Scrutiny committees question the Cabinet's plans and decisions and can ask them to think again. More in the guide
The Health and Social Services Scrutiny Committee met on 15 October 2026. It received reports on the 2025/26 revenue outturn, budget monitoring for 2026/27, the first point of contact for social care, hospital flow and the Council's draft Annual Report. It approved two reports for Cabinet: the West Wales Learning Disability Strategic Action Plan 2026 to 2031 and the Social Care Accommodation Strategy. It also noted why the Adult Social Services Sustainability Plan was late.
It recommended that Cabinet start formal consultation on the first three. It also endorsed the draft Council Annual Report 2025/26 and received a report on Estyn school inspections.
