Children and Young People Scrutiny Committee

At its meeting on 20 January 2026, the Children and Young People Scrutiny Committee examined five reports ahead of Cabinet on 22 January: school budgets, the Annual Education Performance Report, investment in the education estate, Welsh-medium secondary places, and the St Mellons Church in Wales Primary School move to the Saints Federation. On each, the Committee agreed that the Chairperson will write to the Cabinet Member with its comments and observations. The minutes record no other decisions by the Committee.

Community & Adult Services Scrutiny Committee

The Committee scrutinised four items ahead of Cabinet decisions on 22 January: a proposal to buy more land at Central Quay for council homes, a Migrant Worker Charter for social care, a briefing on Disabled Facilities Adaptations, and a monitoring update on the Responsive Repairs Unit. On all four items the Committee agreed that the Chairperson should write to the Cabinet Member with its observations.

The Planning Committee met on 15 January 2026 and approved the minutes of its previous meeting. Its main decision was to grant planning permission for a 3G pitch, floodlighting, changing rooms and associated works at St Teilos High School, Llanedeyrn. The minutes also record one councillor's personal interest in a delegated decision on 14 Holly Grove, Lisvane.

Cabinet

Cabinet met on 8 January 2026 to note an updated budget position for 2026/27 and agreed a public consultation on the budget, which runs until 1 February 2026. It also delegated authority to officers to submit Cardiff's proforma to join the UK Government's Pride in Place programme, with Ely and Caerau put forward as the strongest candidate neighbourhood.

Cabinet met on 18 December 2025 and approved the Neurodivergent Friendly Cardiff Strategy 2025-2030 and the expansion of Ysgol Gymraeg Coed-Y-Gof to include a nursery. It also approved consultations on new specialist places for children with additional learning needs, the draft Regeneration Strategy and changes to the social housing allocation scheme. Other decisions covered starting a procurement for a new operator of Cardiff Riding School, setting the 2026/27 Council Tax Base, and approving the approach to council housing rents and service charges for 2026/27, which the report based on a rise of up to 4.3%.

Economy & Culture Scrutiny Committee

On 16 December 2025 the Economy & Culture Scrutiny Committee examined four Cardiff Council items: a proposed long-term lease of Cardiff Riding School, planning for Euros 2028, the Regeneration Strategy, and an update on the regional Corporate Joint Committee. On the first three it agreed that the Chairperson would write to the Cabinet Member with the Committee's views. It also approved a draft inquiry report on place-based economic interventions.

The reports cover a neurodivergent-friendly strategy for Cardiff, council housing rents and service charges for 2026/27, and proposed consultation on changes to the housing allocation policy. The committee made no decisions on the proposals themselves and agreed that the Chair would write to the Cabinet Member with its observations on each item.

Cardiff Council met on 27 November 2025. Councillors delegated powers for the independent examination of the Replacement Local Development Plan, agreed to consult on a visitor levy, and approved changes to the Local Resolution Protocol for complaints about councillors. They also passed an amended motion asking the UK Government for fairer funding for Wales.

Cabinet met on 20 November 2025 and considered six substantive items: additions to the Cardiff Local Heritage List, the 2025 air quality report, the Replacement Local Development Plan (RLDP), the month 6 budget, the treasury management mid-year report and a proposed visitor levy. Cabinet approved the heritage list additions and the air quality report for submission to Welsh Government, agreed to forward the RLDP to Council, and noted the budget and treasury reports. It agreed to recommend that Council approve a consultation on a visitor levy, with a final decision due in March 2026.
