridd and this aligns better and is more commonly known in the Cynon Valley, therefore would fall better if sat with Merthyr and Upper Cynon Constituency. · Members were supportive of the proposals to bring Aberaman and Cwmbach into the Merthyr and Upper Cynon constituency and the inclusion of Glyncoch and Ynysybwl within the Pontypridd constituencies was pleasing to see and welcomed · Members raised concerns that the wards serving Pencoed are included in the proposed Rhondda constituency and referred to the comments in the proposals that state: “As far as possible, the Commission will seek to recommend constituencies that are made up of whole electoral wards that are next to each other and do not contain detached parts; that is, where the only physical connection between one part of the constituency and the rest of it would require passage through a different constituency” · Members did not feel the above statement was reflective of the proposal to include the Hendre and Felindre ward within the proposed Rhondda constituency. To access this locality, residents would have to cross through Blackmill and enter the new Bridgend constituency, or travel through Tonyrefail and Llantrisant, therefore entering the Pontypridd constituency. Members commented that the Hendre and Felindre wards would align better within the Bridgend constituency which would avoid confusion of residents as this would also sit within their Local Authority area. · It was also noted that the constituency name of the Rhondda has no connection with residents in the Hendre and Felindre wards. Members therefore suggested that the Commission consider looking to the North of the Rhondda constituency, and instead consider including communities such as Nantymoel and the Garw Valley which has a far more geographical connection. The Service Director Democratic Services and Communications thanked Members for their contributions and advised their feedback would be collated and a formal response prepared and submitted to the Boundary Commission for Wales RESOLVED: 1.
