RESOLVED: that • the work being undertaken to deliver more sustainable care and support within Adult Services be noted. • the Principles for the Delivery of Care and Support (Older Persons Services) as set out in Appendix 1 be agreed. • the Director Adults, Housing and Communities develop a suite of policy documents and customer information to reflect these principles.
Cabinet considered a report regarding proposed policy principles for the care and support of older people and an update on the commissioning of care home services. The report highlighted the demographic pressures facing Cardiff, including a projected 16.5% increase in the population aged 65+ by 2035 and a 28.8% rise in those aged 85+, alongside increasing complexity of care needs and rising costs. In response, the development of a five-year Adult Services Development Plan focuses on prevention, reablement, cost recovery, and sustainable commissioning. It was noted that the draft Principles for the Delivery of Care and Support (Older Persons Services) sets out a clear policy direction grounded in fairness, sustainability, and individual choice. These principles include promoting independence, prioritising domiciliary care for personal care needs only, and ensuring care home placements align with published rates unless exceptional needs are demonstrated. The report also provides an update on the recommissioning of care home services. It was noted that the current Dynamic Approved Provider List (DAPL) would be improved in the short term, with a phased transition to a hybrid model incorporating a framework approach by May 2027. This aims to provide greater financial stability for providers and better value for the Council.

Cabinet received a report regarding CrossRail Phase 1A. The report outlines the statutory requirement to secure a Transport and Works Act (TWA) Order to authorise the construction and operation of the tram-train elements of the Cardiff CrossRail Phase 1A project. It was noted that the TWA Order would enable Cardiff Council to act as the scheme promoter, with Transport for Wales (TfW) designated to operate the tramway as part of the South Wales Metro. The Order would also confer deemed planning consent and other necessary powers to facilitate delivery. The submission of the draft TWA Order to Planning and Environment Decision Wales (PEDW) is scheduled for July 2025, with a potential public inquiry anticipated in 2026. The report highlights the strategic importance of the CrossRail project in delivering the ambitions of the 2020 Transport White Paper, with £100 million in funding secured in principle—£50 million from the UK Government and £50 million from the Welsh Government, subject to final business case approvals. It was noted that the final decision to submit the TWA Order will be subject to Full Council approval. RESOLVED: that (i) officers be authorised to consult on proposals to federate The Saints Federation and St Mellons CW Primary School to secure long term leadership arrangements as recommended by Estyn, His Majesty’s Inspectorate for Education and Training in Wales, ensuring the improvement plans put in place prior to the inspection and acknowledged by Estyn are sustained with continuity. (ii) responsibility be delegated to the Director of Education and Lifelong Learning in consultation with the Cabinet Member for Education to determine, following consultation, whether to proceed with the proposals, with or without modification and implement them or withdraw them in accordance with The Federation of Maintained Schools (Wales) Regulations 2014.
Cabinet considered a report proposing consultation on the federation of St Mellons Church in Wales Primary School with The Saints Federation. The proposal aims to secure long-term leadership arrangements and address recommendations made by Estyn following the school’s inspection in February 2025. The report highlights that interim leadership arrangements, including the secondment of an executive headteacher from The Saints Federation, has already led to demonstrable improvements at St Mellons CW Primary. Estyn acknowledged these positive developments but emphasised the need for stable, long-term leadership. The proposed federation would formalise the existing collaboration and provide a sustainable governance and leadership structure to support continued school improvement. The report notes that the federation would not only benefit St Mellons CW Primary but also enhance leadership capacity and educational provision across all three schools in the federation. The arrangement would support shared priorities, resource efficiencies, and professional learning opportunities, particularly in areas such as Welsh language development, as aligned with Cardiff’s Welsh in Education Strategic Plan and the Welsh Government’s Cymraeg 2050 strategy.

