RESOLVED that the Budget Monitoring report be received
The Committee received its regular Budget Monitoring Report in respect of the services within its remit, providing an update on the latest budgetary position as at 28th February 2026. The Cabinet Member for Resources presented the report and noted that the current revenue forecast is an underspend of £285k. This mainly reflected underspends in Economic Development & Property, Place and Sustainability, and Leisure, partly offset by an overspend in Council Fund Housing. The Cabinet Member explained the Appendices contained within the report which were: Appendix A - high-level summary of budgets, projections and variances. Appendix B and C - more detail on the main variances across the full range of services Appendix D - the Housing Revenue Account which is forecasting to be on budget Appendices E through I – Capital budget monitoring, showing an underspend of £14m Appendix J - progress on delivering this year’s proposed efficiencies. At present, £523,000 is considered deliverable, with unmet targets totalling £343,000. In response to a question regarding staff vacancies shown in the report and the impact this could have on other staff in covering this, the Economic Development Manager advised that some of these in that department were due to the cyclical nature of grant income, but that the department had enough staff to achieve its objectives. It was noted in general that this was due to posts agreed in the budget to be left vacant, this inevitably has some impacts, but the Cabinet Member told the Committee that staff were doing their best to cope with the situation, which was one the Council had been dealing with for many years. UNANIMOUSLY RESOLVED that the Budget Monitoring report be received

RESOLVED that the update be received
The Committee received an update on the Town Centre Placemaking Plans, prior to its consideration by Cabinet. The Cabinet Member for Regeneration, Leisure, Culture and Tourism presented the report and advised that this was an update to the report the Committee had received on 21st January 2026. That report had presented the response to the public consultations in October and November 2025, these responses were then taken to an additional consultation in February 2026 and to the Town Task Force or Forum of each town for prioritisation. The Committee noted its disappointment in the low level of response to the consultation but recognised that officers had done all they could to get as much feedback as possible. UNANIMOUSLY RESOLVED that the update be received

RESOLVED that the report be approved.
The Committee received a report on the Carmarthenshire Local Food Strategy, prior to its consideration by Cabinet. The Cabinet Member for Rural Affairs, Communities and the Welsh Language presented the report and advised that the report was being brought for pre-decision scrutiny in order to seek the Committee’s approval of the plan as a key partner, as well as any recommendations, comments or advice before the report is approved by Cabinet. The strategy has three strands, each with long term objectives - Food for Public Health – The Food Environment at Home, Public and Community Settings - Public Sector Provision – Sustainable Food Procurement and Education - Local Food Economy – Sustainable Food and Farming Sector Careers and Livelihoods The Cabinet Member noted that the plan needed to be implemented by setting clear objectives and targets, maintaining a central action plan, delivering a strategic programme and by monitoring and evaluating the framework. It was also noted the Carmarthenshire will be the first Public Service Board to develop and approve a plan. The Committee praised the report and the policy, especially given the agricultural nature of the county, and also hoped that Hywel Dda would follow the example of the County Council in following the strategy. UNANIMOUSLY RESOLVED that the report be approved.

The Committee received a list of forthcoming items due to be considered at its next meeting on 6th July 2026, subject to the previous approval of the Forward Work Plan. In response to a question on the fact there was only one item for consideration at the next meeting, the Committee was advised that it would be worth keeping the meeting in the diary, as any potential changes to the Terms of Reference coming back from the Committee’s Task and Finish group would need to be approved at the formal committee.
