Members were provided with a presentation and update on the Cardiff Heat Network project, highlighting the following points. o Construction Progress: Officers explained that the Cardiff Heat Network project is in the final stages of construction, aiming to use excess steam from Viridor to distribute heat and hot water to customers in the Bay and city centre. o Low Carbon Benefits: The project is a low carbon alternative to gas and air source heat pumps, capturing steam after it has been through turbines and recondensed, reducing reliance on fossil fuels. o Funding Sources: Phase one of the project was funded by a combination of a Welsh Government loan, an industry loan, and a grant from the central government's Heat Network Investment Programme (HNIP). o Contractor: Hemiko is contracted to design, build, operate, and maintain the network for the first five years, with the energy centre and substantial pipe infrastructure almost complete. o Anchor Customers: The initial anchor customers are public sector buildings, with efforts underway to sign new customers, including residential blocks totalling about 110 flats. The Chairperson invited questions and comments from committee members. Members asked about the staggered approach for bringing customers online and billing. Officers explained that customers will be brought online in a staggered approach, with first heat available to initial customers from September and connections continuing through to November. Hemiko will handle the design, build, operate, and maintenance aspects for the first five years, including meter reading and sending data to Cardiff Heat Network Limited, which will issue bills to customers. Discussing cost comparison, Officers explained that the cost for customers should be about 5% lower than comparative gas costs, with deeper carbon savings compared to electric heating through air source heat pumps. Members asked questions about the pump maintenance regime, Members were advised that Hamiko is responsible for repairs and maintenance, with a contractual position ensuring continuity of heat supply and response times for customer issues. Members inquired about the impact of the emissions trading scheme on the project's business terms and viability. Officers mentioned that the emissions trading scheme might affect Viridor, incentivising them to provide more heat continuously to the network. Officers further explained that the emissions trading scheme targets reducing the burning of fossil fuel-derived residual waste, particularly plastics, with a target date of 2028. The Chairperson thanks officers for the presentation and answering members’ questions.

Officers presented the outturn for 2024-2025 including the following points. o Officers reported an underspend of just over £100,000 for the 2024-2025 financial year, attributed to no drawdown against the budget for external advisors and contingency budget and Project Teams savings. o Reserve Account: After the payment of a rebate of £10,000 per partner in their contributions the remaining underspend, of c£50,000, was added to the Joint Committee Reserve account, which stood at just over £190,000 at the end of March 2025. This will be available to support future Prosiect Gwyrdd budgets. o A question was asked about the “Organics contribution” line in Table 1 in the report. The project team also manage the organic waste contract between Cardiff and Vale of Glamorgan, so this represents income to Prosiect Gwyrdd for the work undertaken by the Project Team in managing that organic waste contribution. .