RESOLVED: that 1. the report and actions taken in respect of the Council’s Revenue and Capital Outturn position for 2024/25 be noted. 2. It be noted that this report will form an appendix to the Financial Statements report to be considered at a Council meeting in the Autumn of 2025.
Appendix 7 of this report is not for publication as it contains exempt information of the description in paragraphs 14 and 21 of Schedule 12A of the Local Government Act 1972. Cabinet considered the Outturn report which provided a comprehensive overview of the Council’s financial performance for the 2024/25 financial year. The report confirmed a balanced revenue outturn position, with an improvement from the £2.392 million overspend projected at Month 9. It was noted that this was achieved through a combination of underspends in Capital Financing (£1.565 million), the Summary Revenue Account and Council Tax (£2.795 million), which offset a net Directorate overspend of £4.360 million. It was noted that the most significant overspends were in Education (£3.388 million), Economic Development (£1.912 million), and Children’s Services (£0.866 million), driven by pressures in school transport, income shortfalls, and residential placement costs respectively. These were partially mitigated by underspends in Resources, Housing & Communities, and Capital Financing. The report also highlights a shortfall of £2.572 million against Directorate savings targets, with £1.595 million relating to efficiency savings and £0.977 million to service change proposals. Despite these challenges, the General Fund Balance remained stable at £14.255 million, and earmarked reserves (excluding schools) increased by £16.264 million. In terms of capital, Cabinet noted that £335.027 million was spent across services, with £137.854 million allocated to Public Housing. The General Fund capital expenditure totalled £197.173 million, funded primarily through Welsh Government grants, borrowing, and capital receipts. A variance of £199.233 million was reported against initial programme assumptions, largely due to project slippage and the timing of grant receipts. RESOLVED: that 1. the report and actions taken in respect of the Council’s Revenue and Capital Outturn position for 2024/25 be noted. 2. It be noted that this report will form an appendix to the Financial Statements report to be considered at a Council meeting in the Autumn of 2025.

RESOLVED: that • the proposed remodelling of the Senior Management Team on a provisional basis subject to the outcome of the consultation process be approved. • a consultation period on the proposed model to commence immediately following Cabinet approval be approved. • it be agreed that a further report will be presented to Cabinet in September 2025, which will confirm the proposed model and process for change, taking account of issues raised during the consultation process. • Authority be delegated to the Chief Executive, in consultation with the Leader of the Council, Cabinet Member for Finance, Modernisation & Performance, and other Cabinet Members, to realign managers and support staff to the remodelled structure. • the Single Impact Assessment of the proposals (Appendix C) be noted.
Senior Officers (with the exception of the Chief Executive) declared a personal, non-pecuniary interest in this report. Sarah McGill and Chris Lee left the meeting. Cabinet received a report regarding senior management arrangements which outlined proposals to remodel the Council’s senior leadership structure to ensure it remains fit for purpose in light of evolving financial pressures, service integration opportunities, and succession planning needs. The report confirms that the current structure, last revised in 2020, had served the Council well through recent challenges including the pandemic, cost-of-living crisis, and housing and climate emergencies. However, following service and budget reviews undertaken as part of the 2025/26 budget process, a number of targeted changes were proposed to enhance organisational resilience and leadership capacity. Key proposals included the deletion of three posts—Director of Planning, Transport and Environment; Assistant Director, Street Scene; and Head of Performance and Partnerships—and the creation of four new roles: Director of Frontline Services, Director of Strategy, Partnerships and Transformation, Assistant Director of City Development, and Assistant Director of Planning and Transport. Additionally, the post of Director of Economic Development would be redesignated as Director of Development and Growth. The revised structure aims to rebalance director responsibilities, strengthen transformation capacity, and improve cohesion across development, frontline, and strategic services. The net cost increase to the General Fund from these changes is projected to be £77,000 per year, however it is anticipated that these proposals will unlock opportunities to release staff at the OM level. It was noted that following the consultation period a further report will be brought to Cabinet in September 2025 to confirm the final structure and seek Council approval for recruitment to the new Chief Officer roles.
